Ah, finally, I can load the site. Anyway, I don't think it is too coincidental that a lot of people are meeting up in the tavern. It is a place where people tend to gather, after all. For the stamina draining spell, I do believe being able to instantly incapacitate anyone like that at any time would be overpowered, but there are a few things that can limit it. For one, if you could only cast the strongest version of the spell through touch, then it limits the times where you could use it. Another limiting factor could be magicka cost. Only a very strong version could immediately knock someone out, which would be quite draining. Outside of combat, it wouldn't really matter, but in combat, you have to be a lot more conservative with magicka, so it wouldn't be practical to use the strongest version in a lot of situations. The target was also a young boy, instead of a physically conditioned fighter, so there is that to consider. It would still be quite useful though, even if you're just exhausting them instead of immediately knocking them out, as my latest post demonstrated.
