Poorly fleshed out in the main OOC, and you can blame that one on me. They should be carved in a specific way to start with, and then "blessed", a simple ritual designed by the witches to be able to do the trick with humans as well that offers it potency and includes a small chemical mixture doused over it which basically consists of window cleaner.
We'll say that it doesn't 100% work every time, and that there is a window of opportunity for the vampire to make it out, especially if the preparation is done wrong. Perfectly round stake, a few symbols carved in, a simple ritual that must be done properly, and the right mixture of
window cleaner supporting chemicals. Theoretically, if you're able to accommodate the requirements, you could possibly make a stake into an arrow.
4. Does the sun itself harm vampires or does the UV? Can we use, say, Xenon long-arc-lamps designed with a handle to bombard vampires with UV radiation and incinerate them in quick succession if they are too slow to dodge? These lamps are usually used to imitate the sun in movie shootings.
For simplicity the sun was stated, but it is the UV that gets them, yes. The sun gives off enough UV to be a problem for vampires, though on a cloudy day they might scrape by unhindered minus a ring. Technology that brings UV could act as a sort of supernatural "flamethrower" if it's strong enough in each succession, but the melting process is not instant. They'll be hurt, but not outright incinerated by high levels of UV unless it's exposure over time.
5. How many elder vampires are in Salem? How many of them are in total? Is the Salem one active or sleeping in a coffin? Can he sense where every other vampire is? Can he just sense where his children*(the one he turned himself) are? Or he can't sense anything. Can other vampires sense each other?
a. Depends on the players. The vampire coven leader would probably be an elder. There might be another because Salem is a hotbed for activity (assuming nobody else makes one) but they certainly aren't as common as their younger brethren that are between the two main levels mentioned in the OP that get hunted most often.
b. Ballpark number... several thousand? Typically they operate by themselves in obscure places and around known supernatural hotbeds, but something they've perfected is going largely unnoticed, especially in the East and Africa, so an exact number by vampires, humans or anyone else would be impossible to gather. They aren't too common, though. Roughly as likely to find one of them in normal circumstances as you are to be found and eaten by the Alpha of a respectable sized pack.
c. Up to the vampire (player?) in question. In Salem, most likely active.
d. Not every vampire by a long shot. They can eyeball a vampire and tell quickly what they are, and they could sense another vampire in close proximity, but the range is fairly short.
e. Those turned by the elder vampire in question do have a more familiar and thus easier to locate scent than other vampires, yes. In a large town, they could go in the general right direction and get more accurate as they come closer.
f. Two vampires meet in a room, they know what each other are.
6. Do vampires see the blood flow of humans and other creatures? Can they hear their heartbeat? Can they also smell their blood?
They know there are living beings around, and have a much better "sixth sense" than humans can boast in that regard. They don't directly see or hear blood flows and heartbeats, but if they're hungry, they can hone in on a particular source of life (warm flowing blood) in a crowd. If not, they can still pick someone out, though with more difficulty. If nobody's around, they're decent trackers, and can distinguish between any other life present and a human with lots of juicy blood...
Witches, having the juiciest blood, can be detected from a longer distance away.
7. Can wolves smell, sense, another one of their own? Can they smell the supernatural and witches apart from humans?
They can get a sense that something is different when they're with another werewolf, which is potent enough for an experienced werewolf to be able to say "oh, there's another one" confidently. Vampires have a "dead scent" to them that is slightly notable from across an 'average' household, and much more noticeable from a few feet away. Witches have their own smell that can be detected the same way as they can detect vampires. Basically, an older werewolf that's met all of them can make the distinction and identify other supernaturals, and a new werewolf will likely not know what the scents mean.
8. Do they get heightened smelling senses when the stench of blood enters their nose?
It perks their attention, but there's no relevant effect to it unless they're tracking and tack on to that scent, in which case they use their already potent smell and anchor onto that particular cent.
9. Can they only partially transform during a full moon?
The transformation is absolute. It cannot be partial.
10. Can an older, more experienced werewolf maintain his/her sanity during a full moon without the help of the necklace?
Somewhat, but it's not as good as having the necklace. It's about as good as "go... that... way..." and knowing that way is the direction that would get them out of trouble and kill deer or something instead of people.
