Filled with normal everyday people, something darker hides beneath the surface. The entirety of Tokyo has been divided into Wards to help combat this darkness more easily. Ward wide evacuations aren't very common, but common enough to stick in the back of your mind. Sectional evacuation of city blocks happen fairly frequently. Investigators from the CCG are a familiar, and reassuring, sight.
But still that darkness lurks. Ever prominent. Ever looking over your shoulder.
That darkness is called....
Ghouls. So, let's get straight into the details, shall we? This RP is built off of choices. Always choices.
Will you be a human, an Investigator, or a Ghoul?
Before you decide anything, however, let me give you a crash course of the terminology, the setting, and a few specifics that you'll need to know. At the bottom of each section will be a link to a Wiki page containing more information for anyone looking to be more in-depth with their creations.
Regular ol' humans. Nothing out of the ordinary, and what you would expect from an everyday person in 2017. They run shops, work jobs, have fun, and aren't very sturdy. There's really nothing else to put here, but the option is available to anyone who wants to play a human.
Investigators, called Doves by the Ghoul community, are humans working for the CCG. They have rigorous anti-Ghoul training, including combat techniques and extensive knowledge to help them to both find and kill Ghouls.
Most Investigators are stationed at the CCG HQ in the first Ward, though are often approved for missions in the various Wards.
Upon graduating training, they enter as a Rank 2 Investigator. Occasionally one will be deployed before graduation though special orders and are a Rank 3. New Investigators are generally partnered with a senior Investigator or with a Squad to continue their training in the field.
They are sorted by rank, as follows highest to lowest.
Given that Investigators are only human, their main form of combat against Ghouls are Quinque.
Quinque are handheld weapons used by Investigators to combat Ghouls. These are made from a defeated / captured Ghoul's Kakuho and as such take the exact same properties as the Kagune they were created from. Quinque Information
The Commission of Counter Ghoul, where all Investigators come from, is the one organization dedicated to protecting Tokyo from harm. CCG Information
Ghouls are complicated beings. Unable to properly digest regular food without becoming horribly sick (the exceptions being water and coffee) Ghouls must feed on humans to survive. While some scavenge from suicides and accidents, many prey on the living to sate their bloodlust. Not feeding results in madness, at least until they feed, turning the Ghoul into a feral being with the singular purpose of feeding.
They come with enhanced strength, stamina, hearing, speed, and senses like smell are greatly increased. Based on the three types of Kagune, each Ghoul also may come with increased speed, strength, or regeneration even beyond the regular enhanced abilities.
Ghouls are only different from Humans in appearance by their eyes, which they have control over when they change (as seen above). When they unleash their Kagune or feed, their eyes change automatically.
Ghouls also cannot be harmed through regular means. A knife will not pierce their skin, nor do regular bullets. Special bullets, called Q-Bullets (which I will not include in this RP), can injure them. Kagune and Quinque can cause damage as well, and the brute strength of a Ghoul can injure another Ghoul, either by contact, piercing skin, or blunt impact. Falls from great heights, or strong enough impacts, can also injure them.
Furthermore, Ghouls have Enhanced Regeneration, healing minor wounds and fractures in seconds to a day, which is further heightened by recent feeding.
Ghouls also wear masks when going out to feed and accomplish tasks or fights, generally speaking, to protect their Identity. This often results in an Alias if Investigators see them. Ghoul Information
Kagune are the predatory gland of a Ghoul, which form various shapes based off of the RC Cell amounts. There are four types of Kagune, which form a circular Rock-Paper-Scissors type of connection.
Every Kagune is slightly unique in both looks and functionality, but have common features based on their types.
These types are ukaku, koukaku, rinkaku, and bikaku, and each have different strengths and weaknesses.
The Ukaku is spread out like feathers and is released from the shoulder area, it specializes in high speed attacks, most of the users seeming to have highly enhanced speed with limited stamina. The Kagune itself can become very flexible or crystalized for long range projectile attacks, but close range is this type's weakness. These are also generally limited to a max of two wing-shaped forms.
