Also giving you authority over his civ means you also have the freedom to govern it like your own.
You're free to reinvent the civ while keeping it mostly the same.
Just read over SgtEasy's civ profile a few times and try to imagine what are they like.
It isn't a sin if you deviate from the route SgtEasy did so long you do it right.
In short keep the already posted content and build on it like that were your own.
Don't worry about the original author's will and intent because you have no way of knowing it.
Just work on it.
Alternatively you can delegate this "job" to other players who are either more free and/or more interested in it.
Although at least try to ask SgtEasy about this before you allow it.
