Not a problem. What we can do, is unfortunately disregard Sheffield's character and have Santiago working not for the Jagielski's but for the Holmes gang instead.

If it's a meeting about a case, it's whoever is in charge of that case.

It's about the school shooting, a little meeting of what the JPD got at the school and what steps will they take.

For this particular case, since it's a homicide, whoever is the highest ranking officer in JPD's homicide investigation division. Which, I'm assuming is Tryner.

The Commissioner doesn't actually work on the case. They're more like supervisors and they also handle public relations - Working with the mayor and the police divisions in the department to figure out what information is released to the public.