Ukaku users cannot fight for extended periods of time, as their increased speed and flurry attacks drain stamina quickly. They're great against the Bikaku, but suffer against the defensive of Koukaku.
The Koukaku is released below the shoulder blade. Due to its high density of Rc cells, it is heavy and extremely robust, giving it the greatest sturdiness and making them very well suited for defense. Normally, they are generally shaped into armors or shields, but on the offense they can be shaped like melee weapons. These can range from swords, drills, and other relatively close range weaponry. These are generally limited to one shape along one arm.
These are considered the slowest Kagune, and suffer against the High power of Rinkaku users whole outlasting the Ukaku.
The Rinkaku has an appearance similar to scaled tentacles and is released at the back around the waist, and also has the best regeneration abilities. Being incredibly powerful and versatile, they are best used in short to mid range combat. Some users can heal from critical injuries, and a skilled user can manipulate the shape of the tentacles into claws or blades. These can form up to 8 tentacles, with 4-6 being the average. However, many Rinkaku users can bond their tentacles into fewer, but larger, tentacles for increased defense and power.
The Rinkaku is weak, however, in general defense and easily broken in their regular state against the Bikaku while excelling against the slow Koukaku.
The Bikaku typically has a tail-like appearance and is released around the tail-bone/coccyx. Considered the most balanced of the Kagune, there are few immediate weak points. There can be up to 14 tails, and as few as one, with 1-4 being average.
The Bikaku excels against the Rinkaku due to the balanced 'Trump' like qualities it possesses, but is at a disadvantage to the superior speed and long range abilities of the Ukaku.
The Bikaku is also preferred to be used to create Quinque for inexperienced Investigators.
Ghouls can cannibalise, which generally can increase a Ghoul's power. In this RP, however, this will be incredibly looked down on, and will increase your priority as a target to the CCG and fellow Ghouls.
The CCG assigns threat levels, prioritising against S rated threats such as highly powerful Ghouls, One-Eyed Ghouls, and Binge-Eater / Gourmet Ghouls (all covered below).
There are hybrids, which are Half-Ghoul, Quinx, and Half-Human. I won't go into a lot of detail on the Human hybrid or Quinx, as I don't plan on them being a part of this RP. If you're interested in a Half-Ghoul, you'll need to convince me because:
Hybrids are extremely rare, and extremely powerful. Created either by having a human and Ghoul parents, which normally can't breed. On the few cases where they can, normally both child and mother end up dying, but when they don't...a Hybrid is created.
They can also be artificially created by surgically taking Ghoul parts and replacing the human counter parts in a human host. All hybrids come with a normal eye and a Ghoul eye, hence being called One-Eyed Ghouls.
A hybrid is barely different from a regular Ghoul, minus the eyes and being more powerful. Some smell like humans, other like Ghouls, and some smell like a mixture of both. One-Eyed Ghouls Information
Binge Eaters are Ghouls who feed excessively (an average Ghoul only needs to feed every 3-8 weeks). This can be feeding on several bodies at once, or feeding as often as every day.
Gourmets, on the other hand, feed in an arena / over-the-top manner. Usually large groups, and usually looking for unique subjects to feed on. Highly cannibalistic.
So that's the basics you need to know. Any questions, feel free to ask.
Basic rules to follow:
No auto-hitting major / critical attacks. That is to say that you can't severely injure an enemy without giving them a chance to avoid it.
Take damage! It's no fun, nor true to the nature of Tokyo Ghoul, to always, or almost always, avoid damage. I will be monitoring this, and will drop the GM Law on those guilty.
No metagaming. Please try and keep your knowledge and the knowledge your character has separate.

