Got a couple Caster ideas. Might be OP since they're similar to Medea but it seems like the charge system would stop that, and what you're really worried about it Rule Breaker?

Rule Breaker is always broken, because it severs the "contract" that binds Servants to their Master or their "Intent". That runs the risk of trivializing encounters by just stabbing them, breaking their "contract", and erasing their purpose for fighting in the Singularity.
It's the same reason Medusa was nerfed, so her power works more like Eraserhead. Yes, she can still petrify at full strength, but the restriction that she has to maintain an unblinking, uninterrupted eye contact means someone as simple as a spark of light can screw her over, by taking her eye contact away.
However, Rule Breaker isn't so easily fixed, due to the inherent nature of it. It's not as simple as saying, "The target can resist it," because then you have to ask, "Who can resist it? Only Servants, surely. Why? What about elite enemies or Caster summons?" and that's nitty-gritty I've no desire to work out.

I'd much rather keep this to self-paired as intended. I've been in too many Fate RPs that have died from Master/Servant pairing breakups.
If both parties are fine with needing to coexist, the both parties need to be equally fine with leaving the RP together, as well, if one drops, so there's no waiting around for their missing partner to MAYBE be replaced and nobody has to take on an "orphaned" character.
I'm hoping to run this expressly and smoothly, so we can complete all seven Singularities. And, self-pairing is the "best" solution to see that goal through.

I've completed my servant sheet. I also added the usage limit to my master's magecraft. I hope it's alright, I tried using the other three sheets to base it off of. Because Chabi is a younger magus closer to amateur than master, it seemed like decent balance to give her more usages of her magecraft, since she has less options and they aren't super powerful or anything. I'm open to suggestions or requests for clarification on anything.

I don't see anything off about either Master or Servant, and I gotta say, I absolutely love how much of a dorky goof Chabi looks with that pose, and I like the idea of a cornucopia as a Noble Phantasm.

A bow created from the yew tree located in the forest where he had based himself during his live. A yew tree is considered by the Celts and Norsemen as a type of holy tree. It goes without saying that this is the green of leaves and brown of tree trunks, so even the costume is designed to emphasize that Robin Hood is an incarnation of nature.
A May King’s attire is said to hide their presence, and allow him to melt away into nature. So Robin Hood essentially has the same ability as the fairy Puck.
This Noble Phantasm is Green Archer’s trump card, and is said to be even more powerful than his Yew Bow Noble Phantasm. It’s a cheat-tier item that makes it impossible to read Green Archers moves, so he completely one-sidedly defeats his enemy. Robin uses this cloak to hide among the trees, and snipes his enemy from afar like an Assassin.

Casandra Takanashi. An orphan; born in Greece and was adopted by two magus of a minor family and soonly makes her way to the clocktower as a decorated student. Unfortunately, Cassandra didn't finish her time in this prestigious academy due to financial problems, and instead devoted her time to the military, serving her country.
She is recommended by the magus association to join the Chaldea program, due to her affinity to rayshift and not to mention impressive feats of strength and physique.
She is a straight "A" magus whose physical strength and physique outmatch even the great Luvia herself. She also carries the bloodline of the warrior king, Leonidas.

Reinforcement magic: Mainly a fighter than a mage, Cassandra is able to fortify her limbs and arms using magecraft, making her an effective combatant.

Blood of the Warrior King - A blessing from the spartan king himself that runs in the veins of Cassandra. Allows its user to lessen the effects and duration of negative curses and hexes inflicted upon them.

Never tell me the odds - This is considered as Anti-Fate magecraft. An active blessing or a curse that defies one's destiny and luck. Based on the mathematical manipulation of probability, Cassandra can turn the tides in her favor whenever she is up against an overwhelming and disadvantageous situation. Her chances of winning are slim but never zero.

Phalanx Barrier - The spartans held their shield up high and stood against a volley of arrows that would eclipse the sun. Cassandra can replicate this event by negating a minor projectile attack from one source.

Non-Magecraft Abilities/Items

So, off the bat, I don't have any outstanding issues that would hold this bat. However, I do have some issues from a technical standpoint, so I'll just run them don't quickly, since this is a very serviceable sheet.
Independent Action: The Skill is fine, so long as you aware, if your Master does die, you have to be the one that replaces them with a new Master.
Subversive Activities: I'm not against this on principle, but functionality. This isn't really on the same scale as an Apocrypha RP, where there's mass amount of enemies to deal with in the form of Servants and Caster Minions.
This is very situational, but overall acceptable; just understand it won't always be useful - especially in situations where it used against another Servant. Also, I would reword it to says, "a majority of established, non-Servant-class forces," because 60% enforces a strict math problem at all times, including when you prep against a single opponent.
Golden Rule: I won't lie, I don't fully understand this or its usage. Are you able to "save" on Charges for your Master or...? Money isn't a thing in this, in a traditional sense. It can work with the casino theme of the RP, but nothing holds over when a Singularity is cleared. So, no million dollars for you.
May King: I do like a sniper Noble Phantasm. I will have to say, though, it's not going to one-shot, one-skill any Servant with [Magic Resistance A] or better. So, Artoria (Sabre) is going to take a mad chunk of damage, but she won't die outright, with her [Magic Resistance] Rank A, however Medusa (Rider) would be sniped dead with her [Magic Resistence] Rank B.
Lastly, because it is one shot, and, definitely, 1/Singularity, I would say, you can bump it to a B+ - just to eek out that little bit extra from the sneak attack factor.
And, that's it, as far as my concerns go. Like I said, little, technical things, but nothing damning to your sheet. Nice work, over all.
