Oh, it's time for an introduction! Hey there, welcome to Academy 003, a version of an RP that I've run several times before. If you were aware of me from early twenty-fifteen and beyond, you probably would have heard of the Academy 218 series of RPs I ran. They all died from either a lack of interest, or me getting bored and moving onto other things (it happens more often than you think). This (hopefully) won't end that way, but it'll be a fulfilling experience for everyone.
Basically, the setting is a world where people are enhanced by crystals that emit a strange energy and have been granted superhuman abilities, being dubbed "Metahumans." These Metahumans have been exposed to the world at a very early age, and have been quite integrated into the minds of the world as their acts, whether good or bad, often pop up on the news. There are mixed thoughts on Metahumans, some hate them, some love them, and others are on the fence. But, the problem is that, following an incident known only as the Verthaven disaster, they are on the rise, and people are afraid.
However, from the first sighting of Metahumans, there was a government funded program in place to help integrate youths into society, along with improving public opinion. Known as the Academy Program, there are thirty-two Academies across North America. The story of this roleplay, as you most likely have already gathered, is Academy 003, and the Freshmen class which will be referred to as "Year 1." These students will go through many trials and tribulations as a whole, as they develop, and improve themselves as people.
If Superpowers/Superheros/Whatever aren't your fancy, then I suggest just closing the tab and going about your day. If it is, I promise to provide an interesting experience. A deep and complex tale of students, with a very rich and well-developed lore. Above all else; this won't be a standard superhero romp, but a character-centric look at how Superpowers and whatnot would function in real life. No capes, no gimmicks. The RP will be character driven, and somewhat sandbox-y. I will be providing a storyline, but I'll be giving people free reign on how their characters act within the storyline.

โ 1 . 4 | I enforce a policy of not informing people of every time they should post (unless their character is in the middle of interactions). If you go inactive without a peep, I'm not going to babysit you. It's a player's responsibility to keep up with the RP.

