The following is a continuation of Von Bismarck's address to the Federal Diet

"I remind you, German Brothers, that Austria has signed the Treaty of Constantinople, which France, unlike Great Britain, has not withdrawn from. Austria has already proven itself willing to violate Articles 9 and 10 of our constitution. It was willing to place the interests of a hollow, broken state above Germany's.

Now, Austria is in a desperate position. With only one very weak ally, it faces significant threats from the north, west, east, and sea. It must defend three fronts and quell any Slavic uprisings. Gentlemen, this it cannot do.

You may be asking 'Why, then? Why would Austria commit to such a foolish war it can only lose?' I hereby submit that Austria is counting on a guarantor to balance out the war and come to its rescue.

Recall France, whom Austria would refuse to denounce as an enemy. When I demanded of the Austrians if they would defend any German State attacked by the French, they would not give me a straight answer. France is obligated under Constantinople, which it has not renounced, to aid Austria.

But what could France truly want that could get it to enter a war where it must defend nearly it's entire border? To answer that, we must look at the situation from Austria's perspective.

Austria sees a Germany slowly slipping away from it. With each year more of us German states join the Zollverein, which Austria refused to join. It sees an Italian peninsula it has no real prospects of holding. It recognizes that without an ally, the storied Habsburg monarchy, under tremendous pressure, internally and externally, will collapse.

Its first pact with Mephistopheles saw it guarantee the single biggest oppressor of Christians in the world, all in the name of ensuring a broader front on the Russians.

It quickly discovered that while the Russian problem had been somewhat ameliorated, Prussia and Italy remained. Therefore it established a pact with Beelzebub, the French.

Here is where I must speculate, albeit I consider it obvious. France has always wanted the left bank of the Rhine. Bonaparte took it, Thiers threatened war over it. How fortunate for Austria! It can pay for France's services with that which it does not own! The Bavarian Palatinate, Prussia's Rhine province, Cologne, all these Germans to be put under French rule so the Habsburgs can keep their silly empire.

I ask you, to stand with Germany against the French! Join with Prussia, or if you find my conclusions unbelievable, remain neutral with your armies raised in as far a western location as is within your political jurisdiction, so that when the French come, you will be ready."

"I believe I am as shocked as everyone to see the cunning ways oof the Europeans nations to dominate the entire world, in a way that only compares to their past as sea-faring slaver-holders in the name of God and expansionism; of course, we are glad that South America and some parts of Central America nad the Caribbean have been spared from the fate of falling into a nation handled by madmen, be it Spain with their puppet in the island of Hispanola, waging conflict against the Haitians or any other of those kingdoms that have fallen into a spiral of war, made by their own hand. This only serves to reinforced the exposition of the treacherous European sentiment against the rest of the world.

And what bothers me most is their use of the name of our Lord for justification of a just war, as they would call it. As a spectator who looks apalled to the Old World, which crumbles under the thirst of power its rulers have (let us not forget old Victoria), I call for the only thing a rational man that holds no hatred against other peoples, peace. Now, whether the European mind can understand this concept of not holding a weapon behind their backs as they sign treaties that promise an utopic state of affairs is to be seen, although history proves otherwise. Cloak and dagger is the European way, gentlemen, drawing arbitrary frontiers on a map without holding control of any territories is just a show of vanity on their part. Who would hold the mighty East or the brothers of the Union back? The Europeans had to retreat because they were about to destroy each other, a prophecy of what may happen. And who will pick up the pieces of a broken world? The man who desires peace. The man who tamed a wild land. The man who seeks Paradise on God's Earth, as deep in a wild enviroment as it may be.

In other words, the American man, who populated a continent to seek happiness, not handling continuous conflict against his so-called brothers.

And, with these final words, I accept Dom Pedro's kind invitation to a conference in Rio. It is only through cooperation and understanding, not underhanded deals that remain unseen, that civilization can be built. Otherwise, man would be long dead.

And I also call, for a pan-American conference, not only for the brothers of the rightly liberated South America, but for all of the Americas, at the bridge that unites our people. Panama. Whenever possible, I call for a conference in Panama City, a great jewel that thrives on commerce and is surrounded by the mists of lands unexploited. I extend this invitation to the rightful government of the Union, to Mexico, Argentina, Brazil and whichever nation from America sees itself free from the disease of hatred for one another."

