Well, nonstop wars was an exaggeration but when they weren't fighting they were usually prepared for one.
A kilonova explosion sent neutron star fragments to dozens of star systems and it critically changed them. Many previously habitable planets became barren rocks, while the surviving civilizations needed to live in a radically changed environment. Morte managed to adapt to their death world relatively unchanged but apparently all the other aliens sorts of went insane from the radiation and grew warlike. To them it was attacking either others or their own so they chose the former.

Anyways you're not wrong on that Morteans are reproducing like rabbits. Even with their technology and slightly adapted physiology every third newborn dies. They also used cloning at times albeit the records on its extend are unclear, same for genetic experiments on the population. Anyways for living for a decade in "peace" the Morte is already struggling with overpopulation thus the current plot in the IC.

You'd think a One Child policy would be drafted, implemented, and enforced by this point.

Or maybe sterilization on a massive scale would suffice.

By that logic Sanguinius would be space Jesus aswell, plus those 3 custodes.

Not like the stealth drive would make any difference in this situation. If your sensors picked up me exiting slipspace you would know where to look anyway.

Actually, only Sanguinius died before the Emperor arrived. Then, Ollanius Pius (it's been changed to a Custodes apparently but the Guard doesn't believe that crap) shows up and sacrifices himself. So yes, two Space Jesuses.

It could.
The government just refuses to do it, fearing they might be intentionally weakening themselves for the next war which can happen any time.
It's been a few decades since then but they're still adamant about it.
Thus they do it the other way.
By establishing a new habitat for them.
At this point the government doesn't even care if many of the colonists die.
Ironically, Sterbstahl does.

I could but that won't be sufficiently long to establish other changes in them compared to how they were before.
That and I slightly wrote myself in the corner by saying the autocratic system was established with the first war.
Perhaps there was a few centuries of peace after the first few wars?
May explain how did the Morte recover before they became the way like they are now.

Yeah, honestly having nonstop wars over 1200 years is a bit over the top. Throwing in some periods of stability and restructuring would make it a more solid concept and give more realism and depth to the civ.

Well, I never said they were in non-stop war.
Small "peace" periods were always in my mind. I just haven't realized how big the gaps would be if I give such low numbers for the various wars.
So let's say the last Luxon War was the 13rd.
Give even more weight behind why the Morteans are so throughly drilled against somebody ambushing them via hyperspace jumps.
Luxons are the second place after the Ix on their asshole list.
