Surgeon was already on his way home as the sudden interception of the dear and lovely Chief of Police or for short CoP came in. This so called Queen was a highly corrupt master mind who would stab you in the face for her so called safety. Surgeon gathered many materials of her but all are worthless or not important enough and even if, the higher ranks were mostly controlled by her. In such a city, filled with sin, the one judging about you is her.

Sometimes Surgeon even wonders if she does even care eve that he was collecting evidences against her or that she was so "narcistic" that she thinks that she couldn't do any failures at all.
Whatever it was, Surgeon knew that she was playing with him and also the evidence he found were only proofing that she did kill the terrorist, the mayor was only a casualty. This could not bring her down, maybe it would annoy her but not bringing her down. What therefor was again funny was the fake information about the one who would the shot be blamed on. It was an old alias he used as he visited Tokyo for the first time, she knew someone would search for it and she suspected him but suprise a huge flashy bio suited maniac disguised most if not all of his tracks. Surgeon shakes his head as he calls a cab and orders the driver to bring him where he lives.

On the drive home Surgeon created a mental note to the Chief of police, where he simply stated that he was checking the crime scene but that he did not find anything she would not already knew and that if she wanted to know something more about Guanyin that she would recieve his gathered information shortly.

It was lax and tad improper message regarding her rank but Surgeon could care about less. She knew it and he did. Aldo it was her fault by gaining his attention by sending a message how every free "cape" , as she often says to the self proclaimed heroes, how they should seize him.
He wondered if she did took notice of his little prank but even then she had better things to do, she should give him a hood reason to show himself inside a police station filled with corrupt cops!

Surgeon then left the cab after he slid his çoin chip into the electrical device for taking his money, Surgeon even gave a little extra for this poor driver.

Using the elevator, since using stairs up to level 27 would take ages, Surgeon made it to his front door and stopped.
Does he smell bacon and narcotic gases?
Quickly he unlocked the door and stormed inside to see his room flooded in blood, remnants of his auto defensive systems and his little rabbits called Snuffyskins 1 up to 17.
He threw his Fedora onto the bed sighed as he saw the culprit.
"Ain't no rest for the wicked eh?" he said and grabbed the dismembered but already regenerating alien with his left hand on the surgeon table in the middle of the room.
He already met this strange fellow serveral times ago, even thou Surgeon is guessing that he will only remember the first time. He found this strange thing bloated and busted, nothing more than a carcass and brought it with home just to realize that it was regenerating. Surgeon quickly took samples before the alien could haul off. The blood of the alien was now really interresting it consisted of nanites which regenerated this body over and over. Surgeon took some samples and even had the idea to inject them himself but soon recognised the nanites were only fully working inside the aliens body and also wither if no re-created after 7days. Surgeon did copied the technology and added it to a chemical substance for advanced regeneration but had to face the fact that withering means exploding in nanite style.
That aside this strange fellow sure was something, he had a suprisingly disoriented mind which Surgeon bet was because of the on going destroying and rebuilding of synapses in his brain.

As Surgeon finally got his gloves on and turned around to his new "unwillingly" patient the defense system shut off and blower out the narcotic gases inside the room and prepared, with a single thought of Surgeon, an operation.

“Baseball bat bit of an odd weapon for a super cop isn't it?” The stranger asked, his electric voice coming across as unconcerned and prepared. He seemed ready for a fight, and as if to prove it, he took the moment to reach behind his back and pull out a baton. With one quick jerk the baton extended, coming to nearly a yard in length. “That chief of yours not trust you supers enough for the real weapons, not deep enough in her pocket to ensure you'll behave?” Damn, was this guy really just some random street urchin? Emily needed to catch a super human robber, not deal with biker gang members and their weird weapon preferences.

"You supers?" Emily responded with emphasis. "So I guess that means you're just a regular guy? A regular back alley creep making imposing gestures at a girl in a dark alley? Dang, here I thought this would be interesting." She punctuated this with an exaggerated pout.

While the light show carried on its conversation, the real Emily took up a position behind the strange man, her taser aimed and readied, just waiting for him to make a move.

"Regular?" Erebus raised a hand to his chest as if hurt "My dear I am many things, a cheat, a thief, a scoundrel, a liar, a generally not very good person." Without warning Erebus lunged forward, baton raised ready to strike only to vanish mid stride.
Reappearing directly behind her whispered, amplified to a digital hiss by his helmet
" But I am anything but normal"

"Gah!" Emily gasped in surprise, the noise slipping through her illusion. She suspected her foe was a super human, she had suspicion he was a teleporter, but actually seeing it happen before her still came as a shock. The taser fumbled from her hands. 'Shit!' she thought to herself, knowing she would need to buy a few moments to grab her weapon and recompose herself.

