Welcome to this cursed world! This is an alternate universe Tokyo Ghoul RP that will be heavily influenced by Tokyo Ghoul:re’s storyline.
-For the beginning of the story, every character must have undergone the Quinx surgery (which is a procedure better explained below). -Each character must be a recent graduate of the CCG Junior Academy, as that would be where the CCG looks for potential Quinx candidates.
These two rules only apply for the prologue, which will hopefully be short. After that, your character can be anything with the rest of the rules.
Rule no. 1: Don’t be rude or more plainly put, to destroy all loopholes, an asshole. Rule no. 2: Don’t go overboard with your characters. Characters deemed overpowered by the GMs will be denied. Rule no. 3: As a ghoul, you can start with a chimera, but know that chimera will limit your character’s physical abilities. Rule no. 4: You cannot start with a kakuja, nor a one-eye without permission (and do not ask. If there is a need, I will come to you). Rule no. 5: As an investigator, you can start with ranks lower than 1st Class. Rule no. 6: You can start as 1st Class or higher only if you get approval from GMs to make a CS for that. Rule no. 7: No metagaming, no powergaming etc. etc. . . You guys already know these parts. Rule no. 8: I cannot stress this enough: DO NOT push the character’s powers’ boundaries while making the CS. Strength doesn’t make a character interesting.
Information
1890 The conflict between humans and ghouls started to slowly started to shift in favor of the prey with the formation of the CCG, which flourished in Japan and Germany. In its early years, the CCG operated mostly as an international task force that tried to identify or directly ghouls rather than engage any they found in combat.
1896 The CCG began recruiting strong ghouls in order to be their vanguard with the promise of a pass to live in society and be provided for, for the rest of their lives. With their help, the CCG was able to begin eliminating the ghouls they’d identified so far, even if they’d been near harmless so far.
1914 After World War I began, the CCG lent its vanguard ghouls to armies from all participating parties, giving them an enormous amount of funding to do research into the weaknesses of ghouls.
1925 Thanks to the research done prior, the first bullet made of the rinkaku kagune of a ghoul was manufactured in the German branch of the CCG. This made combat against ghoul feasible for humans, although it was still quite difficult to defeat even the weakest of ghouls.
1939 Again, the CCG was able to get ahold of a great deal of money by selling their newest weapon to the warring armies. During the war effort, the Russians were able to produce kagune bullets made of any type of kagune, and not just the easy-to-shape rinkaku.
1941 A hope for the CCG arose as a weapon was formed from the kagune of a ghoul, one that could pierce the skin of the enemies of humanity and one that could protect the wielder from its opponent. This weapon attracted the attention of several countries that wanted to employ the CCG, one of which was England. The weapon was fit into small cases and were activated with electrical discharges, making them easy to carry. With the weapon’s newfound popularity, the CCG managed to start combatting ghouls across the globe more efficiently.
1945 As a new chairman was named for the CCG, an order for the execution of all ghouls working for the CCG was put out, leading to a position of absolute intolerance towards ghouls by the human organization.
1960 Almost all publicly known but unofficial ghoul organizations that took advantage of their previous invincibility were swiftly destroyed with the CCG’s new power, and increased funding in the 5 years since the creation of the quinque.
1964 The international HQ of the CCG moved to London, at the same time as the naming of, once again, the new chairman, Graham Watts.
1972 This was the year that the mysterious ghoul Reaper appeared in London, being given an S~ rating by the CCG.
1994 Reaper appeared again, starting his hunt for Special Class Investigators. During this crusade, he was given the SS rank. Several of the best of CCG were killed before the ghoul disappeared once more, reducing the organization’s strength significantly.
1997 The CCG was given more power by a vote in the UN in order to diminish the number of ghouls. While this vote didn’t hold much merit on its own, many of the countries that were in favor of the ruling were more than happy to comply.
2002 The CCG started to firm its grasp over England, launching large operations against ghouls and even suspected ghoul supporters.
2004 The House of Pallus appeared in Havering, in the northeast of London, wiping out the disorganized CCG division there. Having made its base, the ghoul organization took control of the region.
2014 In Germany, the CCG’s science division managed to create artificial ghouls by transplanting a ghoul’s kakuhou to investigators. These investigators were still able to consume regular food as their RC levels were forcefully limited. The squad of half-ghouls is currently called the Q1, short for Quinx Squad 1.
Organizations and Species
The House of Pallus
A violent organization surfaced in Havering in the year 2004, massacring nearly every investigator in the region within a matter of hours in an organized attack on the region’s HQ. Many of the inhabitants in Havering either left or got eaten by the new organization called House of Pallus. A majority of its members are from other regions near and far, mostly being dangerous ghouls. Mostly, it’s composed of A- and B+ ranked ghouls, but also includes several S and SS rates.
