No. The armor is completely empty with no mind of it's own. The Cardinal Arms (the weapons) however are able to control it like a puppet

Side note:
Reaper wont show up with our crew for a while
In a sense it wont really hold any importance for my to use him for the current story until he joins into the group one way or another.
But this way people will get a idea about him, stories about his hits can reach us and so one, so this is basically making a name for him in the IC XD