โ 1 . 6 | Please do not post a "wip" sheet. I find it very irritating when someone posts an incomplete character sheet. If you want me to read over what you have so far, just PM it to me. If you need a place to work on it just private message the sheet to yourself (or write it on one of many platforms).
โ 1 . 7 | This RP will strictly be "first come, first serve." Meaning I will not reserve any powers/character roles/etc, and they will go to whoever finishes their character sheet first. If there's a conflict over it, I will decide the outcome.
โ 1 . 8 | Character applications will go into the OOC (where we can work things out) until they are accepted. In other words, the character tab is for accepted characters only. Also, do not "reserve" a spot in the Character Tab unless you were given permission to by me.
โ 1 . 9 | I am very thorough and critical when judging character sheets. Don't take it as a personal attack, I just have some pretty high (well, unrealistically high) standards.
โ 1 . 10 | Try to keep the OOC active as possible. Even chit-chatting about random games is perfectly okay.
โ 2 . 1 | No Powergaming, God-Modding, Metagaming, etc, etc... You know, the "don't"'s of Roleplaying. You know the dealio.
โ 2 . 2 | Let me say now; the story will be pretty slow-paced at times. I have a job and college, so I won't be able to post constantly. If a slower RP is good for you, then go for it.
โ 2 . 3 | Adding onto the above, the story will be a little messy with a lot of different storylines running alongside each other - with lots of characters. If you don't think you can handle that, then I don't think you should join.
โ 2 . 4 | I prefer that we keep collaborations to a minimum... just preference because many RPs died/slowed to a halt due to too many collabs.
โ 2 . 5 | All I ask for is one post a week. If it's been a week since your last post, your character will be placed into the inactive section until they are written off (Either by death, expulsion, or dropping out of the Academy). Once a character is inactive however, they are officially an NPC, and can be used freely by the GMs, or the players.
โ 2 . 6 | Despite being in the Advance section, I am not a sickler for post length. I'd rather have a meaningful paragraph, over a essay full of filler.
โ 2 . 7 | This RP, at times, will get very dark. I plan for it to be a very mature, and down-to-earth Roleplay. There will be death, drinking, drugs, and tickle fingers.
โ 2 . 8 | Character death is a real possibility. By submitting a character, you understand that they have to take responsibility for their actions. They will not be bailed out by me, and may get injured or die. I won't jeopardize the story for one character. They can also be killed by other characters. I won't go out of my way to kill off any character - that I like - but I may injure them for the sake of the story.
โ 2 . 9 | Romance/Sex/Whatever is allowed in the RP. "Fade to black" is so beaten into your heads by now that there's no point in even repeating it.
โ 2 . 10 | To keep things a bit more organized, please say where your post is taking place at the start of your post.
โ 2 . 11 | If you're also expecting me to hold your hand every step of the way, then you're going to be disappointed. This is going to be an RP that rewards taking initiative, and starting plotlines of your own. I'll provide a storyline, but I'm not going to be railroading everyone.
โ 3 . 1 | I expect some moderate detail when writing your character sheet. Remember, this RP is more grounded in realism, and I want each character to feel like a person. Try to give them a believable past, goals, personality, etc.
โ 3 . 2 | If your goal is to basically make the strongest/best character, and try to "win" the Roleplay, let me stop you here and say you won't get far. This is a story, not a place for you to wank your OP self-insert. Nothing says "I'm a bad writer" to me than giving your character the strongest abilities (along with an asston of skills). As I said above, I am very critical, and will not hesitate to ask you to change whatever I dislike about your character sheet.
โ 3 . 3 | If your character is a sociopath/psychopath, complete badass, perfect character, edgelord, then they're likely not going to get accepted.
โ 3 . 4 | You can create a character of any ethnicity, gender, sexuality, background, etc, within the bounds of realism of course. You can definitely get creative here.
โ 3 . 5 | "Magic" does not exist in the setting. This RP will be mainly scifi with slight paranormal themes here and there. There will a suspension of disbelief for artistic license but letโs not do anything too drastic please.
โ 3 . 6 | There is no character limit, you can, and are encouraged, to make as many characters as you can handle. Just don't get stupid.
โ 3 . 7 | I suggest writing a description for your character's appearance to get everyone in that writing mood. If you must, you can use a picture. Just no anime. The pictures have to be of real people, or realistic art (But, let's shy away from A/B List Celebrities).
โ 3 . 8 | When creating a character, try to be diverse. Look at the character sheets and try to fulfil a role that no one has. No one wants a million street fighters, or nice girls. You can be pretty creative within the bounds of the lore.
โ 3 . 9 | Now, time for the banned powers. The following powers are banned without negotiation: "Instant death" powers, Mind/Character control, Matter Manipulation, Time powers, Anything with "omni-" attached to it, Reality Warping, Life-force absorption, Complete-Indestructibility/Absolute-Defense, "Bringing art to life," and Probability Manipulation. I will gladly tell you why they are banned if asked.
โ 3 . 10 | The following powers are restricted, but negotiable: Blood Manipulation, Darkness Manipulation, Power Replication, Gravity Manipulation, Power Nullification, Suggestion, and Memory Manipulation. Message the me for more details.
โ 3 . 11 | Please refrain from tacking skills/powers onto characters. Try to make everything feel natural to your character.
โ 3 . 12 | You can either make a student, or a teacher - but, I want more students than teachers.
โ 3 . 13 | This is optional, but I can choose a power for your character. It'll be a fun little thing for both of us.
Metahumans (sometimes called Deltahumans) are humans that were exposed to the Delta-Point Energy, or a Delta-Crystal, and had undergone a Manifestation Event. These Metahumans have gained abilities that defy the laws of nature, men with super strength, children that can control, and women that can teleport are the tip of the iceberg. This manifestation event only occurs after a human being has developed a sufficient amount of Delta-Point energy within their body. The rate which this energy develops depends on how much a person is exposed to (Codenamed their Exposure Event) and if a person touches a crystal for a prolonged amount of time their energy will develop at a much faster rate than somebody who was briefly exposed. In a lot of cases, exposure to this energy will not cause a manifestation to occur, but 15% of humans who are exposed manifest and become Metahumans. It's unknown what causes a person to manifest as anyone of any sex, of any gender, is capable of manifesting, it's widely believed to be just chance. After many of them were covered, destroyed, or drained of all of their energy, it's fairly difficult to get exposed to the crystals and most are exposed to it by other Metahumans. There are two ways to manifest: Naturally, or Under High-Stress situations. If manifesting naturally, it can take over years for a Metahuman to manifest their powers. There seems to be a correlation between high-stress situations and the rapid growth of powers as many Metahumans who manifested.
Upon manifesting the Delta-Point Energy will completely flow within a person's being from their skin, all the way to their bones. It is normally invisible to the regular human eye, but when a Metahuman is straining themselves or using their power a great deal, their energy will show. When a Metahuman uses their power on the outside world, a small amount of the meta-human energy gets projected and focused in that area. Such as a Water-Elemental controlling a cup of water will get some of the energy projected into it, allowing them to manipulate the water inside of it until they cease to control and the energy returns to their body. However, this still leaves the energy in the area and can possibly cause others to manifest, this is very rare, though.
There are four types of Delta-Crystals/Delta-Point Energy that exist in the world: Type-Yellow (for those that have developed physical powers), Type-Red (for those who have gained an ability that pertains to manipulating the environment), Type-Blue (For those who have manifested a mental ability of some kind), Type-Green (for those who can alter the properties of other powers), and Type-White (those that have powers that don't fit the other categories). Depending on what kind of energy somebody is exposed to will dictate which type of power a Metahuman will develop. From either gaining the ability to manipulate the earth when exposed to red energy, read minds with Blue energy and so on. However, it's possible for these categories to blend together as it's also possible to get exposed to multiple different types of energy and will end up with a power that spans multiple categories. This is a rare type of Metahuman but these kinds of Metahumans are known as Type-Chromatic.
There is such a thing as powers being hereditary, but it is very rare within the Metahuman communities. When Metahumans have children, that child has a 95% higher chance to manifest an ability than anybody else. This is because, when a child is in the womb, the child is bathed with the energy and will grow and develop a similar power to their parents. However, the child will always take after the mother power-wise as they will be exposed to maternal energy more than paternal energy. This is why, if only one parent is a Metahuman, it's far more likely that the child will manifest if the mother possesses the powers. Even if the power is hereditary, the power will be different in certain ways, as nobody has the same one power. If the parents of a Metahuman are different types, there is a higher chance that the child will end up being a Type-Chromatic. Metahumans have a very particular effect attached to them: the Black Fall Effect. This has two main effects on the Metahuman population: firstly, all Meta-humans are subconsciously attracted to each other whether they want to or not. So subtly that it's next to impossible to even notice. It causes the shyest people to head out and interact or draws Metahuman to one location. The more Meta-humans that are around, the more intense this "flocking" effect will get.
Metahumans have an interesting relationship with the Delta-Crystals, as when in contact with a Delta-Crystal, a Metahuman receives a boost to their power as long as they remain in contact. This boost depends on which type of crystal a Metahuman is holding - as if they are a Type-Red holding a Type-Yellow, it'd be an incredibly minor boost to their ability. However, if the crystals are compatible, it'd be an insane upgrade to their powers. With one Metahuman being capable of doing city-changing feats while in contact with a crystal. Though, it will be an insane strain on the Metahuman and will increase their risk for ashing.
However, while powers are truly incredible, they come at a price, powers have a toll on the body and mind. Excessive and unrestrained use would cause what could be described as physical overexertion, and the Metahuman body gets strained from overuse. Pushing powers beyond their limits in high-stress situations cause even worse problems, and at it's most extreme, it may cause an effect known as "Ashing". This is basically an extremely deadly ailment where a Meta-human self-destructs, and their powers shut off, and all their cells will die at an alarmingly fast rate. Their cells will literally drop off their body like specs of ash, and this process will continue until there is absolutely nothing left of a Meta-human. This state is extremely deadly, and there's a mere 4% chance of survival - Even if an ashing victim does survive, there are some permanent physical damage (Amputation, Brain damage, loss of powers, etc, etc - Are a few to note) so it's considered a fate worse than death. Ashing is what Meta-humans truly fear, as any meta-human can ash if they are not careful.
It's possible for regular humans to ash if exposed to large amounts of Delta-Point Energy, and they are among the few that don't or can't manifest a power. This will largely occur if a person is in prolonged contact with the Delta-Point energy as it would take a large amount of energy for this to be possible. However, this can occur with the smallest amount of Delta-Point energy, and anyone who's not capable of manifesting can die from ashing.
Through the study of the crystals and the Delta-Point energy, there has been technology developed from them. They were noted to be a very potent energy source, and the energy can be harnessed in different ways. Most notably, by studying the energy, many organizations have created devices that can detect the energy within people and the crystals in the wild. Of course, these devices are considered to be a huge violation of privacy and are rarely employed. Then there are the simple Suppressant-Collars which are metal devices made to be wrapped around somebody's next that completely disables the usage of activation powers - for those whose powers are permanent changes, they have no effect on them. On the more insidious side, the mad scientists of the world have figured out means to give people powers: Serums. These serums are full of a glowing green liquid that infuses a person's body with the Metahuman energy and after the process is complete, they'll gain a superpower that corresponds with the color of the energy. These serums are usually sold to the highest bidder but are only capable of being purchased by those with a hefty chunk of change, but some people are just given the serums. It's unknown where these serums are coming from, or who are making them, but authorities are doing their best to find out.
In the summers of 1963, there was a sudden and abrupt meteor shower that wrought havoc over the skies of Earth, spreading bizarre crystals across the world wherever their debris made landfall. These crystals were infused with a strange radiation that would "infect" living beings that either came in contact with the crystals themselves or were in proximity and got infected with the crystal's energy. This gave rise to the "First Generation" of Metahumans as the first of few individuals with such abilities found their place in the world. While this first generation proved to be relative unknowns, rumors or bogeymen to all but a handful of informed figures, their presence in the world would gradually increase over the coming decades, eventually causing mass hysteria as rumors were proven true and sightings impossible to cover up. By the 1980s, this had led to waves of rioting, protests and even mass displays of religious fervor as the public digested the knowledge of their existence in various ways. Eventually, the governments of the world attempted to manage their Metahuman populations through regulation and incorporation into newly established government agencies, but even so great unrest had and still continues to persist even to the modern day. This manifestation of Metahumans would eventually be known as the Delta-Point Event and many theorize that it has happened before, and could happen again. After the Delta-Point Event, almost all the crystals were taken into government custody, but a few remained at large and it is theorized that they're growing in number.
Nicknamed "Super-Systems", Type-Yellow Metahumans have been infected with the yellow form of the Delta-Point Energy. These Metahumans have abilities that affect the bodies of either themselves or people around them via highly specific reality warping. Type-Yellow Metahumans are easily the most diverse, and most common type of Metahuman out there, with a good half of all Metahumans being some type of Type-Yellow. There are two main types; Personal and Impersonal. Personal Type-Yellows ability is only on a personal level, and their power changes their biology or allows them to, and they are the more common type. Impersonal Type-Yellows are the opposite; their power allows them to alter the bodies of other people, and they are somewhat less common. They can range from transformations to enhanced physical abilities, healing and regeneration, flight, and so forth.