Ghouls
Ghouls are humanoid beings that live alongside humans. The greatest difference between the two is that ghouls can only be nourished with ghoul or man flesh. Anything else (with the exception of coffee and water) tastes horrible and if they digest it, they would get sick and get substantially weaker. Aside from being stronger, faster and much more durable than humans, the ghouls have a predatory organ (Kagune) which is stored in a sac like organ called a kakuhou. The kagune (predatory organ) is kept in the body in the form of ‘RC cells’. Even though RC cells are also found in humans, it is the ghoul’s unusually high RC count that makes it so different, usually between 1000 and 8000. These cells are what form the kagune, always remaining in liquid form. Even though it’s liquid, it can become as solid as metal. Of course, its attributes change accordingly to the type of RC cells (Ukaku, Koukaku, Rinkaku, Bikaku). These cells are stored within the kakuhou, sacs with the sole purpose of preserving the RC cells. Using the RC cells leads to the activation of the kakugan, --the turning of the eye’s white to black and the pupil to red-- and it can be activated at will or even when the ghoul becomes excited and simply wants to use his or her power.
Ukaku
Ukaku type kakuhou are found on the shoulder areas, the kagune usually spreading like wings. The lightweight ukaku bestows upon the user agility and speed that the other kagune simply cannot. It’s well-suited for both long and short-distance combat. With it’s overwhelming speed, the ukaku can finish fights quite quickly. The one problem is that releasing RC cells takes too much stamina so they lose the advantage quickly if the fight drags on for too long, which is why, the koukaku, a durable kagune, can be troublesome for ukaku types.
Koukaku
Koukaku is a kagune released from below the shoulder blade, taking a metallic form. The kagune’s RC cells are bound together tightly, making it heavy yet durable as well as quite powerful. It’s speed is inferior to all other kagune but it’s durability is far superior. It can take the shape of shields or perhaps even part-armor when on the defensive and the shape of a sword, spike or other melee weapons. Compared to other kagune, koukaku very hard to use, due to its weight.
Rinkaku
The rinkaku is a kagune released from behind the waist. It’s shaped like scaled tentacles with the greatest brute strength, enough to smash through a koukaku’s shield after a certain amount of blows. It’s called a ghoul’s "claws", due to its form and use. Though the kagune itself is quite brittle and easy to damage but its regenerative abilities allows it to reconstruct itself quickly. It has a more liquified state than the other kagune, making it easy to form different shapes with it. Advanced form shaping could lead to the forming of a crude blade or even finger like joints.
Bikaku
The bikaku is the trickiest one to deal with as it has no glaring weaknesses like the other kagune. It comes out of the tailbone and, as one could guess, generally has the shape of a tail. It’s main use in combat is shider=bing, as its edge is often sharp enough to pierce other kagune without much difficulty. Each kakuhou sac holds another tail in it, so the ghoul isn’t only limited to one. It has decent offense that can cripple rinkaku types, defense and speed that can be used to defend against ukaku types, and enough endurance to get through a koukaku’s defenses.
On the Kakuja and Cannibalism
A kakuja is a ghoul whose attains an additional armor like kagune that increases the defensive ability, speed, strength and regeneration as a result of extreme cannibalization. After consuming perhaps hundreds of ghouls, the ghoul becomes a half-kakuja, sometimes unable to control himself/herself. The ghoul builds up RC cells by cannibalizing, which leads to this mutation.
Danger Ratings for Ghouls
C: The rating given to weak ghouls, most C Rates aren’t a threat to ghoul investigators. Some of them can hardly produce an actual kagune. Their RC cell count can even fall below 1000. B: B Rate ghouls are capable of defending themselves, but are usually given their rating if they either eat too much or kill a low ranking investigator or two. A: These ghouls are troublesome as they’re quite powerful even compared to B Rates. S: Extremely dangerous, these ghouls are powerful enough to be a threat to almost any investigator. The widest gap of strength exists in this rate. Killing an S Rate ghoul is rewarded with the White Wing Medal. SS: This rating is given to ghouls that are either much stronger than an S Rate or to ghouls with a great amount of influence that can make them targets of interest.. Killing an SS Rate ghoul is rewarded with the Double White Wing Medal. SSS: The most powerful and influential ghouls, the SSS Rate ghouls are usually the targets of large raids conducted for the sole purpose of killing said ghoul. These ghouls tend to be kakuja, having cannibalized other ghouls in order to raise their RC levels and increase both their regenerative abilities and kagune strength. Killing an SSS Rate ghoul is rewarded with the White Dragon Wing Medal.
