These mini bosses were far harder then the level boss, it was put to keep lower floors interesting for higher level players to make the game more dynamic and long-lasting. Hell, if the game hadn't imprison the bunch it would probably have been done within a year, because of the absence of the emotional toll the game took and the lack of dieing permanently, the game would have needed such distractions to be dynamic and long-lasting.
