PersonalityShe's greedy, deceitful, and dreams of a grand future for herself. However, around other people she puts on a caring act and pretends to only care about helping people. Her one goal in life is to get rich and doesn't care if she does it at the cost of strangers.
BackgroundBeryl was born to a rural family of witches, known in the area for helping anyone in need while asking for nothing in return. These values were imparted on her from an early age and she seemed to be on the same path as everyone in her family, at least until the fateful day she visited West City with her parents. The son of a family friend has asked them to exorcise a ghost and Beryl was brought along to learn, but none of that mattered to her, she had been tainted.
From then on she pestered her family about why they didn't live in the city and why they didn't have a hover car and so on. This deeply troubled her parents as she was starting to lose focus on her family's noble goal. Eventually, Beryl stopped mentioning the city and seemed to focus on her training again, but this was only to throw them off her trail. At night she would travel to nearby towns and offer fortune-tellings, seances, and healing crystals for exorbitant prices. Naturally, it was all a scam.
This continued for years until her parents found a driver's license in her room. What followed was an hour long argument that ended in Beryl leaving to live in the city where she would continue to scam people. However, this soon proved to not provide her with enough money for the lifestyle she desired and a new idea hatched in her head. She would enter the World Martial Arts Tournament and scam her way to the top.Weapon & Techniques

TechniquesHypnosis - By locking eyes with her target and making herself heard, she can put the target to sleep. Even though the spell keeps them asleep for some time, a single blow can wake them back up.Teleportation - This spell allows Beryl to transport herself to a location she's seen before. However, she keeps her current facing and if used while moving, the momentum remains.Telekinesis - With this spell, Beryl can not only move objects and people, but prevent the target from moving. However this spell requires her entire focus to affect anything significant.

Well the main weaknesses are she needs mutual eye contact and needs the target to hear her, so it can be resisted by just not looking at her face. I honestly didn't think about the duration since hitting someone or even trying to roll them off the stage would be enough to wake them up.
For the TK, let's go with about 200 pounds for lifting and using it to hold something in place requires dedicated focus, assuming they try to resist.
Finally, she buys the capsules with her hard earned scam money.
@Weird TalesYou're also overthinking it. I said for magicians to pick a theme. If there's a pyromancer, I expect the pyromancer to only use fire-related magic. Commander's character theme seems to be psionics.