Known as "Elementals", the Type-Red crystals grant Metahumans the ability to control matter, most of the time a specific element. Type-Reds are the second most common type of Metahuman out there, but those of this type usually have the most versatile and potential out of any kind of Metahuman. Many of them are fairly straightforward; they have the ability to control and/or create a specific type of element. Usually, it's one, but there are a few that can control many different elements that are either related. However, it's rare, but it's possible when a child is the product of two Type-Red that they would get the ability to use both of the elements. While many Type-Reds are straightforward, there are many that have more complex and unique forms of manipulation. Type-Reds are fairly diverse as it is likely one type red out there for each type of matter there is. Type-Reds can manipulate fire, water, earth, air, electricity, light, sound, and so forth.

Labelled "Cerebral", the Type-Blue crystals were fairly uncommon and thus not a lot of Metahumans out there are Type-Blues. However, the few that fall under this category are among the most feared, as Type-Blues are Metahumans that have a mental ability of some kind. A majority of Type-Blues have some type of mind reading or telekinesis, but some have abilities such as clairvoyance, foresight, and so on. They are easily the opposite of Type-Yellows as their powers are the least diverse, with a few exceptions. Type-Blues are feared because a majority of them have an ability that gathers information, and that's considered a huge breach of privacy. However, there's a type that's even worse; those that have been nicknamed "Domination-Types." These Domination types have the ability to exert their will on other lifeforms in some way, from controlling animals to possibly mind and emotional control. The direct ability to control the human mind is incredibly rare, but not unheard of. Very few of them directly affect the environment except telekinetics, but there are some capable of weaponizing their mental power, and so forth. Powers that fall under Type-Blue would be Telekinesis, Telepathy, Retro and Precognition, Astral Projection, Mind Control, Enhanced Intelligence, etc.

Nicknamed "Power" types out of all of the Metahuman Types, you'd be hardpressed to come across a Type-Green as they are the second rarest type of Metahuman out there. Their abilities allow them to directly interact with the abilities of others or otherwise are a limited control of the Delta-Point energy itself. These Metahumans are easily the least predictable and are the most situational. Their abilities require coming in contact with another Metahuman, either direct or indirect, and otherwise a majority of them are powerless. However, there are very rare instances where a Power-Type has the ability to grant others with superpowers. Type-Greens are the most sought after by relevant groups - and have the largest targets on them with only Type-Blues being second. It's very rare, but some Type-Greens have the ability to give normal people powers. Abilities that fall under Type-Green are power charging, negating, replication, and other abilities that revolve around the manipulation of superpowers.

