I was sorely disappointed.

I also expected Uncle Ruckus to make an appearance. I too was sorely disappointed. Anyway, shouldn't the NSA have zero control over the mobilisation of the Joes since the Joes are international in scope?

I'd think each national government would have some sort of control over the mobilization of their own internal Joe teams, otherwise they'd never get anything done unless it was an international incident.
