Huzzah! I just came up with the perfect reason for why Maddie isn't just using the Pages to poof Shinji away: Precision. At that speed and with the monster grabbing Shinji and all that, if she doesn't do it just right she might accidentally leave some important particles.

In all seriousness though, it's all about historical context. For example, people in my class were bagging on men in the 30s for being mysoginistic, when they don't realize that it's how they were raised and how it was viewed at the time.

It's the closest I could get to describing it accurately and quickly, since "full arm gun" doesn't really describe how it looks. Since I'm more free now though, I can go back and edit a picture or description into the actual post if you want.
