That only happened after Neji basically reformed shit indirectly by exposing the truth. Before that, things were pretty unequal and there was a lot of mixed feelings about it.

In the RP, I'm not sure what shape it will take. I was planning to get a Hyuga chunin but actually remembered you were doing one (which is good, I want to make an original clan or something.) so that's good at least.

@Asura Dance of the Seedling Fern is probably closer to S rank. If you want to have this, you'll have to add a description next to it that states how far the area is they can cover in these bones. Cause in the anime, it literally covers miles iirc.

For the rest, I think they're ok. Obviously your character isn't Kimimaro - and as a result, obviously the techniques would be of a more.. understandable power level. As long as you use logic I don't have a problem besides the Seedling Fern thing.

I figured Kimmimaro's usage was a Jounin's variant (as he, and the Sound Four, were considered at such a level). I'll happily add a limit, if you'll provide me with a reasonable range for somebody of her skill. I mostly intend upon using it on a smaller, more individual scale rather than always creating massive forests of bone.

I'd say a diameter of 10 meters would be big enough for a chunin. It's already a real strong technique because it comes from below and you can't really see it.

Woo we have a second Uchiha. I'm not the only one! I can see how people might not like them. At full maximum power an Uchiha gets really strong with some rather OP abilities, then goes blind... Then again Uchiha are only suppose to be able to unlock the weird abilities after a moment of great emotional distress.

As for Hyuga vs Uchiha, Doesn't Neji end up fighting Obito? I could be mistaken I haven't watched anything subbed, or read the manga

Yes. It is 100% worthless to have many individual pillars of bone around. You can do nothing clever with those pillars. Shirayuri is a goof.

It was implied it was more wide-spread during that time, yeah. But it's a relative term. Ten people with Ms is still more than we ever saw in the show, yet not really a significant number.
