Time had passed.
In the Witch's Realm, a predictable event had begun: the Witch's Assembly.
However, in this, a less predictable event had occurred.
"The Kishin no longer exists."
Erika Schweinborg had elected to address the Assembly without permission to speak, and stood up with an icy expression suitable for her words.
"The current Shinigami has all of the power, but none of the experience or substance."
With regards to the Grand Witch, the Eye of Perception was utilized in addition to Laguz's Requiem, compounded backwards by three hundred years.
"Thus, the strongest being in the world at this time is none other than Grand Witch Mabaa."
"Why then, have we done nothing?"
"Instead of using our power, peace has been brokered with the Shinigami. Peace with the being who runs an institution built for the express purpose of killing our kind. I ask you, are we evil? Do we deserve to have a race raised like cattle to slaughter us simply on the grounds of existing? These meisters and weapons kill just as much as any of us do, slaughtering witches whether they be ancients from millennia past or mere children who have only uttered their first words."
"I have never killed an innocent. I've only ever killed meisters and weapons, I've only ever killed other murderers. We've been hunted by them for sport. If they saw a child witch, a girl barely able to control her magic, they would kill her just because he was a witch, because their leader said so. And even then, even we are evil just because of what we were born as, it doesn't matter."
"I ask you, is this just?"
"We were resigned to the shadows, lurking in the backdrop and forced to defend our livelihood against the onslaught of weapons bred to kill us, because we could not fight the oppression of the Shinigami. But times have changed! The current Shinigami is inferior to the old one, the force that kept us at bay is no more! And yet, we remain in the shadows, doing naught but struggling to live while the weapons and meisters that are trained develop ever-more effective methods of slaughter. Look around, my fellow witches! Look at the users of magic who stand here today! Even one of us is a force that requires the Shinigami's forces to use their full might against! Against all of us, against our combined magic, Death City would not last a day."
"So why then, why have we not attacked? Why have we not struck back for the oppression we were forced under, why have we not torn down the regime that prides itself on slaughtering us and our children? The answer is simple: cowardice. A lack of willingness to change the order, a lack of surety that we can, a lack of passion to help all witches work towards a better future."
"Now, I am sure all of you are curious as to why I've said all this without so much as a motion to speak, so allow me to explain. I will not allow this travesty to continue for one day more. I will tear down the Shinigami's system by my own hands if I must, but before I do so I wish to have you, my fellow witches, work with me to move towards this future. And it is for that reason..."
A brief use of Devil's Maze to teleport up to the seat of Mabaa, a pointing of a finger at the witch who led the Assembly.

By my will, and by your cowardice to challenge the institution of the Shinigami, I, Erika Heinrich Schweinborg, First Witch of Man, challenge you to single combat.
