Noah is an animal shifter who has to have actually touched the animal in some capacity in order to sample the DNA to be able to shift into them. Particularly painful process, transformations are slow and leave him vulnerable. Can only transform into one animal at a time, no mixing or other shenanigans.
Zeb is a pretty standard Hydrokinetic. As an Exo-Elemental, he requires access to the element and thus can't create water but can pull it from the air in high moisture environments. Do however note, we already have a PC with similar powers in Ariel as well.
As this has been discussed before, this is a large school. It is very likely you will run into someone with similar powers to yours. Harlowe and Mackenna as an example.

I'm aware of that. Certainly there are people with similar powers at P.R.C.U. and beyond/elsewhere. But in the context of the group, or rather us as players, I'd like to slightly steer away from overlap so everyone has their own moment to shine and feels unique to write.

Skai’s chara has pheromone generation/manipulation. A lot of animals do rely on pheromones for direction so there is probably a bit of animal control intended there.
I’ve already pictured the conflict of taking control of Jo’s bees. That’s a good rift for animals.
But if you really want a wild opinion. Do Somatic with an animal-like form. Something unusual so get out of mammals. Something like a jellyfish. Imagine being in your late teens having to deal with the reality that you are some type of humanoid jellyfish? And the only way to feel “normal” is inhibiting yourself which comes with a whole set of issues.

Her family dealt in the commercial fishing industry, and as times were frequently tough for the Poots, Suzie often pulled double-duty between schoolwork and having to help on her family's boat whenever time allowed for it.
Although fishery work tended to be harsh and sometimes fishy, Suzie didn't mind it where others might've. Instead, Suzie welcomed it, in particularly because the boat allowed her to see whales, orcas and other creatures up close and in-person. You'd be hard pressed to find something more beautiful than a giant whale leaping from the ocean, Suzie would tell you.
Sadly, this meager yet idyllic life Suzie came to enjoy would come to be wiped out from existence as she grew older. The incident had been as swift as it was unexpected, and it irrevocably changed Suzie's future for better and worse.
As the Poots carried out their day's fishing, a sudden freak storm riled up the ocean. The family desperately tried to return to port, but they could not fight the tide, and the boat sunk with all hands. By all means, Suzie should've died that day, yet somehow she survived. It was a miracle to even be rescued, especially considering her saviors weren't human.
She had woken up on a beach, bruised, battered and hacking out water from her lungs. In front of her, in the water, two orcas, watching her with interest.
"Hey, Frank, why did you suggest we save her? We could've ate like kings back there! All their catch is going to be gone by the time we get back."
"Shut up, Martin. All you think about is food. Besides, she did call out to us for help." The orca turned to Suzie. "Hey, human! You alive over there?"
Suzie couldn't believe her eyes, much less her ears. She kicked backwards, scooting across the beach in fear. She had a billion questions that needing answering, like where was her family. Did they survive? Suzie didn't know. But there was one thing Suzie knew for certain: Orcas didn't talk. She probably just hit her head during the sinking, and that's why they were talking to her.
"Hello, human? We're not going to eat you, if that's what you're worried about."
"Frank, she can't hear us. You're wasting your time."
Martin seemed to get the idea. Fighting against the overwhelming shock and pain her body felt, Suzie stumbled to her feet and turned her back on the two orcas. She needed to find help. A doctor. The Coast Guard. Someone.
"I told you."
"Shut up, Martin."
From what Suzie remembers, she didn't make it exactly far that day, collapsing on the side of a road. The next thing she knew was that she was in a hospital, with an arm and a leg in a cast.

"Thomas doesn't even know how good I have it. All I have to do is act like a good dog, pretending to comfort them, and in return the humans give me food and pets! I'm fucking brilliant!"
Okay, she was going insane. There was absolutely no rational answer that explained why Suzie was hearing animals speak. Birds, dogs, even the fly on the wall. She could understand them all.
In a desperate bid to make the voices stop, Suzie brought it up to her doctors. They figured it must've been a side effect that had been brought on from the traumatic experience she had experienced and the pain of losing her family, and planned on giving her medication in hopes it would alleviate the issue. But one doctor thought otherwise. Rather than prescribe a number of drugs, he reached out to an old contact-turned-H.I.T. agent.
With the agent's guidance, Suzie came to learn a few things about herself. A) She wasn't crazy, and was actually hearing voices, and B) She had the hype-gene, and was a hyperhuman. Knowing Suzie had nowhere to go once she was out of the hospital, the agent made the choice to offer her the decision to enroll in P.R.C.U.—a decision Suzie felt she needed to accept for numerous reasons personal to her.

I would like to clarify that if there is character v character interactions/fights it would be done with consent. I would first check with Wraith about Elle taking control of another person's ability before also checking with that person to ensure there's no conflict.
In a setting like this there will be times that characters can overwhelm their opponents if they have the upper hand. In the event that a character can take control of or negate another's ability, it wouldn't make sense for that character not to use that chance if it meant life or death or in the event that it was a fair player v player challenge or training event.
I would also like to mention that in Elle's ability description there is no mention of it affecting animals (yet.) I was thinking that it could be something she develops as she learns to hone and strengthen her ability in the story. At the time Elle is not strong enough to or has the personality trait to take control of another person's mind or parts of their conscious. She can only suggest and charm them into doing what she wants.
While the mind of a bee may be easily influenced by suggestion, I'm guessing that Jo's Bees are a part of her conscious. So you don't have to worry about it happening without Jo's consent.

A couple of questions just because this will be an existing student transferring into the H.E.A.T. program, how long has she been attending P.R.C.U. for? What is her House? And if you feel so inclined, what was her previous Team and how did she get on with them?
EDIT: I'm also assuming this character is not being applied to fill the Student Representative Position on either Blackjack or Eclipse?

2) Kind of feeling Gulo? Or maybe Strigidae. Though if you think any other House is an option, it can be up for discussion.
3) Was thinking of going with Team 7 and naming it "Lucky Strikes" as a nickname (Lucky 7s, slot machines, gambling, etc.). Though it might step on the toes of Blackjack with the gambling theme. She probably thought there was painful irony in that she got placed on that team given circumstances. As for her team themselves, I imagine there was disinterest from her side of things. Probably a lot of boasting, bravado, machismo, etc. given the team name if we take Nice Guys as a team in consideration. She's certainly motivated, but it isn't a "I'm going to rub it in your face" type of motivation, if that makes any sense.

All looks good to me. We can definitely place her in Gulo and Team 7 'Lucky Strikes' also works for me since it's in my vein of humour in naming these teams. Just wasn't sure if you'd want to have had her as a Collegiate student graduating into the University program or not. But only a year works fine!
