Is it ok if I can manipulate electrons (essentially electricity, however, I want to include making inert objects volatile due to manipulating the electrons as a side effect, which can be controlled to an extent)?

1. Electron manipulation - taking electrons and using them to make electricity and magnetic fields, which in turn can make some objects volatile due to their atomic state and others more stable. Can manipulate the state of the electron to act either as a wave, particle or both (When in state of both, refer to Meltdowner from Toaru series).
2. Alchemist - can change the form of objects, and the atomic states. Alters the number of neutrons and protons in an atom and changes the structure/bonds between atoms. There is a time delay in how long it takes to do this, due to the thought process required to alter the numbers and change the latices/structure. (Can form bonds between hydrogen and oxygen for example for water, or change the shape of metal into a sword.)