The white Delta-Point Crystals are a mystery and are rarely sighted, but Type-White Metahumans are those that have abilities that do not fit into the above category. They are nicknamed "Wild-card" types, as they have the strangest and most abstract of all abilities, and some of which have control over time and space itself. Because of this, it's very difficult to classify them and very few Metahumans out there are Type-Whites.
Chromatic, or "Hybrid" types are the rare result when a Metahuman is exposed to two (or possibly more) different types of Delta-Point energy and are a very rare phenomenon. These Metahumans will manifest with a blend of the two types or will have one different power of each type. For an example of the former; a pyrokinetic may have flames that can burn the mind. For an example of the latter; a Tiger Metahuman may be able to produce lightning. It's completely random what kind of end result these Metahumans will produce, and difficult to classify. It's more likely to produce a Type-Chromatic when a Metahuman child is the product of two different Metahumans. These are the strangest type of Metahumans as there isn't a Delta-Crystal that directly creates them. However, Chromatic types are capable of gaining strength from two different types of Delta-Crystals and gives them a distinct advantage of other types.
Located in California, Verthaven was a massive metropolis centered in Southern California. However, it is best known for being the place the infamous Verthaven disaster took place, and it was promptly condemned afterward. Much of the beautiful city was destroyed, and after it was condemned, it was left to rot. Before, it was a coastal city that is Sandwiched between LA and San Francisco. It was known for its miles of beaches, and sea trade, and what it was also best known for is how it's carved up by a network of rivers. The main river is known as the Cross River and splits the city up into four halves by a cross. With hundreds of smaller rivers branching off from that one. Which the city was built around, and have well integrated into the city's layout. Which gives Verthaven a feel of Venice mixed with New York. Now, it's been reclaimed by nature. There are miles upon miles of flooded streets, and crumbling buildings, and it was the former location of the RAVEN/DOVE headquarters before it was destroyed. It hasn't been disturbed for years now, no one but the idiotic have braved the resting place of this tragedy. A few miles outside of Verthaven is the Verthaven Memorial Cemetery a graveyard in which all those who died in the disaster are buried. The whole cemetery is miles upon miles... and unfortunately, many of the graves are currently unmarked. It was known for its high amount of Metahumans, second to Black Fall in the United States. After the Verthaven disaster, a majority of them were killed, and the survivors went to Baybridge and Highroller Heights.

The proclaimed "The City of Freaks", Black Fall is famous because it has the most Metahumans congregated into one City (1% of all Metahumans live in Black Fall) and thus it is easily the most important location for Metahumans. The city went from a small fishing town to a major hub for gamblers, tourists, businessmen, and families, in the course of a few centuries. It contains people of almost every ethnic background and it is located in Pennsylvania, on the Delaware River, not too far away from Philadelphia. It is split down the middle by the river, with one part of the city on each side. Technically it is apart of New Jersey too, since one side of Black Fall is technically on the state of New Jersey. The West side of the city is known as "Old World Black Fall" where the city started. It has most of the population centers and major buildings that have been there from the start. The East side of the city is known as "New Black Fall" which is much more commercialized. It contains most of the clubs, casinos, and mansions. Black Falls holds the FAMA east coast headquarters.

Baybridge started out as several smaller towns that grew in size and it was decided that they would be one massive city, with the city being named after the massive bridge that connects it to the outside world. Baybridge is east of Seattle, though the city is much like it (though some areas can also be compared to Spokane or Bellingham). It's technically much larger than Seattle, but much of Baybridge's acres of land consist of miles and miles of woodland, farmlands, and etc. Not every inch of Baybridge consists of a sprawling concrete jungle. Baybridge isn't that much different from other major cities in the US. It has tall skyscrapers, booming businesses, and whatnot. The city has a little bit of everything. It's not particularly known for its tourist attractions, nor it's large amounts boom of tourists. Recently, Baybridge received a boom in population as people moved towards it in the aftermath of the Verthaven disaster. Most notably, Baybridge was selected to be the headquarters of the newly formed FAMA branch of the government which drew their Agents and Metahumans to the city. This increase in population gave Baybridge an economic boost and more or less turned Baybridge into one of the many Metahuman hotspots and Baybridge currently has the second highest population of Metahumans in the United States.

The Federal Agency of Metahuman Affairs (Shortened to FAMA) is the Metahuman regulation agency that is responsible for the regulation of Metahumans after the rebranding of RAVEN/DOVE. Formed in 2003, they are an organization that is split into four departments; Metahuman Welfare, Public Affairs, Research, and Security. The first organization is more of a social services group that promotes the well-being, the physical and mental health of Metahumans. Welfare keeps track of all Metahumans that are registered and constantly gives support to these Metahumans so they aren't roped into a gang or become a super criminal. Public Affairs is more about dealing with Metahuman social issues and attempting to change the public perception of them for the best. The Research department solely focuses on trying to figure out how these Metahumans tick and developing new technology and methods to handle rogue Metahumans. Security is the largest department and the one tasked with the detainment of Metahumans who abuse their powers. FAMA is volunteer-based, long as people meet a certain set of requirements, they can apply to join the Agency. However, they are fairly strict with their recruitment and primarily hire those with the required experience, though there have been exceptions made. FAMA consists of both regular humans and Metahumans, as the latter are considered valuable assets in the never-ending battle against hostile Metahumans. The organization is considered to be a paramilitary organization as agents are given special training on how to handle various Metahuman threats, and how to handle certain situations that are Metahuman related. Field Agents of FAMA wear heavy armor that is resistant to most forms of Metahuman abilities and is heavily armed with top of the line firearms and other equipment (Nullification collars, taser darts, containment foam). The Agency has an outpost in every major city and they are in fact designated from a one to hundred number depending on the size of the city (e.g. New York City is 1, Los Angeles is 3, and so on) and each outpost has a Director who oversees all operations within the city. Smaller towns have agents delegated from the closest major outpost. On the west and east coast, there is a national headquarters where a majority of operations are run out of. FAMA is what largely keeps watch over the Academy Program.

