@Caits Sounds great, you did well! ^^ I'm glad to have a fellow Musician, it should make things interesting. The only thing you might want to specify is how long she's been in the Academy (they don't have a strict number of years to graduate, it's all a matter of tallent) and if she's been on the field yet. (could be under general activity or bio) I'm already plotting about how to tie her into the plot so rest assured.

On the matter of Weather angels - I'd have to say they're my favourite type, but as Merlin pointed out, we've never had one played IC. They are a very fun challenge to engage in, in my opinion. So... let me try to explain how they work.
You have a few ways of clasifyng essence but in the case of Weathers you're interested in the base/core vs stray/loose essence. Think of it this way: you have the life ancored to every creature and thing, and you have the life flowing around freely, in the armosphere and earth. Most magic utilises the first kind of essence as the latter is, although abundant, much harder to see, collect, channel and exploit.
Weather angels do that. They embody natural forces and disasters. They are insanely powerful and are, as Merlin mentioned, bound to the region of their rule (most often by rules and norms and not so much physically). They are not strictly limited to one type of element but depending on the region are much more profficient in one type of climate than others. For example, a weather angel in Thailand would not be prone to causing/controlling snowstorms. This has to do with the nature of their power (and the 'emotionlessness' mentioned). Basically, Weather angels are partially possessed by nature itself- the insentient kind. Meaning, they both control and are controlled by those forces. Usually Weather angels are born or gradually awaken to that power, instead of consciouslly choosing it, and that has it's drawbacks.
For one, being channels to natural forces means that some things have to happen no matter what. As a Weather angel you could put off the rain for a few days or weeks but you can't stop it, meaning that once you release it it's likely to flood the city/plains you rule over. Additionally, things like tsunamis and hurricanes or volcano eruptions are simply unavoidable. So are the victims of such disasters.
Which inevitably means that that if a Weather angel had somehow perserved human emotions, they're likely to suffer from such events. Usually the initiation into a Weather automatically reshapes the way those angels think - in terms of natural selection, objectivity, impartiality etc. and turns them into something almost mechanic or entirely egotistical. Think of it as part of you having to kill innocents on a regular basis, including friends. If you're misfortunate enough to care, well... very tough luck.
So as you can see they have a pretty unique status. If any Weather angel decided to engage in a conflict, they could cause a cataclism that makes all the firearms of a country useless. In the days of the Council everyone was very eager to keep them pleased, calm and stay out of their way and I imagine that hasn't changed.
All that said, humans are usually the only creatures allowed to study in the Academy as other creatures can't bind with the Shards. However, the Academy has a wide array of staff and are likely to take part in tough cases of essence disbalance (chimeras, Grey angels, possessed humans, awakening Weathers) due to Hazumi's skill in dealing with those things. As they're primarily a paramilitary bootcamp this is secondary and I'd say the individual has to be fairly important to warrant their time. Aaaand an awakening Weather angel who still doesn't know how to control his/her powers and is likely to accidentally wipe out Loom, probably qualifies. xD Another option is a Weather angel who migrated here for whatever reason and is taking over Loom and the region. Think about who you want to be - someone who's now getting to grips with a scary/exciting change, someone who had a life before and what kind? Were they a Musician or relative of one, were they a Battle angel or a chimera of somesort?
Also, don't be intimidated by the "advanced" section. The only reason Essence is here is because we favour complex technical explanations, magical realism and dark, character driven themes. There is no necessary word minimums but as Merlin said, if posts are likely to be very short we tend to collab to avoid repeating the same sentences (A did this, B reacted to this) and speed things along. :)
