Basically, I was thinking of a character whose 'wand' is, for whatever reason, her hair. Thus, due to her alignment with earth and light, her hair and eyes are of a radiantly sparkling diamond. Something like that, at least.

Well, enchanting wands just puts a power into them (in that thought). If her hair and eyes were to sparkle like that, it would be a curse. Mother was angry one time perhaps? Maybe it only appears like that every now and then because of said curse.