The Formation of the Eternal Vigil






Article I - From this date henceforth, the Empire of the Great Qing and Japan shall recognise one another as equal and sovereign nations, between which friendship and trust shall exist eternally.
Section I - The Ryukyu Kingdom's tributary status with the Great Qing shall come to an end, and underneath its status as a vassal to the Satsuma Domain shall be reconfigured into the Ryukyu Domain; the Great Qing shall recognise the incorporation of Ryukyu into Japan.
Section II - The Kingdom of Joseon shall remain as a loyal vassal of the Great Qing; Japan shall recognise the Great Qing's eternal suzerainty over each of its vassals.
Section III - Japan shall recognise Formosa and the Diaoyu Islands as the indisputable territories of the Great Qing; the Great Qing shall recognise the Liancourt rocks and the Tsushima Islands as the indisputable territories of Japan;
Section IV - Japan shall establish foreign relations with Joseon; the Great Qing shall establish a consulate in the Ryukyu Domain.


Article II - The signatories of this treaty shall commence and maintain a military alliance with one another. The military alliance requires the signatories of the treaty to provide military support and assistance towards other signatories in the event of an attack upon a signatory.
Section I - During times of war, members of the alliance shall be allowed to freely traverse through and station military soldiers in one another's territory.
Section II - Signatories promise not to enter into separate agreements with other powers to the prejudice of this alliance.
Section III - In a sign of friendship and trust, the Great Qing shall gift the Japanese navy with one transport junk in order to facilitate Japanese travel through the high seas


Article III - The signatories of this treaty shall freely open up their ports and markets and shall grant one other favourable trading conditions. Citizens shall be allowed unimpeded trade and business throughout the territory of each signatory.

Article IV - The signatories promise to communicate frankly and fully with each other when any of their interests no matter the area may be in jeopardy.

We are thankful Mr. Ospina is going to the conference in Rio, and we shall return the favorite as we're going to the pan-American conference in Panama City. I hope that one day, the countries for the Old World are out of our landmasses and out of the New World.

As for the Civil War in the Americans, we are hopeful that it ends soon but it looks like a long time until the end comes. But, I hope that what we are doing helps out the Union so much. We're dropping the recognition of the Confederate States of America as an independent country and now supporting the United States' campaign to end the Civil War. I also wise for the Union to know that we are planning to support them by sending supplies with the help of the Grenadine Confederation. And, we are planning to send General José Luís Mena Barreto and his bodyguard down to the America to overlook the battles, that you'll fight with the South. That's if you accept our offers.

Dear Emperor Pedro II, King of Brazil,

Our hearts are gladdened that you have changed your mind about embargoing Europe and breaching the terms of agreement in our trade pact. We praise God that you have gone down the rational path. In addition, we have some good news. We have received word that our merchants are on their way and might even be in Brazilian ports as we speak. Please welcome our kinsmen and treat them with the uttermost respect. May this trade be blessed and prosperous!

On the matter of the recent declarations of war on the European Continent, our hearts are heavily burdened for several reasons. The first cause of burden in our hearts is in fact the war that has just been announced in Europe. For how much talk of "peace" that had been floating around the courts and embassies of our nations, it is quite unfortunate that we have to turn to violence as a means to "solve" our issues. We, as Europeans, consider ourselves as the most civilized and sophisticated race on this planet, but are we really fooling ourselves? We, as Christians, consider ourselves as the beacon of truth and justice, but is this really true? If we are so "civilized" and "sophisticated" and “righteous”, why do we keep resorting to wars in order to resolve conflicts? Are we more civilized than the rest of the world?

We understand that the true terms of the Treaty of Constantinople have vexed the non-signatory nations of Europe and even the whole world. The signatories of the Treaty of Constantinople has shown that they have no integrity because they withheld crucial information from the rest of Europe and the whole world. All of them have sinned by agreeing that this Treaty was a good idea. That it was right to allow the signatories virtually full control over other sovereign nations.

To the non-signatory nations who have sided with Prussia and Russia. We hope you are content with your decision. Even though Prussia revealed to the world the true articles of the Treaty of Constantinople, they too still retain the stain of that treaty. While they might not have technically violated the clauses of the ToC, the Prussians still abused it toward their own advantage and once it had no more use for them, they tossed it away. How certain are you that they will not do the same to you?

We hope that the belligerents in this conflict feel that their cause justifies the imminent destruction of countless lives. Obviously killing is the only way Europeans will listen to one another. Unfortunately, we do not seeing this war solving anything and in fact it will only make things worse. The losing side of this war, whichever side it shall be, will only kindle their anger and hatred for the other side as that side triumphs over the first. Too harsh reparations will only foster further animosity. We only wished that some peaceful solution could have been found.

