we should be at about level 12(ish) by now, though I'll let you decide, as you may do a better job of keeping everyone on track.
Swift might have a couple more bars on its move level, like so {|||-------}, though, I don't think anyone's made any significant progress yet.

They're there to allow characters to level up their moves. Moves level up with use, and when they level up their power, accuracy, and Max PP all go up.
It was honestly the only good thing to come out of GTI, unfortunately.

Lugia, you may have to decide on those bars for me. As well as levels themselves.

As a mod, I'm only here to maintain order and peace, not to be a bookkeeper of half an OP. My old RPs Anthro Earth and Skies of Journey failed miserably (Anthro Earth was actually quite successful, with around 15 RPers before everyone left), because I'm not exactly the type of keep characters in check.

Wait, that's actually kinda helpful. If only we weren't so lazy in keeping levels, let alone four levels for individual moves...

Let's introduce a mechanic where you DON'T forget moves. 'Cause, unless Pokemon are seriously amnesiac (which they aren't, because they come from [REDACTED], as implied by Davis), then I don't really see how they forget moves so easily. Just to make room for another move.

I stopped mid-way, because of the move bars.

I'm trying to figure out how much level should be added. And so far, I've made little to no progress.

Well, for level one, just ask yourself how many times the move has been used, and then add that to the bars until you get to 10 of these |, then empty the bars, and add a number next to the name (EX: Vine Whip2)...
anywho, the pokemon levels are more important at this point.
