@The Spectre view ports are kept to observation rooms for obvious safety concerns. Though most civilian rooms have screens that show the outside or whatever you program them to show.

Safe zones include all the med bays, the archives, cryo vault and Eden. All of these have their own power, life support and disaster beacon and act as life boats if the ship is destroyed.
