It’s common for some of the people of the IA. Some races have a predisposition for magic, some naturally have unbelievable physical abilities, and there are a couple who just get blessed with it, as it happens.

No other way to do it. Normal kids can get unruly, but then you give them something that makes them feel powerful, and, well... It’s difficult to quell that feeling.
