Nation tiers. Where you stand is decided not alone by how powerful your country actually is, but also by much of a footprint you leave in international relations and how capable your country is of projecting power, by land or by sea. Tier V is reserved for the uncivilised that aren't the Chinese beast and countries that do not control their foreign affairs.
Tier I: Britain, France, Germany, Russia.
Tier II: US, Austria, Italy, Japan.
Tier III: Spain, Brazil, China, Netherlands.
Tier IV: Belgium, Bulgaria, Greece, Ottoman Empire, Portugal, Romania, Serbia.
Tier V: Afghanistan, Canada, Persia, South Africa.
Tier I gets two NFs, two normal orders, four war orders, and a treaty order.
Tier II gets an NF, three normal orders, and four war orders.
Tier III gets an NF, two normal orders, and three war orders.
Tier IV gets an NF, a normal order, and two war orders.
Tier V gets two normal orders and two war orders.
