I thought "Sannin" was just a title given to three individuals for beng regarded as the greatest shinobi of their generation? The Empire already has incredibly powerful shinobi. Why not have them gain the title via RP, like...you can't start out as a Sannin.

The summons of Orochimaru, Tsunade, and Jiraiya did little to inspire 'Sannin' as a title. You don't need 'Sannin' as a title to be powerful AND have techniques that use special summons. Hanzo gave that to them because they were an incredible team and pretty much unmatched in their entire generation. It was a stalemate in favor of Hanzo, but Hanzo was that generations Itachi, not literally of course, but in terms of hype.

I don't know who'd willingly give the title 'Sannin' to people trying to take over the entire world rather than protect their village. Title obsession is a little crazy right now...

@Chev, I don't know anything about safe houses, I'm not really using them. Interact with people or prepare on your own.

Which sucks as well, but that doesn't make them Sannin. Yes, they are Sages, thus rather powerful, but the Empire has Sage potentials as well as Sannin potentials. I say, let the Rebels have their Sages and let the Empire have their Sage/Sannin potentials. They'll get their due recognition and titles via battles and character interactions within the RP, as it should be.

Though, I must add: if Ra can't fight, then neither should Heihachi aka Heihachirama since he technically out ranks her. This way, both factions have their "Boogeyman".

The funny thing is she's a chuunin, which she earned via her being clever and also being four years (or so) the senior to the rest of the contestants in the chuunin exam. She did that by choice, as she was waiting for people she deemed challenging enough. If she were jounin you would need to be far more impressed/terrified xD