Nemesis of the FAMA and MAVERICK organizations, REAPER is a strange and heavily armed paramilitary terrorist group. They are lead by the mysterious Abel, a massive man who is feared globally as he has killed dozens of politicians, researchers, millionaires and beyond. He is incredibly difficult to kill as he is seeming a Metahuman that is insanely strong and durable. Assisted by a strange portal technology, REAPER gets right where they need to go and then they vanish without a trace. Each member of REAPER is clad in black armor that covers them from head to toe, helmets that distort their voice, and are heavily armed. In the event that one of them dies (or are about to die), they are equipped with a strange chemical that dissolves their body down to the DNA and leaves no trace. Because of this, it's incredibly difficult to identify members of REAPER and trace where they came from. However, several REAPERS are Metahumans, with the elite members of the group being all Metahuman shock troopers. It's difficult to pinpoint where REAPER will target as they are responsible for hundreds of assassinations, kidnappings, and other terrorist attacks globally. Most notably RAVEN went to war with REAPER before and during the Verthaven disaster that made them known globally.
The ISD is a research conglomerate that is slowly taking over every field of science known to man, from technology to medicine to more. The ISD originated in the United States started by genius Berith Crest, but upon his death in 2006 his prodigal daughter, Tabitha Crest, took over the organization and has been running it from there. The ISD operates globally with a research lab or two in about every major country in the world and has been recruiting minds from all over in the name of science. They've also been putting in their hand on retail, restaurants, housing, and the hospitality markets. What makes them notable is that they've been actively seeking out Metahumans, specifically the kinds that deal with technology or have heightened intelligence of some kind. The ISD has released some incredible pieces out technology out to the world, including robotics, and more. However, they've also been researching Metahumans almost since the conception of the organization and have worked with the Savior Foundation and FAMA - however, they chose to remain neutral in the Metahuman debate. Recently, the ISD has been seeking out and actively paying Metahumans to run a number of tests and experiments with their powers, under the supervision of FAMA, of course.
The lead Anti-Metahuman organization and the antithesis to many Pro-Metahuman organizations; they believe that Metahumans as a whole are far too dangerous for society and must be removed if humanity is to survive. They spread their ideology far and wide but primarily operate in North America and Western Europe. The Saviors were formed by billionaire Nolan Ulrich as a means to assist humans afflicted by Meta-human related incidents, over time Nolan has a significant following behind him from the richest men in the country to the poorest laborer - there are those who are so loyal that they call themselves "Saviors". However, they are not known for overt or violent acts against Meta-humans, and they work towards their goals peacefully as their objective is to help people. Whether they've been the victim of a Metahuman related incident or afflicted with a detrimental superpower. Their secondary goal is to find a way to "cure" for Metahumans which they believe will greatly help those in need. Though, it is reported that a large number of the Saviors have violent hatred against Metahumans and if one manages to manifest they will be completely excommunicated. It's also believed that the Saviors secretly fund the Meta hate group, the Pure. After the Verthaven disaster, the Saviors received a huge boom in funding and were capable of even expanding to other nations. They're one of the groups that have had a heavy hand in the disbandment of RAVEN and DOVE and wished that FAMA was the alternative they were looking for. Their propaganda is seen all over American soil (TVs, sign, etc), and they seemingly are reaching the world they've always wanted to reach.

