Power(s): Telepathy and Telekinesis, but he can't stop reading people's minds. his power is always active, so he just has to concentrate it so he's reading one one or two people's minds at a time. Also, when he gets angry, everything in the room starts to lift off the ground and fly around, smashing into everything.
Personality: mostly TBR, but he has a really short temper, and chew a lot of gum to keep himself calm.
Bio: James lost his temper a few too many times from people making fun of him for his strange-colored hair and eyes, which caused his telekinesis to go berserk each time, so other superheroes deemed him a threat, and considered him useless if he couldn't control his temper or his powers, so they sent him to the USO. He didn't have a choice, and was forced to join.

Would a character who has a moderately good power (Like strength), but terrible intelligence and heightened clumsiness be acceptable?

I'm not going to say no but I encourage creative and out of the box powers that also happen to be quite impractical.

The ultimate, unmatched power of having grass for hair.... he has no other powers after that.

Personality:

Sirius is a very oblivious individual, lacking in terms of simple everyday knowledge. He is prone to making obvious observations aloud and asking lots of questions. His misunderstanding of people's emotions and sarcasm can make him especially annoying. Sirius besides that is a very selfless character. He wishes to make lots of friends, perhaps sometimes befriending the wrong people. His constant, upbeat personality make him sometimes a delight to have around... sometimes.

Bio:

Sirius, a statue given flesh and bone by some bizarre person and his bizarre spell, has traveled across the world with an aimless passion for meeting new people. His very strange sightings sparked the organization's interest when they got wind of some "grass covered man" sleeping in some lady's garden. When USO found him, he was in some cold forest with his tongue stuck to a frozen pole. When they saved him, he was more then happy to follow them back to the island. He still doesn't know what the organization is about...

Bio: He first found out about his powers at the age of 8. He was walking in a cave and he found some bats and he understood what they were saying so he spoke to them. This lead to him realizing he could do what no one has done before. He left home around the age of 17 to try and speak to other animals. He utterly failed then knew he could only speak to bats. Once he turned 21 he found out about the USO. Then went to join the community to meet others who couldn't save the world with their powers.

Personality: Always depressed about being lonely and why he has to wonder around aimlessly searching for companionship. Some days gets quite angry at this fact as well.
Bio: Finally thought he found a place where he could fit in. Being tired of lonesomeness, he figured this would bring much joy to his life.