Name: Yoko Yamada Alias: Kit Faction: Ghoul Age: 15 Personality: Kit is shy and paranoid 24/7. They don't trust anyone and prefers to lurk in the shadows when they do leave the house. When they do go to work with a family friend, Yamada, who runs a hair salon they always seem so happy and carefree Appearance: Kit is a one-eyed bikaku ghoul though she still wears a mask for a ghoul with both eyes, which is a traditional white and red Kitsune mask. Her bikaku are two split tails that are barbed at the ends to help make it easier for her to hunt and eat. History: Her father was a ghoul according to Yamada and "One hell of a man" if that meant anything but it explains why she has always been different. Her mother was human and raised Kit by herself after her father went out and never came home. Her mother made sure that Kit was feed and homeschooled so that no one would become concerned about Kit since he doesn't eat. Her mother introduced her to Yamada when she was ten after he started to be more feminine think that a male influence in their life would help them to find who they are easier and said that if anything ever happens to go to him. Personality: Vincent is a very precise person who makes sure to think things through properly, but will sometimes act in the moment, reacting in they way he feels is best. Tho he much prefers planning in private on any number of scenarios. When interacting with people he tries to be very open and forthcoming with his details showing he has nothing to hide (besides being a ghoul). After getting to know someone he likes well enough he may disclose his true nature, but you would have to gain his utmost trust. He can also be very sarcastic but this is only to those he does not like or for a joke.
Appearance: Vincent has sharp blue eyes and short messy brown hair. He keeps his face shaved, and his soft cheeks and nose make him appear a little younger then he actually is. He stands at 6 foot even and weighs around 80kgs, he is very lean and often conceals his physique underneath long sleeves and pants. His body isn't that special looking, well looked after but not excelling in anything. And he does love his suits and wears one everywhere, there is never a time where a nice suit isn't appropriate. His Kagune on the other hand is very robust being a kokaku. It's usual shape is a gargantuan blade that is highly reminiscent of a Dinovaldo's tail blade pbs.twimg.com/media/CZfY3L2UEAATdwl.jpg. It's enormous length and thickness make it very slow but extremely brutal, it may look like a sword but its attacks are almost as blunt as a hammer. When it is active it completely covers Vincent's right arm, has great reach in its base form, but it can hardly extend its reach as a result. Being 3 meters long base extending to a maximum of 4 meters this devastating weapon can't really be used quietly.
History: Vincent was a lucky kid, his parents made sure his early life was easy which was fairly easy in the 8th ward. He keeps in contact with his parents to this day sometimes even having diner with them. But after Vincent left home he had to fend for himself, he actually took to this new life style very easily. He learnt how to cook even tho he couldn't eat the food he made, but he figured that it would help give him good cover if he ever had a run in with the CCG. And when feeding he preferred to kill older people, they were slower and quite frankly much quieter. Plus there was less wasted life that way. Tho killing is not his first resort, he tries to scavenge as much as possible only killing if he absolutely has to. His large intimidating Kagune helped him to ward off some Ghouls without even launching an attack. In his most recent year he realised how he felt kinda lonely and went around town looking for a possibly girlfriend, but he wasn't very successful he'd moved into a large apartment and had a decent job as a manager for a fast food joint, tho he felt the staff only interacted with him out of necessity. He did get pretty intense and thorough when it came to work stuff and he sorta got why they wouldn't try to keep in touch.
Skills: Good cook. Great at coming up with plans. Management and coordination. Situation analysis.

Quinque: Taiki uses 48 mass produced quinque shaped as daggers (They retain the deep purple-black of most quinque not the silver depicted) known as "Nanashi" (No Name) as his weapon of choice and he stores them under his suit coat in specially designed padded pockets that acts as sheaths. They can be used at both close and medium range as he possesses great skill at aiming the knives when thrown. Since he carries them under his suit coat and not in a suitcase it is harder for Ghouls to figure out he is a Dove.

Equipment: Along with his quinque daggers, Taiki carries with him his badge, cellphone, wallet and keys at all times. Occasionally carries a briefcase although what it contains is a hotly debated topic among his peers.