After the Delta-Point Event RAVEN and DOVE were established as a means of regulating these groups. Each was dedicated to a different field; DOVE's best interest is the protection, social and mental development of Metahumans, and taking steps prevent them from becoming threats in the future. While RAVEN's primary objective is the investigation, apprehending, and detainment of Metahumans who have broken the law. Both organizations work hand in hand, as they are technically two sides of the same coin. They were fairly effective, but rumors of brutality and corruption were rampant, and some feared they were too independent for their own good. However, once the Verthaven Disaster occurred and the war with REAPER was publicized, the government saw the faults in the two organizations and they were both dissolved. Eventually, the FAMA was introduced with the best of both organizations and more government supervision.
In the summer of 2002, the REAPER group moved in on the city of Verthaven and was selling serums that granted superpowers to the gangs of the city. Which turned the city almost on its head overnight as the gangs were armed with new weapons After many skirmishes with RAVEN, it was discovered that Verthaven was the primary headquarters for the REAPER group. Upon that discovery, almost every government agency moved in on the city, and a massive war between the terrorist group erupted. Turning the city into an enormous war zone that caused countless property damage, killed many in the crossfire, and displaced hundreds. The war was reaching national news as many were protesting the decisions behind the war with REAPER, calling it overly destructive. This war against REAPER went on for three months as both sides made significant progress against each other. However, the situation changed drastically when a new Metahuman emerged from the shadows. Calling herself "The Devil of Verthaven", this woman was a drug addict whose husband was killed in the crossfire between RAVEN and REAPER, and she also got her hands on a power serum. That serum gave her the strongest power in the whole world, being capable of creating an army of monsters and control the weather on a macro-scale. The Devil's first act was to unleash her dark army upon the world, and her second was to make the city dangerous to traverse with incredibly dangerous weather patterns. Her goal was to get revenge against a world that took everything from her.
Evacuation efforts were underway, but the Devil threatened to destroy the whole world. It's hard to discover who was responsible for it, but a massive energy barrier was erected over Verthaven. This barrier was immune to any type of superpower and was invulnerable to harm - thus trapping everyone with the monster. Because everyone was trapped, the Devil was free to kill indiscriminately and the population of nearly a million was reduced to thousands in less than a month. In a final bid to destroy the Devil, RAVEN and REAPER teamed up and engaged in one final battle against her, killing her with an experimental weapon. Once her death was reported the dome came down and it seemed that the dust had settled.
The opposite had occurred as the world was outraged at how RAVEN and DOVE handled the situation and got thousands of people killed rather than evacuating them. RAVEN and DOVE were blamed for the barrier even though it's still unknown who created it, which made the sentiments towards RAVEN when they were fighting REAPER even worse. In the end, it was decided that RAVEN and DOVE would be dissolved, and a new organization would replace them.
However, after the disaster, more Delta-Point Crystals were seemingly being found in places where they shouldn't have been.
The Academy Program is an American organization that works in conjunction with the government in order to produce safe learning environments for young Metahumans to use their powers. They are a national organization that caters to this specific goal, there are five Academies based in North America. Each Academy is jam-packed with the best technology and learning environments a person can have.
The students are the purpose of the Academy, for they are trained in how to use their powers in accordance with FAMA standards. The students are given real skills so they can possibly survive out in the world, and the main thing the students are put through are trials, some of which are tackled in groups whilst others are faced alone. Students are scored based on how well they perform in these trials and those who score higher have a tendency to graduate at a faster rate. The Academy accepts a wide variation of student age groups, with ten years being the minimum age whilst the oldest tend to be found in their early twenties, all coming from a variety of different backgrounds. There are three types of students. "Fresh" students are the boys and girls that are brand new to the Academy. "Returning" students are those who have attended the Academy before, and didn't complete the process, or left. "Full" students are the people who choose to live on the Academy full time, either to get an education there or because they don't have a stable home to head back to. That's one thing that the Academy Program is known for - they house Metahumans who are wards of the state, where foster parents are incapable of taking them in.
The Academies are usually staffed by Metahumans (as that's the best way to teach someone how to use their powers), but they are also staffed by regular people. Many of these empowered teachers are known as Instructors. The Instructors are Metahumans that teach the students how to use their powers in efficient, safe and practical manners. There's a large team of them, though nowhere near as many students. Each of them specializes in a different type of power. Whether it's Elemental training, or Shape-shifting and transformations. They do all they can help their students.
To say the Academy program was a massive success would be an understatement; thousands of Metahumans attend the academies and leave fully prepared for society. After the first "official" Academy, which is now known as Academy 02, was created other academies were created across the US to provide training to young Metahumans. Following the success of the first Academy, the other thirty-two Academies were established. Despite the government's support, the Academy Program has become largely independent from the United State's government with minimal oversight beyond FAMA's involvement.
On that note, the Academy Program works very closely with FAMA - as the latter group often sends Metahumans to Academies to socially and academically develop in a safe learning environment, and come back with knowledge of how to properly apply their powers. Many students who attend the Academies find employment with FAMA and because of the deal between the Academy Program and the US government, there's always a few members of FAMA on hand at each Academy.
The Academy Program is a four-year program in which students train under the Academy's staff. After graduating from the Academy, students leave with a "Certificate" in which they are deemed fully trained by the Academy staff. Along with leaving the academy with a greater deal of control over their abilities, this can be helpful as they transfer into FAMA or similar programs. It takes the place of a school, offering the students a solid and sound education, and the Academies offer top of the line educational Programs. Some are more like training facilities that have less of a focus on education, and others are the inverse.
However, due to the high demand for Academies, not everyone has an opportunity to get in. Programs differ as some are free, while others are expensive. Many of the free Academies are more invitational, rather than applicable and to be invited, young Metahumans have to stand out to the Academy. Make news as a new and unexplored Metahuman. Or, be a troubled youth that was sent to the Academy by FAMA because they have nowhere else to go, or have been arrested and forced to attend. It is possible to apply to the Academy program, but it is a very difficult process. Possibly requiring a tie to someone or two.
Academy 003 is located in a forested area situated on the outskirts of a city called Charity City. Technically within the city bounds even though the Academy is situated on the very edge of the city grounds. It's surrounded by woodlands, and fields as far as the eye can see, only broken up by the sole road connecting the Academy to the outside world. The first thing people see about the Academy is the tall brick wall, and the large metal gates - and of course the sign saying Academy 003. These walls are to keep intruders, and unwanted guests, from getting into the confines of the Academy.
Academy 003's campus is a beautiful sight and is a collection of different buildings, rather than one large building. Each of these buildings serves a different purpose, and are all within walking distance of each other. Connected by stone pathways that lead to different ends of the school. Because of the Academy's reputation, it has some of the best funding out of the entire Academy Program. Academy 003 is equipped of state-of-the-art facilities, and technology, as it is regarded as the second-best Academy in the program (Second to Academy 002, of course). It's one of the largest Academies, that are attended by thousands of different people each year, and has one of the best staffs. Thus, it has one of the strictest admissions. Academy 003 is guarded and monitored by a small FAMA office, and the FAMA team that backs them up.
Despite the Academy having strict admissions, the older students are almost constantly cycled out for fresh students. Academy 003 mainly aims for students that have done something to stand out from the others, have potential in their eyes, or come from a troubled background. However, Academy 003 is known for using a "lottery" assisted by the FAMA program where a young Metahuman is selected for Academy 003. It's difficult for someone to apply to the Academy for these reasons, but not impossible by any definition.
The students, in particular, are divided up into different classes (First Year, Second Year, Third Year, and Fourth Year). As the Academy Program is a four-year program, these classes are essentially a way to separate students by year. Year 1 being first-year students, and year 4 being last year students. The different classes have little to no interaction with each other, as each of the classes is expected to be on different levels than each other. At the end of each semester, Year 4 graduates, and the preceding classes move up to the next letter. Fresh students are constantly brought in, and in the event that there is a shortage, applications are opened.
Academy 003 is known for its "Academy Games" events that are done once a year. It's a massive event in which the students from all classes have an opportunity to showcase their skills and talents in various competitions decided by the staff. The Academy Games is usually done towards the end of the semester to showcase how the students have advanced power-wise. Each of the students are separated by which class they are in, and none of them compete against each other. It starts with a preliminary elimination round and those who survive to move up to the main events. Whoever wins the Academy Games (I.E reaches the top three) receives a huge great boost in grading, and will be in the Entrance Hall's Hall of Fame.

The Class Council is an assembled group of students to represent the Academy's teams. The Class Council is not called the Student Council because each of the different classes has their own Class Council. It is not to govern students as some may expect, but instead be a link between Academy Administration, and the students themselves. Additionally, they work to improve the lives and morale of the students. It is a highly active, and very important role, that few ever take. They have a large number of roles from informing students of important matters, to consulting students, to organizing educational and recreational activities. As stated before, each of the classes has their own student council. A common mistake that many make is that each Class Council carry from class to class. At the start of the new semester, a new class council is voted in by the students. The Class Council consists of the President, Vice President, Secretary, and Treasurer.
For Arena Fights and Training Sessions, the school has issued military-like suits for all the students. The suits take the appearance of military armor. They're a near-skintight suit, made of a flexible, but durable, fabric. With an armored Kevlar vest and shoulder, elbow, feet, and knee pads integrated into its design. Each suit is specially made for the students before their arrival. Their powers are also accommodated by the suits (EX: A pyromancer's suit would be heat resistant, while a Bestial-type meta's suit would be made to fit around their features). Students are free to take their suits and customize them freely. However, if their suits don't meet the standards of the Academy they will not be allowed to participate in training or the arena.

