To actually consolidate (basically be the first one bidding) it is an action it seems. To counter bid that turn though it doesn't seem to be an action

To claim a Domain it requires 1 Action. If you wish to challenge someone with a secret counter bid, it does not require an action.

Someone has proposed to me the possibility of creating a dual race together in the future that could be interesting, basically I spend half the power to make them and they spend the other half.
