A dragon egg will only hatch when a rider they deem fit has touched them. This happens more often now that academies are set up for riders to be trained and get to see more eggs then they were ever allowed in the past. A person is only allowed to attend the academy after they've turned 18, but not everyone finds their dragon right away. In fact it isn't uncommon for a person to have to wait years before they touch the right egg.
Once an egg begins to crack after a rider has touched it that means that they've been chosen. From there the rider must let the dragon grow and develop their skills before they can begin training for battle.
Until a rider finds the correct egg though, they must go through training on what it means to be a rider. There is lots of training that must be done on the magic so that each rider has some experience before they find their egg. Magic doesn't begin to fully develop until the time that a rider and dragon are brought together. There are different strengths in magic, a person may be more proficient in earth, fire, water, air, or dark magic. This is the type of magic they usually try to get very good at while the others are more of a basic knowledge.
This is why they must continue studying while they await the next months eggs to see if their dragon may be in that batch, as eggs are only traded between academies once a month. It's a dangerous process for the riders transporting the eggs, because there are still riders out there who believe each rider needs to find their egg on their own. They think riders are just being handed their dragons now and they aren't the best riders they could be.
