Ahh... That sounds fairly plausible too. And it certainly makes defense of the inner city fairly easy to plan. A) How many gates to the inner city? B) How tall walls? C) Any overhanging battlements, moat or anything like that?
D) By the way, roughly how large is the population of the city? E) How large portion in Fortress/inner city/outer city?
F) Are there any secret tunnels leading from the fortress or inner city outside (either all the way outside or to the outer city)?
G) We presume the inner city walls are well-maintained? H) Might at least some part of the fortress hail back to the days of the old kingdom? Its not unusual for fortresses to be built in the same places many times, especially if there are (for example) strong foundations remaining.
I) What sort of terrain does the city lie in? is it all flat, or are there hills or even cliffs?
Some of these answers will be arbitrary.
A) Four, facing the cardinal directions.

C) There a eight towers at regularly spaced intervals on the inner wall, perhaps mounted with ballista. No moat.
D) Uhhh, 20,000+?
E) The Inner City accounts for roughly 1/4th of the total city (So Willy, your map is disproportionate.) The Palace/Keep is 1/3rd of that.

H) Yes, the foundation stones. The rest was rebuilt during a century long occupation by the (now disbanded) Oragossi Dominion.
I) The Outer city is mostly flat, with the elevation decreasing as you go outwards. The Inner City was built over higher ground, the elevation was partially artificially created by the Oragossi who expanded the Inner City. They have a wealth of knowledge regarding earth moving and geography stuff.
