This roleplay will focus particularly on the lives of people living under both a peaceful, stable dictatorship and those that live a rebellious life, resisting this dictatorship. We will be playing chunins exclusively meaning that, if you want to play a rogue shinobi that goes around killing people, you won't be able to do that in this roleplay.
This roleplay will feature mature content in the sense of gore and violence. This is Naruto. However, it is Naruto of the first and second war periods - war isn't nice.
Furthermore there will be a small amount of slice of life involved. We want to offer your character the chance to grow in the sense that not everything they do has to involve combat. Falling in love is real, and it happens to shinobi too.

The setting of Naruto: Unity or Freedom takes place approximately 200 years after the the deaths of Boruto and Sarada. The specific time period is not of any relevance in this scenario, however it should be noted that this universe takes place in another universe, and therefore it is up to the GM's discretion to alter or change any canon events as they see fit in order to benefit the story and/or setting. You should not expect any changes in canon however. This is just so I can have creative freedoms if I need to. For the purpose of creating a character sheet, all canon shall remain canon.
■ T ᴇ ᴄ ʜ ?
Due to the year being 200 years after the deaths of Boruto and Sarada, many technological advances have been made. There are now small amounts of trucks, motorcycles and cars. However, these are reserved for the wealthy, and a shinobi should not expect to own any of these amenities. Furthermore, there are no 'M4's' or such, since shinobi with automatic rifles would be hilarious, but ultimately not Naruto. It should be of little impact on the actual task of shinobi or their lifestyles. The only difference is that the skyscrapers we saw in Amegakure previously are now prevalent in other villages as well. That's about it.

Politically the world has changed as well. This is the primary change and perhaps the most important one. Given Naruto unified the shinobi world (or rather, the kage's did, because lets face it, Naruto didn't do much other than spread the word of peace and love) that change will continue and will have expanded.
Between the rule of Naruto Uzumaki as hokage, and the rule of Sarada as hokage, the different shinobi villages (and their respective countries) unified more and more, with new governmental organizations being created to facilitate the unification. The countries became less and less independent, until a figure appeared that took control of Amegakure. Amegakure was at this time the center of the countries, and therefore was the capital of all international organizations.
By persuasive and diplomatic means this figure then took control over all the independent countries following the bloody coup d'etat that took place in Konohagakure in which a powerful figure was assassinated, as well as an attempt on the life of the dictator that ruled there as hokage. Complicity of this figure that now controlled large amounts of the world politically was suspected but never proven. As Konohagakure was the last beacon of independence, other villages were soon conquered politically and diplomatically without a single drop of blood being shed. ... of course, opponents were rid of silently behind the scenes.
The new country would unify all of the world, and it became known as the Hamajō Confederation. Former countries were now labeled as provinces and this new government took seat in Amegakure, annexing small parts of surrounding countries to grow Amegakure's powerbase. Following the annexation of all villages and countries, peace followed, or did it?

Although time isn't too important for the RP, there are some points I would like to accentuate. The Hamajōc confederation has existed in it's current form for approximately eleven years, give or take a few months. That means that most chunin (read: your characters) will have experienced the coup d'etat in Konohagakure as a child. Despite not being from Konohagakure (unless they are) this could have had an impact on your characters. Furthermore over the last five years, the Hamajō Confederation has been tightening it's control over peoples opinions and thoughts, with people who are too outspoken and critical of the Confederation being questioned. Some are never heard of again. As such your character may know of this or have experienced it or even partaken in the job of interrogating people that were questionable in nature. Keep in mind chunins would not deal with anyone that was a innocent person that was just asking too many questions, but would deal with criminals mostly.

Previous experiences with GMing Naruto roleplays have shown we need rules because people are fuckboys/fuckgirls and will just straight up be annoying if left unchecked. These are here for me and you.

Because Naruto is a diverse world with diverse techniques, with some more balanced than others, we have chosen to make several rulesets for characters for each rank. This is to avoid situations with, for example, a chunin who has the rinnegan, fighting some chunin who barely has a single B rank technique. It's also to avoid broken jutsu, such as Flying Thunder God, being used to cheese fights. It might seem like a fun thing to give your characters, especially if they have a historical reason for having that jutsu. And I agree, it's a fun niché thing that makes it more interesting. But looking at pro's and con's for these kind of jutsu, we have to decide that ultimately it's not worth it, because that means your jutsu will give you pleasure, but it will detract that of those that go up against your character, or those that wanted something similar but got denied. It's put in place to avoid bad situations where two people cannot reach an ultimatum about fights. Simple as that. We do not accept arguments about these things, they're set in stone. If however you can give us a good reason in a respectful discussion, we might consider.
If you feel like your character might have, for instance, an extra A-rank jutsu.. that's possible. We might accept that if you can justify it to us in a PM or in an OOC comment. For example, two A-rank jutsu that form a combo, but are otherwise not that useful, is perfectly acceptable. But if you justify it by saying 'Oh he's a prodigy, he was like Sasuke and is just super cool like that.' then we're not even gonna reply.