What else grieves us is a death. A death of a dear friend of mine. Frederick VII, King of Denmark and Duke of Schleswig, passed away this past week, on November 15th in 1863rd year of the Lord. While there were those who supported to place either my brother Oscar or me on the thrown of Denmark, I have decided to refuse these succession claims. The late King Frederick asked of me to keep Denmark a sovereign nation when that nation agreed to form the Scandinavian Commonwealth and I shall keep this promise by supporting Christian IX as the next King of Denmark. While we have not seen eye-to-eye on several issues, I feel that honoring the late king’s request was the right thing to do.

Now onto the war. Since we do not see an obvious side to support, as both sides have already been stained by the Treaty of Constantinople, after due diligence, the Scandinavian Commonwealth, composing of both the United Kingdoms of Sweden and Norway and the Kingdom of Denmark, including her dependents, shall remain neutral. There is nothing for us to gain from entering this war except death and destruction. Both Sweden and Denmark still have vivid memories of territories and provinces that have been stripped away from us because of our participation in wars in the past.

Furthermore, we shall respect our Non-Aggression Pacts that we so happen to have with almost all the combatants. If we should have entered into this war, either we or those who have signed these treaties would have to break the terms of agreement detailed in each individual document, unless somehow we all agreed to uphold despite our open hostilities toward other nations. Therefore, we would like to remind Russia, Italy, Spain, Austria, and the Ottoman Empire that our Non-Aggression Pacts are still in effect and we hope that no open hostilities will arise between our states. We only wish to be left alone.

Finally, we would like to announce that we will be using the Empire of Brazil’s idea of declaring the Scandinavian Commonwealth as a sanctuary to all those who wish to escape the coming death that shall occur in Europe. Since the recent passing of a bill that declared that all religions, not only the Church of Sweden, are permissible, we ask no one to fear coming because of religious persecution. All creeds are welcome in the Scandinavian Commonwealth. We will welcome all our Christian Brothers with open arms.

The Kyoto Agreement


Article I - The United States of America, having assisted the noble Japanese people in taking their rightful place on the world stage, pledges friendship and economic assistance to the Empire of Japan in the form of prosperous trade and designating Japan with "Most Favored Nation" status.

Events of the World: 1863


Europe
The new government of the Republic of Great Britain did not treat the uprisings lightly. Hoping to end them as soon as possible, troops were mobilised and sent to stop the revolutionaries. In the Home Isles, arrests of the old nobility cut off funding and supplies to the Marxists, who quickly ceased. In Ireland, things were bloodier, but the fighting there also ceased, although it threatened to spark up again at the slightest provocation. In India, experience learned in the previous uprising made this one quicker to put down. However, a side effect was that, due to a number of revolutionaries coming from inside Indian army divisions, military commands back in London were unwilling to trust any Indian regiments.

The British Army decided that in order to protect Britain, the army must be expanded. Using nationalism and incentives, the size of the army quickly met its target of recruiting 100,000 new troops. However, training them would be a slow progress. Military factories also began a project to improve the quality of their rifles.

Russian traders also visited Sweden, and although the Swedish government was reluctant to trade with a warring nation, as it might threaten their neutrality, it didn’t stop entrepreneurs from going below the board.

The costs were astronomical, but the government ploughed on, deciding that victory was more important. The amount of vessels being produced had the unintended effect of sparking a rise of the steel industry in the Empire.

Many were sceptical at whether the Greek navy, which currently had only 3 warships, none of them steam-powered, had the infrastructure to run such a vessel. However, as the new ship Hellas was launched, it was hailed as a success, with observers quoting “it would sail straight for Constantinople”

In 1863, Spain launched an invasion of the tiny independent nation of Andorra. With almost insignificant opposition, the invasion was over quickly, leaving Spain in control.

The Spanish army lagged far behind that of the rest of Europe. To try and tackle this, reforms were conducted by the Spanish officers. It was expensive, but eventually a success.

Sherman once again tried to take Atlanta, this time with an army of 140,000 at his back. Lee, now reinforced by an additional 40,000, launched raids at Sherman as he marched, before choosing his field carefully to defend Atlanta. A brilliant strategy gave the Confederates the early advantage, but Sherman’s quick reactions and superior numbers kept Lee on his toes. The fighting was fierce and casualties heavy on both sides, but eventually Sherman was forced to withdraw, leaving Atlanta still in Confederate hands.

