God's Tears don't really have a sector. They have a hideout, which is well hidden, and they have spies in every part of the city besides Apollyon's domain (Which is nigh impossible to infiltrate). They don't really control any part of the city, they just kinda manipulate it all from behind the scenes.
Furthermore, I think Fear should have at least a puppet government.

Power(s): unknown, although he's been known to work with gas.
Item(s): Gas mask. Has access to a variety of assassination weaponry such as snipers, knives, RPGs, tanks, and really whatever he wants. Kami'll pay for it.
Backstory: Like Kami, Wiper is a mutant from the RadioActivity zone, where the Green Plague started. This plague was caused by a government experiment gone wrong, which would cause a person to become radioactive, and die rapidly. The area was quarentined, and within weeks all that was left was those that had been mutated into horrifying monsters with superpowers. Kami is probably the only survivor who looks completely human, and rumors are that she came out more beautiful than she went in.
Personality: Direct, protective, and silent, Wiper is ruthless in his methods, and completely loyal to Kami. It would gladly sacrifice itself for her, and is one of ther most feared weapons.
Crush/Relationship: Seems to have some kind of adoration for Kami
Other: Nobody knows what Wiper looks like.

So Kami is a puppet master while Aisyle is a conductor. The meeting would be fun to wright since all our characters have a back round with each other in the mirror world. Also if the meetings do happen, I don't think that Apollyon should ever be the food guy, unless you don't mind Kami eating human flesh.
Also I think I decided on Aisyle's appearance...

hmm.... A for hire group that takes care of people's problems, for example a local gang wants to destroy their rivals, Fault would be hired to do this but instead of using brute force they set up small unrelated incidents that ultimately lead to the groups demise. It would look like bad luck or internal issues tore the gang apart. The group is divided into a hierarchy of a sort, at the bottom are extras (they follow the orders of the maestros), above them are the gatherers (they collect information about jobs among other things and find people who need Fault's 'assistance'), the Maestros are the planners (there are about 6 to 8 of them and they make the magic happen), Aisyle himself does whatever he wants.

Aisyle got kidnapped..... *defiant glare* this won't last long so enjoy it while you can...

Here in Fear, morality doesn't matter. Might makes right after all...

Fear reminds me a lot of the Infernal Tokyo from SMT IV, which is an alternate reality Tokyo ruled by the ideals of Chaos. Everyone fights each other for dominance, and the "kings" of certain areas don't attack each other simply because they already know of their power and respect them because of that.

I think that Apollyon's sector could be Fear's "jail" sector where punishments, tortures, and trials are carried out. Also the place to contact if you just want to utterly destroy a place head on, without subtleties and stuff.

I think that quite possibly, this dimensions Appolyon is a demon that felt like taking over Fear. From what I've seen, he's the only group the government would actively oppose. The threat of them bombing Appolyon's area should be what prevents him from just taking over Fear through brute force. The government can't afford to attack Appolyin, and Appolyon can't afford to expand his domain.

That's.... That's actually something I was looking for. I needed an explanation as to why Apollyon only stuck to a specific sector instead of expanding it. Thanks.
So then, after the two came to an agreement, the government decides to make Apollyon's area the trial and punishment area, and also the "screw you have fun dealing with tons of demons and soldiers overrunning your place" place to contact.

Abaddon and Fear Kami meeting will be interesting to see play out!

Also, for the Carnage thing... I dunno. Rancor or something.

Yep. A simple uneasy truce. However, Appolyon has to be careful. While he has more of a reputation than the other crime lords, his lack of subtelty means that he has to avoid the red tape a little. The government can't let a convoy of demons and soldiers trek through the city to hit a target. Mostly, he'd have to make it at least a little subtle.