Since the conception of Academy 003, the school has funneled the students into teams of several students. These teams are selected by the school staff (Specifically the power instructors) after evaluating the student's skill. Students are placed into the teams depending on their abilities, and with the intent of the students bonding. Every team has a leader. Usually, the students that do the best (Display teamwork, skill, and leadership) during early power training sessions are selected as the team leaders - while everyone else is placed into members of the team. After a team has been assembled, they can participate in the many official school games. Such as Arena matches, or matches at the Game Stadium.
However, teams can also improve their ratings by generally contributing to the school and the power development and carriers of themselves and others. By either participating in charity, academic achievements and developing their powers (And helping others do the same). Individual achievements (Such as solo arena fights, and whatnot) also count toward the overall team rating. The teams will compete with other teams to have the team with the highest rating. Working as a team will count towards the student's final score when graduating. Which makes it imperative that students take these teams, and what they stand for, very seriously.
Once teams are set, they can not be changed unless a student drops-out/is expelled. At the end of each year, the teams are reshuffled.
The Entrance hall is the first place that Students see when they first enter the Academy. It's also where all the pathways start from (and end). Inside of the Entrance Hall is the reception desk that is mounted by an overworked Secretary answering calls day and night! The Entrance Hall also contains the gift shop, where you can get Academy 003 merchandise, and the auditorium. Inside of the entrance hall is the massive auditorium, where the staff gives speeches. It's also where the theater club performs. It's a massive hall in which there are enough seats for hundreds of people (As a rule of reference, it has enough seats to hold every new Class A).
If the Academy was a machine, the Administrative Building would be the gears that keep the machine operational. It's where the many offices and files kept on the students are contained, and where the Headmaster's office is kept. Inside the Administration building is the many staff workers that are dedicated to keeping the Academy running.
This significantly smaller building is the offices that belong to the various teachers, and instructors of the Academy. Every Instructor has their own (usually personalized) office room where they keep their own records and is where a majority of them spend their times out of the classrooms. Such instructors are usually in their offices killing time and set up appointments to discuss matters with their students.

FAMA has a very high presence within the Academy, and thus, they felt the need to build their own on-campus office. A relatively new addition to the academy, it is constantly staffed by caring FAMA agents that look out for the well beings on the students. This is usually where admissions are decided as any applications and admissions have to be run by FAMA before they can even think about setting foot on campus. If there's a matter that students need counseling or help on, FAMA is there to assist. However, this building is primarily where the FAMA agents keep a careful eye on the students, and if necessary call FAMA to kick heads in.

Many instructors have their own car, and a small selection of students have their own vehicle. The garage is where these vehicles are stored, but before a student may place a vehicle in the garage it has to be licensed, approved and cleared by administration. The Academy also has their own selection of vehicles in the event that they have to go out and transport students to the Academy. They also have rentable vehicles in case a student wishes to go out on the town.
Some students are extremely problematic. In response to that, the Detention Center was made on the basement level of the Academy and (usually) the only rules being broken are fighting outside the arena. The Detention Center is three floors worth of large prison cells that have doors like vaults. Each cell is a square metal room with a bed, toilet, shower, and some books to read. What is the most notable feature of the room is how durable it is, and they are made to be extremely hard to break out of. Though, any students who are placed in the cell are given a nullification collar.

Obviously, there has to be a place for the students to sleep and keep their belongings. Divided into two separate buildings by sex, the Student Dorms has to be the largest location in the Domestic-Wing, as it is three floors high, and each age-group gets a different floor. The bottom floor goes to the youngest (10-14), while the middle goes to the teens (15-17), and the uppermost floor goes to the oldest (18+ Students). Every floor is jam-packed with rooms to suit the Students and of course since the Academy promotes interaction between the students, room-mates are a must. So every room is made to hold two-to-four students, but a majority of them holds around two, depending on the spacing demands. Every room comes with a bed, desk (With computer), and a closet for them to safe, along with commodities such as a television set, sofa, computer, and so on. The second floor has a laundry room, and on the first floor there is a shared Lounge which contains games, seats, and is generally a place for the students to relax. On each floor, there are community showers, expertly tiled, and complete with privacy stalls and lockers.
Another recent addition to the Academy is the Recreation Center, in other to give students more to do in their spare time they opened the center. This center is a building made to accommodate a variety of different sports, and activities, and it includes a fully equipped gym and fields for the sports to be played.

Not too far away from the dorms, the Cafeteria is set up much like any other Cafeteria; a large square room with a counter on one side with food and drinks on it and plenty of lunchroom tables scattered all over the room. The Academy serves all types of foods and serves it at all times until midnight. Students come in, eat the finest foods that the academy has to offer, then they are sent on their way.

A medium-sized building off not too far away from the cafeteria and it is another location that was made specifically to be another location for the students to hang out. It's a moody building that is constructed out of a wood and has a moody lighting (Either blue, red, or another color). It has a large circular stage in the center of it, and it's surrounded by tables. Surrounding the tables are booths, built up to give everyone a bit of privacy. Staffed by Students and Teachers in their spare time, The Cafe is basically a restaurant. While people primarily get drinks from here, people can also order finger foods. They aren't free, however students have to pay for them. The stage is sometimes used for scheduled performances by students.

Another truth about the Academy is that plenty of people get injured. Which is why a large hospital was set up. Easily one of the largest sections of the Academy, the Hospital is three floors that are all lined with Patient Rooms, ICUs and ERs. Along with a special section for Power Related problems. The Hospital is staffed by a team of Doctors, Nurses, and Surgeons, ready to serve the students. The Hospital has its own Common Rooms, Lounge, and Cafeteria.