Late in the year, the Union once again launched an attack on the Confederate port of New Orleans, in an attempt to finally complete the blockade. Admiral David Farragut with a fleet of 1 Iron clad, 7 ships-of-the-line, 15 screw frigates, and 12 sail frigates sailed into New Orleans harbour and engaged the Confederate fleet. The fighting was fierce, but Union sailors had learned from their previous attempt and did not fall for the same ambushes. Eventually, hoping to preserve the remainder of the fleet, the Confederate commander withdrew his vessels further up the Mississippi. Although the city was still in Confederate hands, no vessels could escape its harbour, and the CSA finally came under a full blockade.

The Mexican government, to try and promote growth in their agriculture, tax incentives were offered to anyone who invested in modern agricultural or fishing techniques.

"It is with great joy I am boosted forward by my peers, all members of the Conservative party, who have fought bravely against the rebellion caused by a bloodthirsty general. Nevertheless, I commend the current president, Don Mariano Ospina, for his amazing work at handling the art of combat and politics and for guiding us through the perilious battlefields that saw men die. It has been a long year of developement and peace in this nation, democratic by essence and by matter. It is, as such, that I denounce the Liberal candidate, once forgiven for his crimes comitted against the State of Colombia.

The government had chosen to only execute those in charge of the rebellion in the South, for they were the masterminds that sent feeble men with no conscience of their actions to a sure death, however, we obeyed our Constitution, that one which contained one of the arguments for the Federalist rebellion, which responded to rational measures taken in the first years of President Ospina's election. And we obey this Constitution today, letting all political participation be seen across our territories.

Juan José Nieto, Liberal candidate, did nothing but to charge with weapons raised against the authority of civil government, which was established democratically. With him, just a few hundred men who were doubtful of his sanity walked into a humilliating defeat after they tried to form an insurrection in the Northern provinces, where civility still reigned.

I come from Panamá, ladies and gentlemen, and as far as we are from Bogotá, we are proud Conservatives; I've worked most of my life distributing the light of recent events that happen across the world, on my home province. Province that, as we speak, develops thanks to the Conservative government, with significant development in its rails and ports. The United States citizens living in Panamá are a proof of the potential it has as a commercial area. Yet however, it requires the strength of a united central government who knows how to handle and distribute resources correctly to bring this development, not only to Panamá, but to all of Colombia. And this is what the Conservatives offer. The Liberals have every right to act through democratic means, not by raising their muskets and calling for conquest of their own brother's territories.

We fight for the right of men to be free, as clearly shown by our willing act supporting liberty on all of its spheres, that of sending men who willingly signed up to a fight far from our land but dear to the hearts of all men who do not want to be subjugated to arbitrary power over their lives. Or do you wish for the men who react with violence to restrict with the very tool, nay, weapon they use for their actions?

As this election starts, I hope you vote for the right person to hold the Presidency. The one to represent Colombia in the various conferences taking place across the Americas to discuss our affairs, to bring more wealth to your lives, is at your hand."

Since the Civil War began, we haven't shown support for the United States over the rebels; but, that is going to change. After all, the United States was the first country to recognize our independence. Article I - Peace, friendship, and good faith shall henceforth exist between the people for Empire of Brazil and the United States of America.

Article II - A trade agreement shall be exist and be place on this treaty.

Section I - Empire of Brazil will provide coffee beans, bananas, and other miscellaneous items that makes up the Empire of Brazil's exports; while the United States will provide military training and teachers and scholars to teach in Brazilian schools and universities, and to pass expertise onto their Brazilian counterparts.

Section II - If either Empire of Brazil or The United States of America want to cancel it, the other nation must be known about it a year before it cancels.

Section III - Only during the Civil War, that Empire of Brazil will provide weapons to the United States of America. After the Civil War is over, the trading of weapons will stop and the trade agreement will be still going.

Article III - The Empire of Brazil and The United States of America shall go into a non-aggression pact ensuring that neither will perform any acts of aggression.

Article IV - If either Empire of Brazil or The United States of America goes to war, the trade agreement shall still keep going with each other until it is cancel.

Excerpt from an address to the nation delivered by Pedro Santana, Great Emancipator, Liberator of the Nation, Governor-General of Santo Domingo, and President of the Dominican Republic


Fellow compatriots, it should come to no great surprise that President Mariano Ospina of the Confederación Granadina is not only a liar, but also a hypocrite; a regular Judas in filthy rags. When not decrying unconfirmed ills supposedly perpetuated by Mother Spain, Ospina is content in whoring his kinfolk out to Yankee and Brazilian imperialists; his lack of dignity about the aforementioned process frankly makes me keel over in painful convulsions.

