I'm also new to the Hunger Games as I haven't read any of the books, just seen the movies but it do not stop you from doing a little bit of a research on your own to prepare yourself and help yourself. All the things I know now is just because of my research so there always is an option. Even if you want, just saying, you can say that your mother won back then but she died, let's say, soon after the games from the injury she got in the final battle and as her only child you have to fill in her shoes this time. In such way you can choose an older hunger games where your characters mother was the victor.

Thanks, I actually like the idea of her mother winning instead, but dying of an injury.. & I'm going to edit in a reason why the father or no one tried to step in and volunteer when Leola's mother was chosen as tribute. Thinking maybe Leola's father was really sick during the time or maybe she WANTED to win for her district, because she felt confident about winning.. dunno yet.

Ah, I see. I'll do some editing in a few, because I'm inspired to add in some things. How would Leola filling in her mother's shoes work though? Would she automatically have to become a tribute or would she still have to be chosen at random regardless of her mother being victor? Not sure how all that works.

If you said that her mother died AFTER her name was Reaped for the 75th games, but BEFORE attending training, then that would probably make the most sense for why they decided to pass the torch on to Leola. Because if her mother had died after the games, logically speaking, there would still be enough Victors in District 1 to have a pool to choose from. District 1 takes their training very seriously, and have won several times if I recall correctly.
