Great! To answer your questions:
1) I'd like at least 4-5 players, but I don't have an upper limit in mind. I know people do lose interest in RPs or life gets busy, so I want to be prepared for that to be safe.
2) I'd work with the players or have them work with one another to figure out a way to resolve it. Maybe one of them has another idea they can use instead. Of course, if for example Player A posts their laser eyes hero today and Player B posts it five days from now, I'm much more inclined to say Player B should change since they had plenty of "notice" so to speak. In any case, I'll try to be fair and reasonable when working with people.

Camille is a young-adult woman with pale complexion, raven hair, and reddish-brown eyes. She's quite taller than average, standing at 177cm (5'10") with an average build.
As Chevalier d'Arcier, Camille takes a peculiar form resembling a combat android often seen in sci-fi series. Her arms appear completely mechanical with a forearm-mounted holster for her monosword and her hands appear to be gauntlets of metal claws. A red headband sporting twin horn-like protrusions adorn her scalp, her black hair becomes far longer than normal and gains crimson highlights creeping from the tip of her locks, and a pair of curious shield-shaped hair accessories are perched upon her twintails, these hold throwing daggers which she can quickly fling at enemies. A black skirted leotard adorn her torso complete with a collar that resembles a knight's neck-guard. Finally, a pair of jet-skates adorn her feet.
As herself, Camille prefers to wear comfortable clothes that doesn't stand out too much, a common preference for many modern people really. Unless she's dressing up for a specific occasion, there's not much to describe about the various casual outfits she has. At her work as a nanotech researcher, she wears a white lab coat and sometimes safety googles when the needs arise. If she's currently partaking in her hobby, a digital camera can be seen slung over her neck.
Superpower:When she engages her power to transform into Chevalier d'Acier, Camille gains superhuman strength, speed, and agility, able to fling an SUV without much straining, outrun a speeding muscle car, and agile enough to abruptly change the direction of her momentum within split-seconds. Her whole body hardens as her skin can shrug off small arms fire, flames, and grenade-tier explosives. Together with her trusty monosword and throwing daggers, she essentially becomes a cutting edge combat cyborg.
Of course, no superhero is perfect, including Camille herself. While her powers may seem quite impressive at first glance, one can notice that all aspects of her power deal only with the physical plane. Therefore, the matters of the spiritual and ethereal are beyond her expertise as she has little means of dealing against the arcane and supernatural. Even outside of that, her jack-of-all-trades abilities meant there could be other supers who were either stronger, faster, or sturdier than her. Furthermore, while she has her throwing daggers, her primary method of dealing with hostiles is with her monosword, which means she needs to engage them in melee range to be fully effective.
Skills:Outside of her superpowers, Camille is a competent engineer specializing in nanotechnology just like her mother, Mathilde Belrose. She holds a Master's Degree in Nanoengineering and currently works in the R&D Department of her family's company.
She also holds some experience at photography, especially landscape photography, however this is merely a hobby to her and as such, she doesn't hold a candle to actual professional photographers.
Equipment:
- Chevalier d'Acier Nanosuit: Formed through the unique nanomachines infused in her body, the suit can be donned at will, transforming her into the titular Knight of Steel, enhancing her abilities to superhuman levels.
- Rose Noire: A part of her costume and her signature weapon, Rose Noire is a curious sword with a mono-molecular cutting edge, enabling it to cut though all mundane materials as easily as a hot knife through butter. Only other supers have hope of enduring its strikes without immediately being split in two. However, it's useless against arcane-based powers.
- Pétales Cramoisis: Her only means of ranged combat without external assistance, it takes the form of crimson-red throwing daggers stored in her twin hair accessories. They possess lesser striking power than her sword, but can be thrown reliably for quick ranged strikes. After embedding into the target, it dissolves into particles in a few minutes. Once they're empty, said hair accessories internally form new daggers, reloading themselves. As with her sword, these daggers do nothing against metaphysical powers.
Personality, Biography, and Trivia:Mature, conscientious, and disciplined, Camille can be best described as a perfectly functioning member of society. She took more after her engineer mother than her artist father, while her younger brother was the other way around. As such, it was only natural that her mother was more influential in shaping who she becomes as she grew up. She strives her best to maintain a regular sleep schedule, healthy diet, and exercise, and if someone needs a friend who can they rely on in difficult times, Camille would be that person. Even before the meteor 'chose' her for its gifts, the raven-haired woman already possessed the personality of an ideal heroine.
Of course, her no-nonsense approach to life can make her appear as stuffy and humorless. Her self-confidence can lead her to being highly opinionated on certain matters and it could complicate problems rather than solving them. Furthermore, like the rest of this new generation of superheroes, Camille was an ordinary civilian being given great powers, and such a sudden change would carry unpredictable results even for someone as 'ideal' as her. After all, as the saying goes, power corrupts and absolute power corrupts absolutely.Born to an American family of French heritage, Camille is the oldest child of an engineer mother and artist father, who decided that they would be keeping their respective last names, leading to Camille possessing her mother's family name while her younger brother took after his father's. She had never found herself wanting of needs as her family was quite wealthy. In fact, her mother was the owner and head researcher of the Belrose Nanoengineering Inc., a firm specializing in the research and manufacture nanotech devices from medical to industrial, while her father was a landscape artist of reputable fame. The former even designed the costumes of more than a few superheroes, boosting the firm's fame even further.
After graduating highschool, she decided to follow after her mother's footsteps and studied nanotech, earning herself both a Bachelor and a Master degree after six years of study in total. Then for the next two years or so, she had been working in the firm as one of the researchers of its R&D Department. To the envy of those less fortunate, Camille indeed had an easier track in life due to her family's wealth and resources, enabling her talents to be discovered and nurtured with rather smooth sailing. It looked like life would continue as usual for the black-haired girl, away from the conflicts between heroes and villains...
Until that one fateful day.
It began as a normal day at work, Camille was tinkering with a new prototype of nanobots, one that's designed to be able to stored in a wristband and when activated, would spread and cover the wearer's body to form a skintight suit. It was when she's wearing one of these wristbands that the meteor passed... and like a few chosen others, something happened to her. Shortly after the mysterious meteor struck, the wristband was somehow infused into her skin, completely without a trace as if it hadn't been there in the first place.
Justifiably, she was shocked and only by her excellent composure that she managed to stop short of panicking. Taking a few deep breaths, she tried to rationalize what just happened, and when that failed, she performed a scan on her arm using the lab's equipment, then this was the moment that nanobots began surfacing from her skin...
Thus, Chevalier d'Arcier was born.

