He is very intelligent, and uses a gun that fires a powerful beam that freezes things on contact. Almost like a flash freeze. In the show it kind of kills a normal person on contact. In the comics and animated versions it can kill or just freeze with a small window of time to unfreeze and find.

It depends on how you look at it. Freeze is honestly more justifiable as a villain. He has a better reason to do what he does. Cold kind of just a villain... But written right he can be cold, calculating and possibly more dangerous than freeze.

Literally the only things I know about superheroes are the old Teen Titans TV show, and Marvel movies. I don't know who Mister Freeze is either.
Mister freeze. Scientist whose wife developed a very rare disease. He put her in a sort of cryogenic stasis to keep her alive while he tries to find a way to cure her. He was doing some good work until he was in an accident that made it so his body cannot survive outside of temperatures below zero. Got a suit to keep alive, a gun to freeze things and began to steal and stud in order to further his research as he sill wants to save his wife.
At least that is the basic story that I know/remember.