"Nice trick," Emily's projection quipped back. The projection turned to light and snaked downward, becoming a shimmering stream and weaving its way under the criminal and between his legs. It reformed behind her enemy, mimicking the move he had just used against her. Emily was under stress, no time for creativity, besides who would question her act of plagiarism, as blatant as it was. Fully formed, the aberration whispered, "though I think it looks better on me." Her light clone grinned.

"You'll find no argument on the matter" Erebus retorted turning to face Lumineer's reformed shape. He'd known from her reputation that she was a light manipulator but he was just beginning to grasp the problems that might cause him, the snake light she'd turned into had been bright enough destroy the shadows in his immediatley area. His usual tactics might not be quite as effective around this one.

"But I promise it's not my only trick" Erebus said as thick fog like substance constructed of pure darkness begin to emit from the, thankfully plentiful, shadows of the alley. Once he was sure that enough darkness had coated the area to obscure his opponent's vision he threw a second construct, a wave of semi solid darkness about two feet tall behind him to what he perceived to be the source of the noise he'd heard a few seconds earlier. He wasn't willing to take his eyes off Lumineer to check himself but it never hurt to be too careful.

The shockwave met its target, smacking into her and knocking her back onto her ass. 'What the hell?' Emily thought as the shock and pain began to clear and she realized what just happened. This wasn't supposed to happen, Lumineer was the target, not Emily. She did the fighting and her lightshows took the hits, that's how things worked. The waves of confusion and anger clouded her mind, she almost didn't realize her initial illusion had dropped. Lumineer was gone, and Emily was center stage, lying weakly on the ground. 'No no no!' She was panicked now. Without concern of the noise it would make, she dove for the taser, which still lay on the ground, readied for its signal.

Lumineer's outburst and and the sound of her hitting the ground caught Erebus' attention as the illusion he'd been facing down popped out of existence. He wheeled on the spot, his enhanced vision piercing through the miasma of shadow that filled the alley.He couldn't help but laugh as he saw Lumineer sprawled on the ground. With a quick beckoning gesture of his index and middle finger a miniature version of the wave that had knocked into Lumineer shot out in front of her colliding with the taser and sending it skittering across the ground in Erebus' direction. He stepped forward to stop it with his foot and bent down slightly to address Lumineer as she lay sprawled on the ground.

"This interesting enough for you yet" he taunted

"Hey screw you dude." Emily had enough of the games and illusions, she was pissed and didn't care if the stranger knew. She got to her feet and took out her knives, this guy was dangerous and this was life or death as far as she knew, lethal force just got put on the table. She made herself invisible again, foregoing an illusion in her place this time. "So you manipulate shadows, is that it?" She amplified her voice, tossing it from every corner of the alleyway. "Well then Mr. Whoever You Are, why don't you tell me what happens to shadows in the light." She created several bright beacons in the murky depths of the shadow storm the man had molded, illuminating the darkness.

Erebus tensed as his fog dissolved around him. Stupid he thought to himself, he should have gotten out when he had the chance but he had to stay to play his little games. Still, he didn't think her constructs had any offensive power on their own and the alley didn't leave much room for maneuvering so at least he had an idea of her angle of approach. He bent down to pick up the taser, and began to back down the alley. As he did he swept his baton infront of him, hoping its' reach would give him an early warning of her presence.

"Why don't you go back to baseball bats my dear" Erebus said, forcing himself to keep his usual nonchalant tone "So much better for games don't you think? Knives and these" he gave the taser a light shake to indicate it "are only going to get someone hurt."

Emily grinned at his retreat, but she wasn't about to let him get away. Kicking off, she booked it after her mark, the criminal slowing down a bit to grab her taser and gloat. "Call me 'Dear' one more time and I'll show you just how much more uncomfortable the bat can be." Her voice was still reverberating throughout the alley, keeping the two of them centered as the noises followed. She was careful to keep her light focused around the man as well, it seemingly nullifying his shadow powers. Emily needed to stop him though, which would be difficult with him swinging his baton around like a blind man in a piñata factory, she needed to stun him. Hiding her eyes in her sleeves she paused her chase for a second then casts a blindingly flare in front of the runaway, about at eye-level and not more than a few feet ahead of him. 'That ought to slow him down' she thought smugly.

Erebus grunted as the blast of light caught him full force in the face. His visor thankfully took enough of the brunt that he didn't think there would be any permanent damage, but his overly high sensitivity to light did mean that it had been enough to effectively blind him for the time being, and his shadow sense wasn't adding much in the illuminated alley except helping him make out the sides by the shadows in the buildings on either side. If he could get her to drop the lights for even a second, or just a few of them, he could get an opening and escape.
Raising an arm to shield his eyes against further light bursts Erebus leveled the taser and fired in what he assumed to be Lumineer's general position.

