Ghoul Mask: Katsuo was not one for what he considered "cartoonish" masks. His mask is, by definition, one of a kind with a rather intimidating and creepy secret. Having given the maker of this mask special "cow hide" for the cover on top of the uncleansed dried blood on the surface, this metal made piece is a unique and scary addition to his appearance.

Personality:
As polite and nice as he is, he keeps people at arm's length as he has a bit of a trust issue. However, once one gets close to him they learn about his true nature. He is violent, cold and none too remorseful in his actions. But besides this he is cunning and calculating. Never making the same mistake twice, or at least as much as possible. One will also learn that he does have a slightly crazy mind as he has come up with the idea that this disease has CCG involvement.
Biography:
WIPGrowing up was an interesting thing for Katsuo as his parents were avid hunters. Not like those who go into the woods with a rifle to hunt deer. No, his parents were ghouls, hunting their prey amidst the concrete jungle of Tokyo, specifically, ward 3, near the boarders of ward 4 and 1. Sinister's parents were high on the CCG hit list, having each earned a rank SS due to their violent history and cocky arrogance in hunting within the 3rd ward, CCG's homefront. This earned them the moniker "The Phantoms of the Third", one that was held highly within the ghoul community. His parents began teaching him at a young age on the techniques of hunting, be quiet, be quick and be gone as soon as the kill is made. After much intensive "field training", he had earned his first kill by age eight, a low ranked CCG investigator out on patrol with a more senior investigator. His parents assumed it was for field training, much like for their own flesh and blood. The Phantoms taking down the more experienced one with little resistance. Moving away from this for a brief moment. One must not forget that he was still a citizen of Japan and as such still required to go to school, reluctantly of course. He would wonder why he would need to learn about the history of a country that considers them sub-human, borderline demonic in his opinion. His parents reminded him that as long as he remained in this world he would have to do what everyone else did; Go to school as the humans did, work as the human's did and socialize as they did. The metaphorical wolf in sheep's clothing befitting of the boy. And, as many young children in school found it hard to concentrate in school. He was distracted not due to his lack of focus to the class or subject at hand. No, he found those classes interesting, specifically history and English class. His distraction was because of his classmates. He would contemplate new tactics, better was to make him a much more efficient hunter like his parents and...going as far as how to kill his classmates. Moving back into his history...
As well as his parents being considered "The Phantoms of Ward 3" and its other variations, they worked with a group called the Naysayers, a small conglomerate of smalltime Ghouls gangs whose focus was the suppression of the CCG and its supporters. Even other ghoul groups who wished simply for neutrality were potential targets as they refused to support their cause. Its other constituents included The Six Suns, Black Lotus Syndicate, Children of Crescent Street and then his Parents as symbols for the group. Time had went on and he slowly earned his own moniker, Spectre. For a long time they were a dominant threat to the CCG and even more so to those who refused to back them. It wasn't until the Owl Suppression Operation did the tides turn. As well as taking on the One Eyed Owl, a small team of Investigators began cracking down on the Naysayers. The Six Suns had fought to the death, The Children of Crescent Street disbanded after 3 of their members were captured and two others killed and finally the Black Lotus Syndicate disappeared with him and his family.
Months had gone by when the crackdown happened and the heat with it too had subsided. However, patrols had been upped just in case of any waves caused by the operation. These extra patrols had soon managed to capture one of the Syndicate's members. Kurosuchi Masamura, "Kujo" as he was called by his parents, was captured. He was the closest person to a brother he had but was the first to cause the mistrust that he now has for people. The man pleaded with the CCG to let him and his friends go and in return give up the location of the Phantoms of the Third Ward. They agreed to these terms and followed Kujo back to the hideout where the slaughter of those inside commenced. Katsuo was lucky enough to escape but not before finding out who betrayed them. Kujo was set free but the rest of them killed like dogs, to which Kujo pleaded with them to stop as they promised to spare them. The response he was given, "The CCG does not make promises with monsters." Fast forward to the most recent events unfolding amongst the wards, he has come to the conclusion that the CCG are behind the deaths of the thousands of ghouls dying from the virus. Overall he has to now not only find Kujo and kill him for his betrayal, but the CCG members responsible as well, all the while fighting to survive this virus plaguing the wards.

Kagune: capable of forming on either side of his shoulders, his kagune is an interesting one as its appearance is similar to a bikake. It forms through tendril like extensions that congeal and make the large blade as seen in the picture. Besides bladed weaponry, he is capable of making claws, a mace like extremity, something he calls "a whip fist" and shielding. it is for the most part black with purple and red hues thrown about.
