Okay so your dragons where just a tiny bit more special if you are okay with that (also, if you want, at a certain point in the future, bring back your dragons i would be okay with that). Also, the Dracomancers wouldn't be like WereDracs. They would be more like dragonknights that can temporarily and partly turn into dragons and/or use dragonic magic. If you're okay with that.

Capitol location in country: The capitol is settled in the center of the largest most island

Society: The Tribes of Roc are a society of fishermen for the most part along with some metal workers, working metals found on some of the islands. There are Seven tribes that compose an overall people, each with their own dialect, but all with a generally uniform leadership structure where a Village Elder is elected by his people to power to guide them day to day, with a High Elder above them all elected from all the seven tribes in a ritual that tests all the virtues of all the elders to find the most suitable. In dire times a great meeting of elders is called to decide on matters such as war and major dealings with other kingdoms and peoples.

Each of the Seven tribes along with the normal commodities specializes in a single one above others, for example one would be master leather tanners and skin workers whilst another would specialize in simple jewlery, another in better weapons and so on.

The people are liberal among themselves with a great deal of equality between man and woman, races of all kinds may find hospitality with the tribes as long as they do no harm.

Military: 1.000.000 warriors able to be summoned if need be, archers and spearmen usually mounted on small warships for lightning raids and counter attacks.

Domestic Issues: Disputes between tribes are not uncommon but rarely weapons are drawn as the Elders always find a way to cool hot tempers

-Relations with Neighbors: The Tribes generally stick to themselves and avoid much contact for fear of needless conflict

Landscape: The people are settled on a series of islands, some are lush and green while others are near barren but rich in minerals and metals giving way to a diversity in ways of life

History: The first Tribe of Roc found its way to the islands whilst escaping from a bloodthirsty warlord that has since then perished as most of his kind do, they are originally escaped slaves with little knowledge of survival so their first years were very harsh leaving most of them lost to the cold winters and scalding summers. However the strongest and smartest survived and adapted to the climate, learning most of the secrets and bounties their new home had to offer, generations have passed since then and now they thrive on their island homes in peace.

Strengths: Highly adaptable to various ways of fighting and solving problems, agile and quick witted due to the unpredictable nature of their home.

Weaknesses: Technologically and culturally impaired they are superstitious and incapable of quickly adapting to new technologies.

This RP's caught my interest, but before I join, I'd like to ask. Is magic and such allowed, or is this a more Game of Thrones kind of setting where magic is currently nonexistent/extremely weak. The main empire of this setting seems to boast of it, but I'm unsure if it's supposed to be something that's rare or something.

Magic is sort of being just 'discovered'. It's special so i doubt you can go off and create a mages and wizards nation who are extremely powerfull. See it as a branch that's just been made and is now being developped (or not, what ever you prefer). The system of how it works is still undecided I think so i think you can make that up yourself if you want.
