.We want to keep it in the teenage years so somewhere from 13 to 19. I wouldn't go above or below that.

Our technology levels are fairly wide, this is a futuristic city I believe.

Conventional, sort of. The mutations are more of powers then physical appearances.

Personality: Very happy go lucky, and honest almost to the point to bluntness. Wears his heart on his sleeve and is very open to others.
Mutated Power: Tollank was born blind, however he eventually developed a form of echolocation. His body is very attuned to various forms of wavelengths and vibrations. This has given him a very crude form of sight (Think like a combination of Toph from The Last Airbender, and Daredevil of Marvel Comics). His second mutation is a very very refined form of technopathy. His brainwaves match the frequencies that electronic devices. He uses this ability to control his cybernetic arm, and can control simple machines like lights, simple locks, and simple motors. Nothing crazy like controlling computers or anything like that.