Having greedily sucked the tit of the wretched Simón Bolívar dry Ospina repaid the favor by driving the man to his death; while, I Pedro Santana a loyal subject of the Spanish Crown have no love for General Bolívar, he at least deserved to die honorably rather than be poisoned by New Granada traitors. To expound further there is no doubt that in my mind that Ospina was in fact behind the dastardly plot to kill his former mentor; it is well established that repaying cruelty with cruelty is the modus operandi of the black hearted.

Ospina and those of his ilk would like to collectively force us under the bloody hatchet of the Haitians once again and for that I curse them…right now my voice echoes throughout the halls of Paradise and will bring down angels of divine justice against those that wish to do this great nation or Mother Spain harm…

"Watch as the man who reigns over an island who hates his presence unleashes personal attacks against one who understands the idea of freedom, and doesn't regurgitate insults as a parrot from Hispaniola would. A man who also decries Imperialism by Republics that haven't unjustly expanded far from their homes, who are products of Imperialism from nations such as Spain. And he, a delusional man who situates himself in the top of the world guarded by the shield of a nation at war, spews hate from the very part of an Empire that subjugates people from the far lands of Asia to the mighty Africa, not to mention the peoples within their own country. Must I remind Mr. Santana of Catalonia and their people? If he calls himself a true Spaniard, let him go fight in the war his nation is waging against other Europeans, not cower in a corner of the Caribbean where he can swing the presence of the Spanish nation around.

On the matter of Bolívar; it is known that he violated his own principles at one point, by turning all administrative functions upon his own power, perhaps in a temporary fit of madness that plagued him. It is known that in due time, he repented, but alas, it was far too late. His search for power to consolidate the Gran Colombia backfired upon the Libertador, dividing the brothers who once stood together. And once he regained his reasoning, he attempted to fix it with the Constitution of 1831; but once again, time was his enemy. Perhaps the disease of madness that plagued General Bolívar, in a temporary manner, has taken Mr. Santana, a tyrant, in a less forgiving manner. Let us pray for him to recover and for his people to avoid suffering.

He's just a ridiculous puppet who will fall, as tyrants do when they repress the freedom of individuals. Just give it time, gentlemen, perhaps his many titles will crush him."

People of Russia! As i watch I noticed that their work team was short several people I asked their foreman where those men were he told me they had left to the Mosque to do their daily prayers leaving the true and pure Russians to slave away to make up for their absence! It made me realize that this poor group of boatmen embodied the hardships that all other Russians are facing for too long our nation has had to carry the great burden of the lazy Muslims who seek to do nothing but feed off the hard work of the Pure Slavic people! As such I offering refuge for any Christians of Muslim countries who seek safety from the Muslim hordes and as such I shall begin to take measures to protect my own Russian citizens from the Muslim scourge and stop them from further feeding off the success of the Superior Slavic peoples! These measures shall be extreme but are needed to rid our grand empire of the Muslim rats!

"My dearest brothers and sisters, I wish to commend every single one of you for the trials you have faced during this time of Civil unrest. Our brothers and allies the French...have moved to assist the Austrians and Ottomans. And they have asked us for help.

I stated in a previous address that we were done with affairs on the Continent. And though my heart goes out to our allies the French, I was determined to say no. However though it seems that we have washed our hands of the affairs of Europe, it has not washed it's hands of us! I would like to read to you a letter found in the home of Karl Marx, the leader of the Rebellion,

'To our brother Karl Marx,

We applaud your efforts in moving against the new government of the United Kingdom and ask that you would continue. Maintain your rebellion and you may rest assured that assistance will be on the way as soon as we are done with France. We ask that you continue working with the 'British Aristocrats' until such a time that our soldiers can depose of them. Rest assured Mr. Marx, that when the United Republic is finished; that you will be amply rewarded. We support your cause.'


This letter my brethren was written in GERMAN! The Prussian dogs planned to assist the rebellion and take our Land! They may preach German unification, but they truly desire European Unification under the Prussian banner! Will we let this act of evil stand uncontested? Will we let this blatant attack against our Nation stand? Englishmen! Ready yourselves! For the United Republic marches to War against Prussia and her allies!

To France, To Austria, To the Ottomans, we will stand with you and we will see the Dutch a shell of ineptitude. We will make the Greeks cower like dogs! We will make the Spaniards eat the dirt of their own land! We will make Italia quake in their boots at the mere mention of our soldiers! We will make Russia bow beneath the weight of our guns! And we will humiliate Prussia with every step we take towards Berlin!

The United Republic of Great Britain Cancels all treaties with the Prussian Empire and her Allies. We declare ourselves to be in open Hostilities with them all. Onward my Countrymen! Make the dogs howl!
