In a world uninhabited by humans, Pokemon have evolved their towns into cities, along with the creation of electrical technology. Within a relatively short period of time, most Pokemon evolved into a bipedal form, as to more easily get around the new surroundings. The species that didn't adapt simply didn't need to; birds and bugs got around fine, and denizens of water generally lived in their own aquatic society.
In short, Pokemon have rapidly evolved both their civilizations and physical appearances to something similar to that of humans. They have little need for schools, as they can learn new things near instantaneously. There are jobs and, albeit less commonly used than the human equivalent, even a military force. However, there are still the same issues as before: crimes and even the occasional Mystery Dungeon appears.