Name : Sora Family Name : Yoshiyuki Nickname : "Shi" Faction : CCG - Rank 1 Investigator Age : 19 Personality : Sora betrays no sign of his old self during his time in the 0 squad, notorious for their cold and distant demeanor. Since being assigned to a partner in S1, he has been quite lively and amicable, if even a little eccentric. He has an aloof air about him during meetings, and even in combat, however this aloofness is not to be mistaken with ineptitude. While he may seem like he's "not there", so to speak, his aloofness does not take away from his pace in combat or his attention in briefings. He's pretty happy-go-lucky, and generally friendly, although he can get easily frustrated like a child when he feels something is unfair (it might be important to point out, when he feels something is unfair towards him.) While he doesn't seem to have any particular enmity towards ghouls in general, he doesn't seem to have qualms against fighting and killing targets, although he can at times complain. Appearance : Taiki has light brown, messy hair and light, greyish eyes. His stature is below the innvestigator average, standing at 1.84 meters and 73 kilos, but similarly to most graduates of the Sunlit Garden, his physical prowess is deceptively high. To some of his stricter coworkers' dismay, he rarely wears a suit and his tie is almost unfailingnly loose and poorly tied. His movements seem somewhat imbalanced his body swaying from side to side when he talks, leading to most people he meets considering him as an aloof and improper investigator. He's decently well built, but his body bulk is clearly not on par with most of his peers by rank.
Ever since he acquired 0-PR (as described in equipment), he carries his quinque in a brief case, but before that, he carried his bikaku-type sword (2x Grim 1/2, A+) in a custom violin case. When he was in the 0 squad, he had a briefcase for his bikaku-type spear (Serpent A), but rarely used the case while on a mission. He's waiting for a new violin case to be made to be for to 0-PR.

After graduating from the Sunlit Garden [REDACTED] years ago, along with two other peers from his class, he was appointed to the 0 squad. During his time as an investigator in the zero squad, he participated in [ REDACTED ]. Three years ago, he was transfered to S3 with his classmates and partnered with higher ranking investigators. His first partner was First Class Akimoto Houzu, a strict and jaded investigator who had worked his way up to his rank over decades through hard work and grinding. So he was justifiably annoyed at a bratty upstart like Sora being paired with him right off the bat. It didn't help that Sora could actually keep up, even if as a secondary. It was fair to say that the two didn't click. After two months, Houzu put in a transfer to the S2 after taking a deep wound from a ghoul's ukaku kagune. However, Sora was not transfered with his senior partner but was instead assigned to another senior investigator in S1, a "Rising Star", so to say. Associate Special Class Ai Hassei was a good match for the young investigator. She had done her partnership with one of Sora's fellow alumni from the Sunlit Garden's Germany based academy, "Ozzie" Zweig, a First Class at the time. The two got along decently, as Hassei didn't hold the same contempt her predecesor did. Sora's skill grew considerably under her tutelage, thanks to the increase of the amount of investigations and raids they had been participating in, relatively to Houzu's more cautious approach. About over a year and a half into working together, they participated in a large scale raid in the 24th Ward. During the raid, Sora and Hassei worked with most of the other promising younger investigators in the operation to rout and corner potentially high rate ghouls in the sewer systems. While the death toll on the CCG's side was very high at the end of the raid, it was a defining experience for the next generation.
During the award ceremony, Sora was awarded the single White Wing Medal for taking down an S~ rate, while Hassei was awarded the double White Wing and Silver Osmanthos. Along with many of the other young investigators, they were promoted as well. Sora attained Rank 1, while Hassei was promoted to Special Class. This meant Hassei would transfer to S3. While it wouldn't have been unheard of a junior investigator to be moved to S3 as a Special Class' partner, an investigator with only [REDACTED] (written over the black ink in white) [one year in S1] would be encouraged to gain more experience first. And so, he was assigned to his third senior partner: Kobayashi Taiki.