11. DO you have to hit one with a silver bullet anywhere to kill them or just vital spots? Does a silver bullet to the stomach just make them bleed out until they remove it or insta-kill?
Hits with a silver bullet has an effect similar to being struck by something three times as large and then poison running through their veins to cripple them. The 'poison' isn't visible, just the effects of the silver that runs through their body fairly quickly. Being shot in the foot, OK - if you amputate their foot and maybe a small part of their leg quickly, they can make it. Being shot in the head, no chance. Shot in the stomach will give them a permanent stomachache and probably kill them within a couple of days without immediate assistance from a witch to extract the effects from their system. Glancing outside blows or light internal damage will burn them and make the spot sore for a while, but it won't be fatal.
12. What do you mean heat-neutral? Can they jump in a volcano and not suffer the consequences of the intense heat?
In the case of cold, they could move through Antarctica with a slight chill and reduced speed and have mostly normal control over themselves. Cold weather doesn't have the slightest effect. They can go into a refrigerator and be perfectly fine there.
In the case of heat, they are impervious to regular warm weather, not concerned about getting their fingers injured by a slight accidental touch on a burner, and could run through a large building fire in wolf form with a slightly burnt coat and starting to feel quite hot. They could make it through the intense heat of a volcano, with some difficulty - at least, they'd likely survive, though the experience would not be at all pleasant, and they might not come out awake/without help unless they're in for a short period of time. I'd imagine lava or putting their feet in the wrong areas would get them, though >.> In human form, all of the above would be reduced. A volcano would destroy them about twice as fast as a hot summer day would take out a vampire.
13. Sharp reflections? SO their own reflection on a clear surface can damage them? Need some explanation on this.

If they look in a mirror and someone suddenly turns on floodlights at the mirror, they will be badly startled, almost as though the sun itself was bursting through and staring at them. If they stare right into the light when it gets them, their eyes could be damaged. The glint of a silver knife, if it catches on the right light, is not a pleasant thing to hit their eyes. Stuff like that is what gets them. Normal reflections have zero effect.
14. If both, vampires and werewolves are hit with a R.I.P. bullet, which separates into pieces upon contact with an object, in their brain and the pieces scatter around, do they still function? Don't their brain functions get hindered as their brain is damaged? Or is the bullet simply ejected from their body by itself as the process of the healing factor takes place?
Werewolves hit with a silver bullet, as noted above, have it pretty bad in that the bullet itself causes the regions around it to have problems. Hit in the head with a silver bullet is pretty much instantly fatal. Similar to a human, except the chance of some miracle survival that some humans have with a bullet to the head is not present.
For vampires and werewolves, targeting the brain can be a little tricky. Decapitation will separate them from the critical things below that they need, same as it would to a human; there is no regeneration there unless someone tries to pull a Frankenstein and bring their parts together fast enough (which is why it's a good idea to dispose of them separately or flat out burn them up on the spot). If something that can kill them anywhere else lands in their brain, they're dead. If something normal - a spear, for example - goes through, it's going to be very painful and, yes, cripple them - but only for a few moments before their regeneration kicks in and fixes the damage with 100% accuracy. If the spear is still in their heads, you can hurt them again by twisting it or pulling it out at an angle, but they'll come back together.
**Can you build a werewolf-hunter character?**
Generally, the factions don't mingle. Technically, sure, a werewolf (or vamp, or witch) could be a hunter because the werewolf (or something else) finds others of his kind or vampires/witches very undesirable and just wants to get rid of them. However, it's highly frowned upon, and would paint him as a target by other supernatural beings.
Triple faction combos and some dual combos are just about impossible. (This point isn't in the OOC) A witch does not have magical affinity as a vampire or werewolf, making that combination just about impossible. A werewolf and vampire have different blood forms that run contrary to each other, making them fundamentally incompatible. A werewolf half filled with vampire blood is a dead half, and the vampire half on contact with that much werewolf blood isn't going to be effective as they mix about as well as water and oil.
