And I would imagine that's the general consensus for the people of Estermere, maybe the country is a vassal for a larger, more powerful country whose customs have slowly been imprinted onto our society

That's probably the general consensus for the people of Estermere. Maybe the country is a vassal to a more powerful and developed foreign power, whose traditions have slowly been imprinted on our people. So while people generally don't care for slavery, everybody just thinks it is a foreign thing

Now, now, Farmer Maggot... while he is a tad off is relatively harmless to society at large. However, yes, you should keep a wary eye when near him.
