Kami isn't mind-controlling everyone. She's mind-controlled all governments, world-wide, which in total is less than 1.000 people. Now, Kami's mind-control is different from most mind control in that it cannot be undone. Basically, she takes your personality, breaks it, and inserts absolute obedience. Effectively, she's spent years slowly slipping more and more of her slaves into governments and important locations. For example, the pope would be a prime target, as he has a lot of influence. Slowly, God's Tears gained influence around the world, stabilizing her reputation. The only place she was feared, ironically, was Fear. The inhabitants of Fear would never listen to any form of government, which is why she had to resort to mind-controlling the city by spreading her influence over the entire city. However, this could only be done by combining Wiper's power with Kami's, although just how this works I would prefer to keep veiled in mystery.Also, as to the plot, Kami didn't need any help taking over the world. Like she said to Appolyon, if taking over the world of Fear had been her only goal, she would have simply killed Appolyon. However, she wants to take over the world of Hope as well, and as she doesn't have nearly the same amount of influence in Hope, she'll need to resort to brute force to take down the heroes who would oppose her invasion. While I'm not spoiling Kami's plan, I'll spoil that it's a good one.If anyone thinks Kami is OP, or that my actions should somehow be changed, please tell me, and I'll make the necessary adaptions, although I'll most likely attempt to convince you of my point of view first.
