I'll be pulling out Stein as a character, as he exists pretty much solely to be a threat, and be evil. As due to the new rules and mentality it's impossible to impose any negative effects on a player without their explicit permission, he has become useless, and I'll be removing him. All he could be at this point is a source of irritation to others that forms no real threat, and thus of no importance.
you could have him be the bubbly stein that was only mildly interested in dissection and was having a fling with the school nurse :P
