Most of the timelords are going to be bait. They are going to take the Ravecs to the center of the city, then the weeping angel time agency guy is going to use Paris' wiring to trap them in an electromagnetic net, then we'll use the TARDISes to fly them back home, and you can either be bait or you can fly them home in your TARDIS
