It absolutely is. They failed miserably at making it, although what else do you think will happen when the chairman was once a telecommunications lobbyist? Do you think you could check it over for bias?

There's no bias in something that's inherently a bad thing. That's like saying you have to analyze the holocaust without bias.

The report is about the different viewpoints of what to do to stop the regulations, not whether they're bad or not. =P