Question, I know its a bunch of new heroes but are superheroes a set "profession" in this world? like do heroes wear costumes comic style and what not? Do those who discover they have power want to create a secret identity to protect a semblance of their old life?

Alright, so I looked through your CS. I like the effort you put into Camile and her backstory, but her powers are way too strong. These heroes are meant to be rookies, not experts. I think the super strength is fine, but adding in the speed and agility basically make her Mecha Girl Superman, and that's pretty OP (plus another person is making a super speed character). Or she could have enhanced human abilities? Basically, the nanobots allow her to be in peak physical condition, having abilities beyond most humans but without her being Superman (if that makes any sense). I think that plus her research skills and family wealth is pretty impressive as it is.
Also, I'd say Rose Noire would need to be nerfed a little. I'm fine with it cutting through most materials, but a sword shouldn't be able to cut through things like concrete and steel as if they're butter.

Yeah~ I had the feeling that she's a bit too strong for a week-old superhero career, but since I had no benchmark to compare her against, I decided to lie on the stronger side then nerf as necessary, instead of the other way around.
Also, I have specific replies to this part of your review:

If we're going by Raiden from MGR, his sword cutting through steel is like 99% of the gameplay, it even has a whole in-combat minigame revolving on how to best cut those steel stuff, just so you have a full context on why I put that in.
Regardless, this is your universe and as the GM, your word is Law. If a supernatural sword in this universe can't cut through steel or concrete, then so it shall be.

I see~ alright, got it. Well, all fictional universes are in essence subjective to the whims of the creator, so it's not a bad thing, as I said with my "Your word is Law as the GM" statement.
MGR is short for Metal Gear Rising, an action hack-and-slash video game developed by Platinum Games and released in 2013. (Wikipedia Article)
Raiden refers to the main protagonist of said game, and his abilities and gimmicks are the main inspiration for Camille, as noted in the Trivia section of her CS.
This video perfectly illustrates my main reference on how Camille fights, and also the fact that steel-cutting slice slice is most of the gameplay:
Or, to be more specific, how she'll eventually become at the peak of her power. She's a rookie now after all!
