Tobias is really secretive. He's really only gonna team up if you have Magic that he thinks could help him, or if it happens dynamically; like a super fight crashing one of his shows.

That said, he's a pretty loyal guy, so he'll probably answer the call from a friend or former ally.

Yes. I did give an invite to Starfire because CANON and we may or may not have some more people joining because they called dibs beforehand, but other than that the Outlaws are not hiring.
