AFAIK I saw it in Tenshi's bio in early stages. Hilian told me Konoha Police Force not Uchiha even though Uchihas founded it, Hilian said it. Added to the fact that Buddha had no problem accepting Ria's bio which flatout said police force.

Naruto in Naruto’s “modern” or current timeline is, yes— but this is also an AU set during the formative years of the shinobi villages and their culture, so it is pretty absurd (imo) to assume this is the same sort of amalgamation we see through the series.

All I know is Buddha has been pretty lax, but that doesn’t make him completely okay with some presumptions. He did say “you [the playerbase] don't have to read everything to read the part where the villages only exist for 50-70 years”, so I assume there is some fatigue about all that. Honestly, I don’t know why it isn’t spoke up about more generally.

But, idk, maybe I’m wrong.

@Gowi I don't feel like it affects the story too much, otherwise I would've obviously spoken up, but you're right. @Masaki Haruna just a reminder that this takes place some 50-70 years after the creation of the villages, and in fact some villages are still building up/nonexistant. We're still in early history, so keep that in mind when you create things.

Also, I don't have anything against a police force, because it doesn't interest me, but it won't be anything useful. I will not incorporate police forces into my plots. The mention of them is fine as a background, but I will never do anything with it. All shinobi are expected to act as ''police'' anyway, since you're supposed to also take care of the day to day business of the village and that includes keeping the peace.

Hence why in my mind it’s pretty much in the earliest days of technology— which means no computers, no cameras, no mobile phone, no television, no radio, and so on. Basically the way I imagine it is feudal japan with some adjustments for “flavor”.