The CCG
The CCG is an international organization founded in the late 19th century in an organized attempt to combat ghouls in society. The main weapons of the humans in this war are the men and women called “ghoul investigators”. These ghoul investigators undergo intense training that sets them a cut above any other military force in regards to skill and physical capabilities. They use weapons called “quinque”.
Quinque
Quinque are made of the kagune and kakuhou of a ghoul. The activated kagune is harvested and is, in most cases, used to form the quinque for the killer of the ghoul. A quinque’s properties are based on the type of kagune it was forged from, and is carried in the form of a suitcase or a bag. When activated, the kakuhou in the suitcase forms the rest of the quinque. The weapon could be almost anything, depending on what type of kagune it is made of. A koukaku quinque would be heavy and strong, usually made into big blades, shields or axes. An ukaku quinque is light and also suihider=le for long distance combat, and indispensible for any investigator squad. A rinkaku is brutally powerful yet brittle and malleable so it can be used to make bladed or blunt weapons, while the bikaku is usually used to make weapons for shider=bing, like knives and spears. A quinque can keep its "kagune" form, or can even change its form during a fight. If made in order for it to be that way, the quinque can enlarge, shoot projectiles or even return to the user after being thrown.
Quinx
The Quinx are humans that are given ghoul-like qualities after receiving a restricted kakuhou transplant. Limits are put on the kakuhou to stop them from turning into ghouls. They can be mistaken for one-eyed ghouls as they have only one kakugan. The operation to turn humans into quinx (the quinx operation) can only be done on humans who show aptitude for the procedure, which is very rare. This relatively safe procedure was derived from a more crude creation of an artificial one-eyed ghoul. Unlike ghouls, quinx can eat human food and unlike humans, they have the durability, regenerative abilities and kagune of ghouls. What allows them to retain their humanity are the “frames” used to control the kagune. Initially, all quinx are set on frame 2, which gives them 40% of a ghoul’s potential power, but they can increase their frames through surgery with the permission of their superiors.
Ranks
Rank 3: Investigators that haven’t attended the CCG academy, these investigators’ strength can vary quite a bit. Under normal conditions, these investigators aren’t given quinque. Rank 2: Investigators graduating from the CCG academy are directly promoted to Rank 2 investigator. Each Rank 2 investigator is given a quinque. Rank 1: Rank 1 investigators all have at least a small amount of merit to their names. First-Class: First-Class investigators are usually paired with either 2nd Rank or 1st Rank investigators to mentor them. Investigators that reach this rank generally need to display the qualities required for leadership. Associate Special-Class: Associate Special Class investigators are some of the most capable members of the CCG, required to display outstanding ability in leadership, combat and investigative work. Special-Class: Investigators feared by even the strongest ghouls, Special-Classes’ are considered to be the strongest of the CCG and are the posterchildren of the organization.
Significant Locations
Havering
A rather large portion of the city, Havering isn't a place where humans tread with ease. It's the base of operations for the House of Pallid, making it uninhabitable for uncooperative ghouls and humans alike.
CCG Main HQ, Greenwich
The main HQ is the base of operations for S1 and S3, and where the office of the Director Lachlan is. Due to the immense amount of security in this area, there are very few ghouls in Greenwich, much less any that are considered as threats.
Grey Grotto, Bexley - Ghoul Prison
Even higher in security, Grey Grotto is one of the best guarded facilities in the world. It contains the most dangerous ghouls known to the British division of CCG, drugged, in order to be interrogated.
S2 Base of Operations, Kingston
The S2 headquarters is rumoured to be hidden somewhere in Kingston. The stratergizing division of the CCG hasn't been seen acting in big groups.
Significant Organizations
CCG: The ghoul investigators. They have bases in every district, though their main headquarters is in Greenwich.. Quinx: The Quinx are artificially made one-eyed ghouls that have their RC count limited so that they can still eat and act as humans do. Sunlit Garden: A facility under the CCG where children are raised from birth and trained from a very young age to become investigators. Ghoul Locanda: At the Locanda, richer ghouls gather to witness their meals (humans) get prepared and finally feast. It has been sought out by the CCG for quite some time, but the searches have been inconclusive. House of Pallus: This aggressive organization has had much activity in Havering, slaughtering the investigators there. Very little is known about them, but it's quite well known for its long, high rated fighter list.

Can I create a character that is a quinx? And do you want us to write a paragraph about our character? And if you do, which part do you want us to write about?
Can I create a character that is a quinx? And do you want us to write a paragraph about our character? And if you do, which part do you want us to write about?
