Red's Scythe from RWBY is quite effective.

Scythes suck in combat unless you're in an over the top anime or cartoons with fans who like dark stuff representing death (SCYTHES).

However this one is actually useful. :D

Ok, here she is. I tried to provide sufficient limitations and personality changes to balance the power and its sub traits

(given)Name: Valdis (Goes by Val or Dis as a nickname)

age: 22

alias: Lich Queen

subject number: 023

Appearance: Valdis stands at about 6'0" and is built quite slim. Due to the operations, her skin has been rendered an ashen, slightly gray pale tone. Her lips are almost pure white and her hair has gained a slight red tint, as if she had been dead for a good deal of time. The red tint caused her hair to turn a bright copper color. Her fingernails and toenails have obtained the same shade as her lips. Her connection to decay causes her to smell like freshly moved dirt. Her power creates odd lines along her skin that are pitch black. The lines form intricate patterns that change over time. Every 48 hours, her lines have changed completely. Her breath smells like a mix of almond and vanilla. She doesn't understand why.

Personality: Normally, she is nervous of talking to others considering her appearance and power. At her core, though, she is curious, sweet, careful, and gentle. She is calculating and seeks to improve. Valdis has a penchant for studying and is happy to read and learn things. She also prefers not to fight, instead seeking to either be diplomatic or assist those that desire to fight with tactical overview.

Power('s): Lich Touch-touch can, at will, decay organic and inorganic matter (metals corrode, skin blackens and sloughs off, rocks erode, etc.) Speed of decay depends upon the matter. (Organs are fast, metals are second, rocks and materials like them will take long periods), if she uses her power and punches a target, the immediate place where her fist hit will painfully decay the skin.

Sub Traits: Her use of decay makes her immune to decay of any form. (Includes aging and cancer) Decay power will reverse upon death. (She will come back to life if her body is not utterly destroyed. Takes a week to come back). She doesn't breathe at all.

Limitations: Decay only happens while she maintains contact. She cannot eat or drink for sustenance. She gains sustenance by decaying living matter. Prolonged periods without sustenance will send her into a frenzy where she will attack and decay the first living creature within reach. (Usually results in death of target, though the target is able to avoid and restrain her as easily as normal). Rendered completely sterile. Her breathing always sounds ragged and like she is barely able to breathe. This causes her voice to rasp badly and for her to be unable to project massive volume. (Cannot yell or shout) Extremely photosensitive. (She is almost blind in bright sunlight. Normal days simply makes it hard for her to focus and spot details.) Eyes were completely blackened by the procedures and her pupil reflects a single pinprick of blood red light, lending her a very unnatural gaze. If she does not control it properly, her clothing will decay when she uses her power. (Getting stressed can cause her to panic and cause this)

Detriments from Power: Has bursts of massive sadism. While using her power, she is sent into a sadistic lust to inflict pain upon her enemies. Is calm and melancholic. (Always seems to be in a thoughtful sadness, though her actions and intonations hint at her real emotion). Is constantly seeking to gain more power for herself. She cannot be angry, instead she becomes entirely enraged if something invokes her ire.

Equipment: Homemade shirt and skirt from salvaged guard uniforms. The shirt and skirt are very tattered along the edges from her not fully controlling her power, thus her skirt only just barely reaches her knees and her shirt barely covers her belly button. She fashioned cloth knee high foot wraps to protect her legs. She also has a cloth bag fashioned into a rucksack carrying her books for reading and study.

History: Prior to her current life, she was training as a mortician and also studying medicine. She was kidnapped one night from the morgue. She was an orphan and her guardian cut ties when she became independent. The person that showed the most interest in her life was the mortician who she trained with. He became a father figure to her and also was very much like a wise teacher as well.

Goal: Find some life to fit into and obtain full control over her power. She also seeks people who will accept her.

Other: Skilled in tactics. Well-versed in the treatment of disease and wounds. Is able to create functional weapons and modify weapons to suit needs. Polyamorous and demisexual. (Can love more than one equally and cannot feel attraction prior to forming a close bond, also has a very low amount of sex drive, essentially asexual in practice unless she is in love with someone)

actually a scythe can be useful and good in combat BUT are one of the hardest weapons to handle, but once you handle them they are pretty useful, being a staff type of weapon but with a huge as blade.
I am what I call a born melee-ist, natural in both hand to hand combat and weapon combat, I like swords (especially katana's) and staff weapons so I have tried with multiple of them to get a grip for
I got a good control of the sword to the point of having my own sword style based on my own abilities, I am even better with a long staff.
and with a scythe I am more to what you could say someone that has a normal control after years of training, sadly I could not keep the thing and train with it Or I might have been pretty good with it ^^

Plus story wise Drake could say like 089 and up are still second batch but there's always that perfectionist dick head whose willing to try anything to perfect their work.

damn, Ok I am tired and currently starting to see hazy XD

anyway, so basically they put the girl into a near death state and then somehow, possibly used 097's original disease to stop the dying process and turn the process into a attacking power, a live source vampire as well in order to remain in this state.
and due to the live source absorbed she can regenerate.

its pretty interesting and I can see (if using the 097 subject data) a plausible theory
but I do want to add one little thing
with the regeneration of coming back to live, as she needs live energy in general, I want to add one little limitation for that:
in order to recover fully her body needs to be in range of live energy like plants and absorb that
so dying in this facility will need someone or something nearby or it would be harder to recover, she can still recover in general but it will take much longer, like 2 years?

its just a suggestion to give a bit more limit, and I doubt it will be much of a problem, you can alsways be in luck that she just happened to die in a garden inside where they picked and grow vegi's XD
and its not a req, just a option to add.

It also helps that its a customizable high powered sniper rifle.

I'm very cool with Drake's proposition regarding my character's data. Offers a lot of character development once some files are revealed I suppose?

It makes sense as well since 023's immortality is improved compared to 097's (which would be a very human-like goal, to reach perfect and transmissible immortality), although the latter has much higher control over her interactions with any form of matter as well as her aging manipulation in general from what I could read.

That's just my grain of salt to complement the theory.

there are always dickheads
all those that are between 005 and 100 are second batch, so 006 is the first second batch number and 099 is the last second batch number
not everyone has to be modified at the same day, consider how many of there are, big chance some have been changed later (why they used the order they did is unknown cause they sure as hell did not go from, lets first do 006 and then 007
nope, they started somewhere random, I guess they had an idea for everyone based on something and went by what they found interesting
so playing with someone with a aging disease, changing someone to a cyborg or a living doll, those would have been first as there more interesting.
the aging person makes sense to why her first, why they chose 073 to be the doll? perhaps she already looked like one, or she had a bath breath which made them think, lets give her toxic breath
why turn 013 into a cyborg, perhaps she was good with computers or had the best chance of survival of being technologically augmented

we were never modified based on out number, we were modified based on their interest

so using data of one for an other is natural, red's brother was more interesting than what they wanted to do to red, or perhaps this was planned from the beginning, give the brother such powers that its a instant kill and inject him in her.

How about less of an extreme limitation and making life scarce areas take up to a month to regenerate?

And hers is not aging manipulation. Imagine it more like a plague. She brings about decay because it is simply killing cells or eroding materials. It could be classified as a disease weapon as it is functionally a plague-like setup. So, 097 would probably have similarities, but hers is more insidious and cannot be used for healing save herself. She has to maintain contact to "infect" targets. I am game for them being connected in development process though. Perhaps 097 is the perfection of their original desires? Mine came out far less death prone but was not in control of aging, so they tried it again and succeeded
