Not really that. It's basically when you have a reaction where charge is just altered in general, and you have to balance both the number of atoms and the charge on both sides.

I'm a scientist. Treating English as a science works perfectly fine for me. =P Although opinions are subjective so it's silly to argue about them.

They can, but they don't have to. I'm one who particularly doesn't like Biology, and is indifferent when it cones to Meteorology.