The shot connected, Emily realizing what was about to happen a moment before impact. "You son of a biZzzaAAaaacccttttttttttt-" Her power didn't cut off right away and her pained yelp echoed up and down the alleyway. Emily fell to the ground, her illusions melted away as her faced met concrete. The taser was still sending volts and pain was hitting her in spasming waves. Struggling, she looked up to see her target, but was met with an empty alley. The world dissolved into static as Emily resigned from consciousness. Today was a long day.

~New Tokyo~

Though Guanyin's recent arrival heralded an intense panic among the leaders of the Japanese government, the city of New Tokyo was split. The public, despite the collapse of the top of the Mahogany Tower, were relatively untouched by the matters taking place in the city. A terrorist was stopped at the unfortunate cost of the city's mayor, a warrant for the capture of two individuals was issued overnight, and some strange happenings were taking place in the richer part of the town as a man was robbed in his home (his safe seemingly eaten through) and a shipment of coin disappeared without the delivery vehicle even being touched. The alleys and houses held stories of their own, but were so far out of the public eye that even a great explosion at an entrance to New Tokyo's underground was as noticeable as the unseen disappearance of a small orphan.

Though many events took place during the afternoon of New Tokyo's Guanyin incident, the rest of the night was quiet and peaceful. It gave people time; time to remember the recent events, time to think about what has happened, and time to plan out what will.

It was a restless night, but a peaceful one nonetheless. It had to be. The morning would awaken a chaos not seen in New Tokyo for a long time...
Static suddenly replaced every news channel as soon as the clock hit 9 A.M. Within moments, the static cleared and all of Japan was watching the face of a man with two red lines painted on his face and a lazy, slightly forced smile plastered on his carefree face.

"Good morning, New Tokyo! Welcome to Guanyin's 9 A.M. Announcement."

The government immediately reacted, but the source of the signal was undiscoverable. It was as if every news station directly took its own measures to make sure the video's source remain undisclosed.

"As you all remembered, a "tragedy" happened just last night. For those just tuning in, here's a clip."

Immediately the channel switched to the frightening image of the Guanyin last night having a bullet pierce through his head and the mayor and his body being wrapped in flames before cutting off.

"All we wanted was a nice chat with a certain someone, and yet we were treated this coldly."

The man's voice was lethargic and slow, and a bit distracted as if he didn't really care about doing this. His eyes kept wandering between obvious glances at some notecards below the camera. Regardless, he continued:

"But never mind that. No one is to blame, except maybe that certain someone and his hit man. Rather..."

He cleared his throat and looked directly at the camera for the first time.

"Someone had the gall to call themselves a Guanyin. We don't have any clips when he did it, but we do have an image."

As soon as he said that, the image of a man in a mechanized suit free-running across a collapsing Mahogany Tower while holding onto a grappling rope was displayed. It was slightly blurry, but sharp enough to make out the suit's features. It was taken from quite a distance.

"It seems he was being very naughty and even tried breaking into the Police Department and sabotage their data."

He was lying, as evident in his poor performance of sounding alarmed. Though... that could also just be his normal, lazy tone. It was hard to tell since he wasn't taking this video seriously.

"You all must be wondering why Guanyin thought it would be a good idea to tell you this. I wonder that too. Well, we don't care about the little things as much as you think, so let's just go with it."

He frowned slightly and glared into the camera.

"It's just that, when someone steps on our name..."

He cracked his knuckles for emphasis.

"It makes us want to break them. And so, Guanyin is putting out a reward for anyone who captures this guy. Yay. Obviously, most people know that we can get anything we want, but someone decided to turn this into a game."

"Capture this man who called himself Guanyin, and the real Guanyin will grant you a wish. If you want the power of firearms unmatched by today's militaries, or some carnal desire for a paradise that only exists in fantasies, or maybe even the "ultimate treasure" of simply having Guanyin in your debt: Capture this man alive and bring him to us."

He sighed heavily, not even looking at the notecards anymore.

"This goes for all you "heroes" and do-gooders, too. A certain Guanyin will be waiting at a cafe called the Daily Grind at noon tomorrow. Wait, but didn't that- Never mind. Bring him there and, even if you were the Chief of Police, Guanyin will do "everything in its power" to make one wish come true. Also, apparently someone had a tie in with one of us earlier. She wants me to ask you if want to go on a second date– What the hell do you want me to ask?!"

The video abruptly cut off and, with a few seconds of white noise, the normal channels came back on with stunned reporters quietly sitting in front of the camera. Though many people were awake earlier, it is only now at 9:05 AM that one can consider all of New Tokyo to be fully awake. The city anxiously prepared for what tomorrow will bring.