Making up the center of the Domestic Wing is the Garden, and is the prettiest sight in the whole academy. It has plenty of different flowers and other forms of exotic plant life that was imported from all over the world. A location that is set up much like a park, with pathways set up that are surrounded by plants and trees which makes it a great place for a walk. It also has a few small ponds and rivers, which have bridges built over them and has plenty of aquatic plants. Overall, it has an oval shape. It has a glass ceiling over top of it, that is incredibly thick and hard to pierce. It leads into all the other wings, so plenty of people pass through here to get to their destination.
The education of the students is the second most important aspect of the academy, and the Academy offers only the best. The building is several floors of hundreds of different rooms that are usually interchanged throughout the school year to teach different subjects. Each of the classrooms is equipped with a desk and various projectors to provide the best education out there.

The center of independent self-learning, this building is massive and loaded to the brim with what seems to be every book known to man. The tall bookcases tend to form a maze that students can easily get lost in, but the secretaries are always willing to help a student get a book. The library provides a quiet room for club meetings, study groups, and just a quiet place to relax - the library also hosts a computer lab and free usage computers. However, the Library is closed off by students by nightfall.

A special building where certain science courses are taught, it's also a location where technology, medicine, and other such things, are developed by the students. As the Academy is big on contributing to the world at large, it encourages brainy students to develop cutting-edge technology and conduct experiments. However, it's the most secure out of all of the locations in the Academy, and it requires special permission to even get inside.

An essential part of the Academy; the training hall is a set of several different rooms all with the purpose of training students to use their powers. Each room is specialized for a different form of training, one room for Elemental types, another for Super-System types. These rooms aren't all for training powers - it also helps with physical readiness, and training with other forms of combat readiness such as shooting galleries, and so on. Naturally, these rooms are extremely durable, capable of taking a beating without even a dent. Some of these rooms are freely available to be used by the students, others are private, and closed off.

A location where Students come to have friendly duels... and resolve their feuds. The Arena was made for Students to go head-to-head in nonlethal combat, so the Arena is separated into large rooms that have different layouts, with an observation deck far above the action for people to spectate. The combat rooms are made out of the same metal that the Cells in the Detention Center are made out of, it's shiny, smooth, and durable as hell (Enough to take even the strongest attack without a dent). The arena rooms are prepared depending on those who are fighting; if an Elemental-type fight the room will be littered with their element. The standard combat room is an oval-shaped room with plenty of walls for cover. Arena fights can have up to two teams of four, so obviously, Students may go into the arena alone or with friends. Students can challenge each other to the arena - Students can even challenge staff-members, though, there's an unspoken rule against it. Once the challenge has been accepted, both students will register the fight at the front desk before they begin the match. Each Arena fight is overseen by a referee and usually will call off the fight after a winner has been determined, or after the timer runs out. The fights in the arena are not deathmatches, they are non-lethal. In the case of an overly aggressive Student, the fight will be called off, and the aggressor will be placed in the detention center with the other team given the win.

There are people who would rather not fight in the arena, and rather than fight; the Game Stadium has plenty of nonviolent alternatives. From Capture the flag, Obstacle courses, Races, and other activities that are all tests of skill, so the best word for these competitions would be superhuman sports. The Stadium runs much like the Arena; separated into different rooms each with their own purpose and designs, prepared beforehand with supplies to assist with each student's powers. Students can compete alone, or in teams of four, and can challenge anyone. Unlike the Arena, it runs under a stricter set of rules; with the main one being no violent attacks are permitted. Much like other sports, they end once someone wins.

Charity Hills is situated on the northern edge of South Carolina's coast, close to North Carolina. Charity Hills was originally known as the Charity township which was a small community that was farming towns, but since it was a coastal city eventually many businesses came in and the location became a booming large scale. It started with a resort or two, but it really came into being when the many colleges moved in. It's hardly even though for being a farming community, with the very outskirts of the town being farmland. When the city was first booming, the Academy program grabbed the land they could while it was still ripe, and built Academy 003 around it. The city is known for it's beautiful beaches, and many businesses, with many rivers incorporated into the city itself. The city is only a five minute drive away from the Academy, and students are allowed to go into the town long as they are back by sundown. Charity Hills is fairly large, and has a large population - with a small percentage of that population being Metahuman. However sentiment of Metahumans is fairly mixed given the high presence of the Savior Foundation.
Would a Type Green who can share powers between members of a group be too much?
So for instance if you had a guy with superstrenth, a person who could breathe fire, and mr. Share: Superstrength guy would get lesser firebreathing powers. Firebreather would get enhanced strength (but not as much as superstrength guy) Mr. Share would get both, again to a lesser extent than the originals.
Of course, the number of people he can do this exchange with is limited, and the more people are involved, the less power each gets from the others.

As it stands we have no type reds. I was thinking of making one myself, but maybe try going for a less common element? There's like plastic, wood, etc, etc. I even used clothing and paper manipulation at some point and they were the most fun two powers I've used. Of course, there's nothing wrong with good old fire/ice manipulation, either.
I'm thinking of a child of two different elemental types that got the weaker version of both their powers - unless you wanted to use that.

What exactly are the capabilities of a type red, I mean, in terms of how they can manipulate their given element? Different people have different ideas of what elementals are capable of, and if I did go type red, I just want to be sure I'm making something that's acceptable by your standards.

It can be in any way, really. It can be a basic telekinetic control to altering its properties long as you are not too over the top with it.
@Surtr Inc So, I saw that you have a restriction on gravity manipulation. How much bending on that would you be willing to do? If none at all, then may I choose something similar? I mean, I've been leaning towards that area of the spectrum (the whole "attract/repulse people from my personal space" area) and well yeah.
I am really interested in this and I would like to take you up on your offer of throwing a power at me! I agree that it will be an interesting experiment. Plus choosing a powerset is usually what paralyzes me the longest when creating a character.

Well, it depends on the power itself, I'm going to pass if it's complete control over gravity - however, if it's something simple like attraction/repulsion then it's good.
