I took Sea Salt Bay as a cozy small town where people have lived for generations. This can be seen in the local high school where the students are very cliquey. A place where preppy culture is popular because of the presence of upper class people. That the greasers and lower class people would be like those guys you would encounter in Boston, New York, New Jersey etc.
Monterey seems too pleasant and laid back for the setting and atmosphere. But I may be wrong. You can debate me in this if you like. I find it so fun talking about certain logistics of fictional towns.