#27 turned off his television when the news was over. He released a breath of hot air from his mass, emulating a sigh. Yesterday, after his business was finished, he had all his doppelganger return to him in order to recycle their memories and mass. But one was missing. He went to search for the missing doppelganger, but what he found was one of their evac routes in ruin, and the pasted remains of his doppelganger. But he had not died in vain; before his death, he managed to create a doppelganger of his own, protected with a hard bone casing. When #27 assimilating the doppelganger into his body, he only managed to get some of the doppelganger's final memories. But he had all he needed. It was the last dialog between Yoshimitsu and the woman known as "Guanyin". He was also able to obtain the fear and confusion the doppelganger had when batting her. But despite getting all these answers, they did nothing to solve his questions. If anything, #27 ended up involved in a big mess without the slightest clue what he should do about it. Skip town? Call in some favors? No... He was a hero. He had to fight this, one way or another. It was time for him to visit a friend.

"I need to see Lucilia Riovas." Yoshimistu arrived at the Police Station in his disguise, though he left out the weapons so that he doesn't get perforated on the way in. He even unmasked, showing a fake face just to get the police off his back. But they kept playing their games, stalling time and making Yoshimistu wait. He didn't care, the Proginator went off to do his business and let Yoshimistu do this one. He needed to talk to the Chief of Police about these Guanyin, as he doesn't believe that she takes them as a serious threat.
Restu tapped her alarm clock when it began to blare. Ever so slowly she dragged her body off her bed and made the familiar route to her bathroom, careful to not step on her friends who were sleeping on her floor. Once inside she went about her business washing up for the morning and getting dressed, fully awake by the time she opened her door. They had a guest today as well; Lumineer, the hero of light. Or at least that's what Restu was told. Honestly she only knew her in passing because she has a few fans in their neighborhood, and she didn't think she'd end up saving her from that shady fellow. There was a pang of guilt in Restu knowing that she could have came in earlier to stop him, but instead opted to "Wait and See". It was a foolish thing to do, and she vowed not to stand idly by like that ever again.

Soon afterwards more of her gang members began to wake up, some arguing with each other for some petty grievance that quickly died down once Restu told them to shut up. They each went about their business either using the bathroom or heading strait towards the kitchen to make breakfast. Restu on the other hand stayed near Lumineer and watched over her. No doubt she had a lot of questions to ask once she woke up, and Restu was the only one who could really tell her what she wanted to know. Who knows, maybe Restu could get something from the deal herself.

A sigh escaped Lucilia's mouth. "This... This is an annoyance." Lucilia was watching today's "news" with another hijacking of the local news. Ever since yesterdays' incident she's had their techies tracing any signal off the local new stations, and those that resisted were beaten into submission. But their efforts hardly got them anything; even when they took out the station's power and means to broadcast, their channel still showed the Guanyin news. So she had to watch their little show, and was even more disgusted when they made the bold order to have the mysterious armored figure captured alive and brought to them. She gave the orders that he was to be killed, and she wasn't about to let any upstart terrorist cell tell anyone otherwise. But before she her anger got the better of her, Lucilia looked at the bigger picture; though there was always the likelihood that the Guanyins were making up a ruse, this mysterious figure likely had no ties to them beyond causing some fault against them. So he probably wasn't involved in the incident with the mayor yesterday (Though she could still pin the murders of her officers on him, as well as breaking and entering into her police station). He was an afterthought when Lucilia began to think one the capacity of the Guanyin. From reports she was getting from other cities, they were also getting Guanyin news broadcasts. So this wasn't just a local threat, but country wide. A grin broke on Lucilia's face. "I could make this work..."

Lucilia entered her police station and was met with an interesting sight. Yoshimitsu, one of the local arms dealers in the city. Officially he was just one of the Registered heroes, but off the record he sold her and her department weapons they otherwise couldn't get through normal means. He also served as her eyes and ears on the street, though last she heard business was bad. "Come with me to my office. We'll talk there." Lucilia went off to her office, all the police officers wisely staying out of her and Yoshimitsu's way. Once inside she dismissed her interns and quickly got into business. "I think I know why you're here. You want to know what I'm going to do about these Guanyins. You also want to know how you could 'Help'. Truth be told I was about to do something about that. So if you want to stick around and watch, be my guest." And with a click of a button, Lucilia called all registered heroes. This one wasn't like the video message from before however; this one was simply a text telling them to head to one of the Police Stations for a mission update. They were not given or shown what the details were, only a location and time. Once they got there, Lucilia would fire up the hologram projector and fill them in on what they needed to do now.