Well, the characters for the prologue arc will have to be quinx, as stated in the first part of the OOC:
-For the beginning of the story, every character must have undergone the Quinx surgery (which is a procedure better explained below). -Each character must be a recent graduate of the CCG Junior Academy, as that would be where the CCG looks for potential Quinx candidates.
These two rules only apply for the prologue, which will hopefully be short. After that, your character can be anything with the rest of the rules.
Personality: Chris is Calm and relax type of guy, He can be quite friendly to anyone he met even if some of them are not quite friendly.

Six Months after that incident, Chris trying to keep it cool from his family but when he is in his room, he cry to himself to sleep and his family starting to notice, so trying to make a excuse to himself, he tell his family that he want to be CCG Ghoul Investigator. Chris know this is not a good excuse but it for the best, He want to forget all, forget what he saw in the alleyway and forget what happen to Jessie even tho the memories are still stuck in his mind, so he was enlisted in the CCG Ghoul Investigator Training Academy. He try his hardest to be top of the class even tho he have no experience in military or police back in high school for him but it did really paid off cause when graduation was here, he was mark as a Rank 3 Investigator and he was to partake in the Quinx program. Chris having the worse life experience, needed a change for his life, He accepted the surgery.

Background : Margaret use to live with average family with their older sister Alex
It seems like a good start but as I said, the first batch of characters will have to be Quinx. You can save this for later if you'd like or you could make this your second character for the first arc, but everyone should have a Quinx character.
Personality: Léo is a boy known for his temper, he does not know why it is but people tend to immediately get under his skin. He has no problem working with others but that does not mean he has to like them, he is all about following orders and getting his work done. Léo tries to stay calm around other people and will work with almost anyone as long as they don't get in his way.
Léo is not a leader by any means but knows how to work in a pinch, and hates when someone over reacts about a situation. He hates that "someone" in general so its okay to assume that making friends is difficult for him, and the few people he can tolerate he holds close and looks after. One of the reasons its hard for him to get on with others is because of the isolationism that was instilled in him by his father. He was taught to survive and keep to himself and keep everyone at arms length. Even though now that he is older, and knows his father was full of it, he still has the tendency to become easily hostile and distance himself and Léo hates himself for it.
Background : Léo Barker Hawkins, is the only boy in a house full of 4 girls and he was the youngest. He grew up in a relatively normal house, he was the youngest and a mamas boy, a father who was a police officer, followed politics and expected his son to play football and get a job, a mother who loved him to pieces and was always in the kitchen. Everything about his early childhood was fine and dandy but as he got older things got worse.
Léo started to not see the world in the glowing halo but was able to see the black ugliness of the world. His parents fought a lot more then they used too, every night in fact, and his sisters where not the strong women who he had known. As he got older things got darker and soon it was reviled that his mother was cheating on his father and all his sisters where not his fathers children. Soon after that discovery everything turned sour in the house hold and Léo's father taught him not to trust women and to hate his mother. He did all this and more, Léo distanced himself from his mom and sisters and stuck to himself.
When he became a teenager his parents finally decided to split and his mom took all of his sisters, when she asked Léo to come with he spit in her face and they only talk on holidays now. Léo and his father got even worse, his dad went on to drinking and went on to instilling in him that the world was out to get him and he had to protect himself at all cost. It was his dad who suggested the CCG Junior Academy to him and Léo felt that was the best way to get out of his situation was to go and try to change his setting.
It was by some recommendations within his fathers work that he got into the junior academy and it was here that Léo was able to develop some work ethic and structure in his life but he still kept his brooding and negative nature. Many of his instructors thought he would be a bad apple who could not play with others, but it was quiet the opposite. Léo worked to complete the missions and task, even though the other students did not like him and held equal contempt for them, he would set that aside and get the work done.
When graduation came around, Léo left the academy as a Rank 2 Investigator and for his determination and skills he was offered a position in the Quinx program. This was an opportunity he could not pass up and jumped at the chance to put even more space between himself and the reality of his family and life.
Hand-To-Hand: Léo trained his martial arts skills better than most. He learned many grappling techniques, and defensive forms, even went out of his way to take extra lessons and practice more.
Dexterity: His knife skills are good too, Léo is not much of good shot but in close quarters knife or hand combat he can hold is own.
Stamina: Even though he can fight, he wont last in long fights. Léo is fit but his stamina is lacking greatly.
Other traits:
Tech Wiz: Léo can navigate his way through a computer pretty well, whether it be hacking, or protecting. Give him something attached to the digital information network and he might be able to make some magic.
Kakugan: His kakugan is in his right eye.
Kagune
